NPDES Professional Services DATE: August 28, 2018 REQUEST: Authorize accepting a cost proposal from Ecological Planning Group to provide professional services for the National Pollutant Discharge Elimination System (NPDES) phase 2 permit and authorize the base year payment. STATEMENT OF ISSUE: The County operates our Municipal Separated Storm Sewer System (MS4, i.e. storm drainage system) under an NPDES Phase 2 program through the state of Georgia. This permit requires the County to perform work, monitor, inspect, educate and report annually in seven focus area outlined in the permit. The Engineering Division of Community Development requested and received funds in the FY budget to hire a consultant to assist the County in meeting the requirements of the NPDES Phase 2 permit. The County prepared and issued a request for qualifications on July 13, 2018 titled Consultant Assistance to Update The NPDES Phase II Storm Water Permit and Provide Implementation/Reporting Services. The County received two responses. Those responses were reviewed by County staff and ranked based on the requirements of the RFQ. Attached is a chart of the respondents and the reviewers scoring of each. Ecological Planning Group received the highest evaluation. The County requested and received the attached cost proposal from Ecological Planning Group for providing the scope of service outlined in the RFQ. That cost proposal is attached. ALTERNATIVES: 1. Do not award. Staff priorities will have to be adjusted so as to provide for the work required by the permit. 2. Authorize accepting the fee proposal from EPG for this RFQ and issuing a Purchase Order for the Base Year. 3. Direct staff as to how to proceed. FUNDING: Funding for this work is available in the approved budget for the Community Development Engineering Division ( )

RECOMMENDED MOTION FOR FINANCE COMMITTEE: I move to recommend the Board of Commissioners accept the 5-year fee proposal from EPG for NDPES Phase 2 professional services and approve the issuance of a purchase order to Ecological Planning Group in the amount of $44,960 for the 2018 service with funding to be provided by the FY19 Community Development Engineering Division s Operating Budget.
