2 Request For Qualifications - RFQ Background California Virtual Academies and Insight Schools of California, referred to hereafter as California Managed Schools are located on 50 Moreland Road,. California Managed Schools is a collection of nonprofit, virtual charter schools that deliver a K-12 education to students throughout California. They occupy one structure, a privately-leased building, with a total area of approximately 36,960 square feet. Scope of Work NOTICE IS HEREBY GIVEN that pursuant to California Government Code 4217, California Managed Schools intends to select, and enter into an agreement with, a qualified firm having specific qualifications and experience in utilities analysis, comprehensive energy management, and energy-related capital improvement services. The improvements will be aimed at reducing energy consumption associated with the heating, ventilation and air conditioning system, the lighting systems, and other energy using devices, as well as potential self generation measures. Specifically, California Managed Schools is interested in the development and construction of the following projects: N e t w o r k a b l e T h e r m o s t a t s a n d / o r n e w H V A C C o n t r o l s L E D L i g h t i n g R e t r o f i t T C o m p l i a n t L i g h t i n g C o n t r o l s C e n t r a l i z e d P l u g L o a d M a n a g e m e n t S o l a r G e n e r a t i o n B u i l d i n g E n v e l o p e R e t r o f i t California Managed Schools is using a competitive process, in that each contractor shall submit their qualifications in the format specified within this RFQ to demonstrate their qualifications and express their interest in contracting for a full range of utilities services and energy-related capital improvements to assist California Managed Schools in the proper utilization for their Proposition 39 allocation(s). The selected firm will provide a turnkey solution with services including, but not limited to: Project consulting and planning Project administration Investment grade technical energy audit Financial analysis, rebates and incentive support Engineering design Acquisition Installation Modification Commissioning Maintenance Support Monitoring Training in the operation of existing and new equipment

3 Development and submittal of Prop. 39 Expenditure Plan Measurement and Verification and post implementation Prop. 39 documentation Job Creation Tracking Student Energy Efficiency Education Financing The firm shall be the single point of contact on Prop. 39 related projects and shall be responsible for assisting California Managed Schools with the development and approval of a Prop. 39 Expenditure Plan. Upon approval of the Expenditure Plan, the selected firm shall serve as the prime design-build contractor and single POC for all implementation work associated with the approved Expenditure Plan. In addition, following the intent of Prop. 39 to create green jobs and provide training, California Managed Schools is interested in using the selected firm in a partnership capacity for mentorship/training the Urban Corps crew members to perform all aspects of the project installation that can be reasonably and safely accommodated. RFQ - Proposal Format and Submission The proposal shall address the following items in the order listed below and shall be numbered in the qualifications submittal to match the following list. Each firm s response shall be limited in length to not more than 10 doublesided pieces of paper (excluding cover letter, appendices and tab separators). I. Cover Letter: The letter should include a brief summary of the firm s experience, the unique qualities of the firm and its personnel, what will make the firm a good fit for California Managed Schools for the proposed contract and must bear the signature of the person(s) authorized to submit the proposal on behalf of the firm. II. Qualifications: Please describe the firm s areas of expertise and how the firm's expertise will benefit California Managed Schools. a. Identify the Proposed team who will be working with California Managed Schools on the project. Include an Organizational Chart and indicate the roles and responsibilities of each individual, including each individual s qualifications and experience with similar projects. b. Provide three educational or institutional references of projects with similar size and scope to the proposed project. c. Include the name, address, and telephone number of persons who can attest to the firm s performance on the described projects. d. Describe your firm s experience with Prop. 39 projects. Preference will be given to firms who have or are currently working with other universities, community colleges or K-12 customers to develop and implement Prop. 39 projects. e. Describe your firm s financial capacity to handle the project. Include company bond rating, bond limits, and evidence of insurability. f. Provide a Letter from Bonding agent stating Firm s Bonding Capacity. g. Provide a Certificate of Insurance. h. Provide California General Contractor s license number.

4 i. Describe your firm s approach to safety. j. Describe any unique capabilities that your firm offers. III. Project Approach a. Describe your firm s approach to securing and maximizing Prop. 39 funding b. Explain your firm s approach to developing the specified energy efficiency measures. c. Describe in detail your firm s methodology for calculating energy cost savings. d. Describe your firm s construction implementation plan for a School e. Describe how your firm intends to partner with California Managed Schools to provide training and mentorship to the Corps members through the installation process. f. Provide a description of your firm s commitment to obtaining OPSC Project Closure status, as well as experience with DSA, for public school projects. g. Describe your firm s approach to measurement and verification of energy savings and any guarantees associated with energy savings. h. List experience working with third party funding, including but not limited to state, federal, and utility funds, grants, rebates, incentives, etc. i. Discuss any financing and procurement options that your firm provides IV. Cost Structure: California Managed Schools intends to award individual Task Orders under a Master Services Agreement based on timing of Prop. 39 and other funding sources and project development cycles. Please describe your pricing process and engagement model. For evaluation purposes, please provide the actual percentages, labor rates and costs that your firm proposes to enter into with the California Managed Schools: a. Percentage of profit b. Percentage of indirect expense (overhead) c. Hourly rate table (including fringe benefits) of professional services personnel d. Hourly rate table (including fringe benefits) of construction management personnel V. Submission: Proposals expressing interest in the project are to be mailed or hand delivered to the California Managed Schools, Attention: Heidi Joson, Director of Operations. Proposals are due no later than 3pm on Friday, April 7, All costs related to the preparation, submittal, or presentations of this proposal are the

5 responsibility of the respondent and will not be assumed in full or in part by California Managed Schools. RFQ - Evaluation and Award Process Proposals will be evaluated by a committee comprising various representatives of California Managed Schools. This committee hereinafter will be referred to as the Review Panel. The Review Panel will review each Proposal and determine the following: 1. Whether each submitted Proposal is responsive to the requirements of this RFQ. 2. Determine the Best Value submittal. The Proposer with the highest Best Value score will be selected by the California Managed Schools, as the best responsible proposer. 3. Responsive submittals will be evaluated with points awarded in the following separate categories: a) (60 points) Project Approach b) (20 points) Company Qualifications c) (20 points) Cost Structure Total Points Possible: - 100
