GALLAGHER & CO. *Robert Bloomer, *Megan Leslie, *Scott Morsch *Indicates Present The Benefits Committee meeting convened at 9:14 a.m. Location: Educational Services Center 6 th Floor Conference Room, 770 Wilshire Boulevard, Los Angeles, CA The meeting was called to order by the Chair, Mr. William Elarton-Selig. A quorum was present. Approval of Agenda - 04/11/2017 Motion moved by Mercedes Gaitan, seconded by David Serrano. 1
2 Closed Session No items. Approval of Minutes 01/10/2017 No minutes to approve. Discussion/Follow-Up Reports A. Wellness Committee Update Kaiser Reporting by Physician At JLMBC members request, the Power Point presentation regarding biometric data was going to be made during the meeting. The presentation would cover the data from 2014, 2015 and Guest Speaker: Dr. Christian Raigosa, Family Physician, Kaiser Permanente introduced himself and expressed his appreciation to everyone for the invitation to the JLMBC meeting. Power Point Presentation supporting documents named Partnership in Health Report: Prevention and Lifestyle Risks were distributed. Dr. Raigosa made a presentation on different factors having a big role in health and wellness. He informed the members that early intervention will help prevent pre-diabetes and diabetes which are serious health issues for the population. Kaiser Biometrics Sunny continued Dr. Raigosa s presentation stating that Kaiser Permanente is currently working with Velma and Katrelia on programs to prevent the spread of chronic conditions like pre-diabetes and diabetes, risk for depression, misbalance of glucose, cholesterol and blood pressure. She also introduced the statistics of LACCD that focused more on biometric screening, exercise and blood-pressure. Bill expressed his concern about the biometric data collection. He inquired as to whether information on biometric data of LACCD is taken. David clarified that the data is not individualized, that is, there is only aggregate numbers. 2
3 Onsite Wellness Proposal Katrelia distributed two proposals for the JLMBC to approve; OnSite Wellness Proposal and Mobile Health Vehicle proposal. The two proposals fully identify the services that will be provided by Kaiser and OnSite Wellness. The OnSite Wellness proposal is to provide glucose screening to employees, and the Mobile Health Vehicle proposal is to provide Biometric screening to employees at the remaining Health Expos being held during April 2017 at L.A. Mission College, L.A. Pierce College, L.A. Valley College, and West L.A. College. A motion to approve the two proposals was made by Bill and seconded by Mercedes. The motion was unanimously approved. Wellness Expo Update Katrelia informed the members that employees are highly interested is participating in the walk challenge again. Katrelia provided information regarding the Health Expos that will take place in April, B. AJG Updates (Compliance & Benefits) CalPERS Medical Plan Changes (i.e. copays, RX, etc.) Scott referred to Affordable Care Act (ACA) informing the members that there will be no immediate changes to the ACA because it will take some time for any visible change to take place under the new administration. He further clarified stating that there will be some updates later this year. Per the committee s request, Gallagher provided them with the chart showing the historical 5 years of cost changes within CalPERS. The members were discussing the changes that covered copays, RX, out of pocket expenses and family rate changes, and these are the questions that the committee inquired to get updates on. C. 529 Task Force AJG to Provide Examples Per the committee s request to provide some contacts or some examples of 529 plan, a document entitled Morningstar Names Best 529 College Savings Plans for 2016 was distributed. The document covered information about three different vendors and ratings changes. 3
4 Status Updates A. RFP s HRA/ FSA Nothing to Report ACTIVE & Fit Katrelia presented a RFP for an Active & Fit gym program. A document entitled Recommendations of the JLMBC Wellness Subcommittee was distributed. The Wellness Subcommittee recommends that the District conduct an RFP for a Member Self Pay gym Program. Katrelia requested that the JLMBC take action on the following two motions: 1. Move the recommendation to conduct an RFP for a Member Self Pay Gym Program to agendized as an action item. 2. Approve the proposal to create an RFP for a Member Self Pay Program. Motion moved by the Wellness Committee, seconded by Mercedes, to move the recommendation to conduct an RFP for a Member Self Pay Program to an agenda action item. The motion was unanimously approved. Motion moved by Bill, seconded by Mercedes, to approve the proposal to create an RFP for a Member Self Pay Gym Program. APPROVED: 5 Ayes (David, Bill, Mercy, Mercedes, Galen) 1 No (James) B. Labor Caucus Updates Nothing to report. C. Supplementary Retirement Program (SRP) Medical, Dental & Vision David recommended everybody to turn the application forms to the district directly to Health Benefits Unit. He also recommended to focus on Supplementary Retirement Program (SRP) paperwork as well as on CalPERS and CalSTRS retirement applications. He informed the members that the application from benefits retirements can be turned in any time starting on May 10 through April 28. 4
5 D. Opt-Out Follow-up A document entitled LACCD Opt-Out Survey Results was distributed. Megan Leslie from Arthur J. Gallagher & Co. made a presentation on the document. Constituency Report(s): If Needed A. Communications Active, Adjunct, Retiree Newsletter Bill requested that he should get everybody s ideas by next month. He further stated that they probably will not get any data or update from CalPERS until August. He also informed the members that in case of any specific ideas, they should get their subcommittee together and make sure to get it to the Bill before the meeting in May. B. Retiree Nothing report. Action Items A. Wellness Onsite Biometric Proposal B. RFP for a Member Self Pay Program Discussion / New None. Public Comments None. Adjournment Motion made by Bill, seconded by James, approved unanimously to adjourn. The meeting adjourned at 11:04 a.m. 5
