Sir, In pursuance of the constitution of ational Urban Housing Fund (UHF) in BMTPC for channelizing central assistance/subsidy under the PMAY(U)Housing for All Mission, I a directed to convey the sanction of the copetent authority and authorize BMTPC for release of Rs. 14,4,,/ (Rupees Fourteen Crore and Forty Lakh only) for 1 AHP project approved by CSMC in its 261h eeting held on and 1 AHP project approved by CSMC in its 3th eeting held on to the State Governent of Uttarakhand fro UHF borrowed fro SSF as 1st installent of Central Assistance for creation of Capital assets under PMAY (U) for the F.Y The categorywise suary of the above said release is as under: (Rs. in Iakh) o. of o. of Total o. 3 3. BMTPC shall release the aount to State Governent of Uttarakhand within two working days through EAT odule of PFMS. BMTPC shall infor the Ministry about the transfer of funds to the State/UT iediately. BMTPC shall also aintain proper record of the release ade under the UHF as per General Financial Rules, 217 and the extant aounting procedure. 4. Based on the decision of the said CSMCs and on the recoendations ade by MoHUA, the release of central assistance of Rs. 14,4,,1 (Rupees Fourteen Crore and Forty Lakh only) is further subject to the following ters and conditions in addition to the observations of the CSMC: The releases ade by BMTPC to the State/UT Governent shall be kept in a separate designated aount for utilization towards the ipleentation of the schee and shall not for part of their general financial operations. The funds shall be utilized for the purpose and for the selected categorized beneficiaries only, for which these are sanctioned. Otherwise, these funds will have to be refunded along with interest as per provisions for GFR217. o deviation fro the fraework for ipleentation of PMAY (U) is perissible. Ill. The expenditure on the ipleentation of the schee/projects will be shared between the Central and the State/ULB/lpleenting Agency (IA) as coitted. The coitted State share should also be released within 15 days fro the date of receipt of Central Share in the SLA aount. In case of shortfall of State/ULB/lA share, corresponding aount of Central share will be deducted fro the subsequent instalent (s). IV. The funds including Central and State share will thereafter be released by the State/UT Governent to the ipleenting agencies without any delay failing which the aount would be recovered fro the State/UT Governent with interest, as applicable, for the period of default. V. ecessary sanctions/approvals/copliances required under the statutory or other regulatory regie as applicable would be obtained by the authority (ies) concerned with the project (s). VI. VII. VIII, The State Governent and ipleenting agencies shall put in place a onitoring syste to ensure that the project (s) achieve scheduled ilestone and envisaged outcoes including ipleentation of refors and other conditions required under the schee. The State Governent/ipleenting agencies shall utilize the grant in aordance with the approved guidelines of PMAY(U) for the ipleentation of the Schee. The State Governent shall furnish Utilization certificates of the Grant released in the prescribed forat as per GFR 217 to the Ministry of Housing and Urban Affairs as provided in the schee guidelines. Where there is an eleent of cash transfer to individual beneficiaries, the sae ay be ade through PFMS/DBT ode as applicable and necessary transaction details ay be updated in MIS iediately after the disburseent. The State Governent shall subit an authenticated certificate fro the bank showing coplete details of disburseent of funds to each beneficiary before release of subsequent instalent. X. The State Governent shall ensure the geotagging of all AHP projects approved under PMAY (U) for onitoring the progress of construction. XI. XII. State Governent shall ensure that the specifications of the houses confor to BC/IS Standards / disaster resistant features and that requisite infrastructure will be provided by the State Governent I ULB. State Governent shall subit the Action Taken Report (ATR) on the observations/recoendations of Third Party Quality Monitoring Agency (TPQMA) for quality onitoring purpose before release of subsequent instalent. 5.
