Background: Additional funding in the 2163 Housing Funds is available for additional 2012 grants. The Housing Coalition has approved and is recommending an additional grant to Educational Service District 113. ESD 113 Youth Outreach - $19,305 ($17,711 for Education Advocate and $1,594 for Administration and Operation Support). The Education Advocate will notify Special Services when new students enroll who are homeless and have been eligible for and previously received support services in other districts. Support services include: Migrant, Title I, LAP, Bilingual and Special Education. The liaison will also assist parents in making contact with support service providers in the enrolled school to ensure that immediate service deliver begins. The advocate will assist in arranging immunizations as needed and will coordinate service with school counselors and the district s Bilingual Family Support Liaison for addressing immediate crisis needs with/from: Turning Pointe Domestic Violence Shelter, Mason County Homeless Shelter, Mason County Housing Coalition, local food, clothing and furniture banks, Behavioral Health Resources as well as DSHS, and the Division of Children and Family Services. The advocate will assist with monitoring of attendance of chronically absent homeless children, serve as mentor and/or find mentors for homeless students being served at school districts in unincorporated north Mason County who have been identified as high risk for dropping out. Data management and outcomes evaluation system will be the same as used by the Shelton School District Homeless Liaison as described in the McKinney Vento application. Recommended Action: Approve the $19,305 grant to Educational Service District 113 and authorize the Chair to sign the contract. The Housing Coalition has approved and is recommending an additional grant to the Mason County Shelter. Mason County Shelter - $16,000 for operating funds from transitional housing. These funds will provide transitional housing at a duplex and a triplex at 801 and 803 N Henry Streets to formerly homeless families with children, for up to two years. Clients pay 30% of adjusted income towards operations, but all maintenance, utilities (except unit electric), insurance, case management, offsite management support is paid by Mason County Shelter. Case management is provided to all adult tenants during time on program for life skills, employment, parenting, education, credit history, and any other life issues that would prevent them from obtaining and sustaining permanent housing once off of the program. Recommended Action: Approve the $16,000 grant to the Mason County Shelter and authorize the Chair to sign the contract. Adkins Ext. 286 DEPARTMENT: Community Development Action Agenda DATE: August 7, 2012 No. Item: Set a public hearing for August 21, 2012 at 9:30 a.m. to consider Resolution submitted by Belfair Water District #1 regarding the annexation of Lots 1 through 24, Tract F and Lot B of the Plat of Clifton Ridge. Background: Belfair Water District #1 submitted Resolution to the Mason County Board of County Commissioners on July 19, 2012 for consideration and adoption pursuant to RCW In response to this submission, the Board has thirty days in which to take approve or hold a public hearing on the Resolution. Recommended Action: Board of County Commissioners shall set a public hearing for August 21, 2012 at 9:30 a.m. to consider approval of the annexation request by Belfair Water District #1 regarding the annexation of Lots 1 through 24, Tract F and Lot B of the Plat of Clifton Ridge. The adjustments would include: 1) restoring the employee's vacation accrual rate at time of layoff, 2) restoring sick leave balance that was forfeited upon layoff, 3) re-instate the original seniority date, and 4) re-instate the previous longevity rate. Background: The AFSCME bargaining unit contract does not contain language for restoring recalled employees' accrual rates, forfeited sick leave accrual, seniority date, or longevity rate. Therefore the Board desires to enact these changes for recalled employees. 5 MEMORANDUM OF UNDERSTANDING between Mason County And AFSCME, Local 1504 Washington State Council of County and City Employees Mason County and AFSCME Local 1504 agree to make adjustments for employees who were recalled from layoff, within 24 months, which occurred prior to implementation of the parties' current collective bargaining agreement, as follows: a) If an employee was recalled from lay off status within twenty-four (24) calendar months, restore the employee's rate of vacation accrual that was in effect at the time of layoff. Subsequent accrual rate adjustments shall be based on the employee's combined total years of County service; however, time in layoff status shall not be included in the calculation of service years. b) Under the same conditions as "a", restore any sick leave balance forfeited upon layoff (not to exceed the total allowable accrual amount); provided the leave was not cashed out at layoff. c) Re-instate the recalled employee's original bargaining unit seniority date (minus time in layoff status). d) Re-instate the recalled employee's previous longevity rate (percentage). Time spent in layoff status will not be credited as time worked for determining future longevity increases, but all service time prior to the layoff shall be combined with time served since the recall. Background~ The Deputy Administrator, Probation currently at Range 29 is inconsistent with the Deputy Administrator, Detention at Range 33 of the Non-Union Salary Range Alignment table. The Board desires to equalize the salary ranges of the two comparable positions. Additionally, the Public Health & Human Services Director has incurred significant increases in duties and responsibilities involving various programs. Additionally, the Public Health & Human Services Director has incurred significant increases in duties and responsibilities involving various programs. The Board desires to make a salary range adjustment to reflect the added responsibilities. WHEREAS, the Board approves of the adjustment of the salary ranged for the job classification Deputy Administrator, Probation from Range 29 Step C to Range 33 Step B on the Non-Union Salary Alignment table; and the Board approves of the adjustment of the salary range for the job classification of Public Health & Human Services Director from Range 39 "Y" rate to Range 45 Step D of the Non-Union Salary Alignment table.
