Sir, In pursuance of the cstituti of Natial Urban Housing Fund (NUHF) in BMTPC for channelizing central assistance/subsidy under the PMAY(U)Housing for All Missi, I am directed to cvey the sancti of the competent authority and authorize BMTPC for release of Rs. 1,11,36,22,000/ (Rupees One Hundred Eleven Crore ThirtySix Lakh and TwentyTwo Thousand ly) for 20 AHP projects approved by CSMC in its 29th meeting held to the State Government of Uttar Pradesh from NUHF borrowed from NSSF as 1 st installment of Central Assistance for creati of Capital assets under PMAY (U) for the F.Y The categorywise summary of the above said release is as under: No. of CSMC No. Project. of Central Assistance sanctied Central Assistance being released in this sancti (11 instalment) IRs.. in lakh Categorywise amount Sc ST Gen 29th 20 (AHP) Adjustment Nil Nil Net Release n Nil Projectwise details are annexed. 3. BMTPC shall release the amount to State Government of Uttar Pradesh within two working days through EAT module of PFMS. BMTPC shall inform the Ministry about Page 1 of 4

3 the transfer of funds to the State/UT immediately. BMTPC shall also maintain proper record of the release made under the NUHF as per General Financial Rules, 2017 and the extant accounting procedure. 4. Based the decisi of the said CSMCs and the recommendatis made by MoHUA, the release of central assistance of Rs. 1,1136,22,000I (Rupees One Hundred Eleven Crore ThirtySix Lakh and TwentyTwo Thousand ly) is further subject to the following terms and cditis in additi to the observatis of the CSMC: The releases made by BMTPC to the State/UT Government shall be kept in a separate designated account for utilizati towards the implementati of the scheme and shall not form part of their general financial operatis. II. The funds shall be utilized for the purpose and for the selected categorized beneficiaries ly, for which these are sanctied. Otherwise, these funds will have to be refunded alg with interest as per provisis for GFR2017. No deviati from the framework for implementati of PMAY (U) is permissible. Ill. The expenditure the implementati of the scheme/projects will be shared between the Central and the State/ULB/lmplementing Agency (IA) as committed, The committed State share should also be released within 15 days from the date of receipt of Central Share in the SLNA account. In case of shortfall of State/ULB/lA share, correspding amount of Central share will be deducted from the subsequent instalment (s). IV. The funds including Central and State share will thereafter be released by the State/UT Government to the implementing agencies without any delay failing which the amount would be recovered from the State/UT Government with interest, as applicable, for the period of default. V. Necessary sanctis/approvals/compliances required under the statutory or other regulatory regime as applicable would be obtained by the authority (ies) ccerned with the project (s). VI. VII. VIII, The State Government and implementing agencies shall put in place a mitoring system to ensure that the project (s) achieve scheduled mileste and envisaged outcomes including implementati of reforms and other cditis required under the scheme. The State Government/implementing agencies shall utilize the grant in accordance with the approved guidelines of PMAY(U) for the implementati of the Scheme. The State Government shall furnish Utilizati certificates of the Grant released in the prescribed format as per GFR 2017 to the Ministry of Housing and Urban Affairs as provided in the scheme guidelines. Where there is an element of cash transfer to individual beneficiaries, the same may be made through PFMS/DBT mode as applicable and necessary transacti details may be updated in MIS immediately after the disbursement. The State Government shall submit an authenticated certificate from the bank showing complete details of disbursement of funds to each beneficiary before release of subsequent instalment. X. The State Government shall ensure the geotagging of all AHP projects approved under PMAY (U). XI. XII. State Government shall ensure that the specificatis of the houses cform to NBC/IS Standards and that requisite infrastructure will be provided by the State Government I ULB. State Government shall submit the Acti Taken Report (ATR) the observatis/recommendatis of Third Party Quality Mitoring Agency (TPQMA) for quality mitoring purpose before release of subsequent instalment. 5. The expenditure is to be booked in PFMS scheme code 1989State & UT Grants under PMAY (Urban)EBR Compent for Rs. 1,11,36,22,000/ (Rupees One Hundred Eleven Crore ThirtySix Lakh and TwentyTwo Thousand ly) for the financial year and will be transferred to State Govt. of Uttar Pradesh through epayment as per details as under: Name of the Uttar Pradesh State/UT Agency Name as NIDESHAK STATE URBAN DEVELOPMENT AGENCY per Bank Account Account No Bank Name HDFC Bank Ltd.
