1 Minutes of the Working Group Leadership Meeting, Sherpa Group, High level group on Key Enabling Technologies (HLG KET) 13 February 2013 Participants list and agenda of meeting are available in appendix 1 and 2 of the document. 1. Welcome and objectives of the meeting by M. Crean (VP CEA Technologies, CEA, and Chairman of the Sherpa Group) M. Crean highlighted the context of urgency this new High Level Group will have to work in In addition, he explained the objectives of this meeting, recalled the structure of the Working Group Leadership team (Chairmen and Rapporteurs) of the Sherpa Group, and focused on the discussion and validation of the working group mandates and scopes. 2. Political context and decision-making process, by M. Catinat (Head of unit Key Enabling Technologies and ICT, DG ENTR) M. Catinat firstly reminded that the mandate of this High Level Group would be of two years but some deliverables are required before the Summer of He provided the Sherpas with information on the political context and the timeline of the European Commission (EC) decision making process. He highlighted the following issues: The Grenoble KETs Summit of 6 and 7 February 2013: He stressed that this event had increased the political importance of KETs, whilst confirming Vice- President Tajani s leadership on the KETs strategy. He indicated that the support from the participating Member States (France, Germany, United Kingdom, Italy, Spain) confirmed their interest and willingness to be involved. Owing to the success of this event, he informed the Sherpas that Vice-President Tajani had proposed to organise similar ministerial meetings bi-yearly. As regards the EU calendar, M. Catinat indicated the following information of relevance to KETs: - Horizon 2020: the first draft work programme will be prepared in the Summer of EU Member States and stakeholders will be consulted for an effective implementation; o On multi-kets issues, the objective is to ensure a high rate of industry participation; o On KETs and societal challenges, M. Catinat confirmed that meetings will be organised with the various EC services involved in the most relevant various societal challenges from the Horizon 2020 third pillar (e.g., Food & Bioeconomy; Secure and clean energy; Transport; Climate and raw materials. - On the promotion of KETs policies at Member States and regional levels, M. Catinat explained the smart specialisation process; Member States will have to submit their smart specialisation strategies in the course of KETs have been identified as one of the priority investment areas in which the structural funds can be used to finance projects. M. Catinat advised the Sherpas to take contact with their Member States and regions, in order to ensure KETs are fully integrated in their smart specialisation strategies. - On KETs and state aid issues, M. Catinat explained that the state aid modernisation package should be adopted by the end of 2013; the proposal for the R&D&I Framework would be issued by Summer In May 2013, a Competiveness Council will take place where KETs will be on the agenda. - In June 2013, the Irish Presidency will organize an event on KETs. G. Crean (HLG KET) and L. Brown (Enterprise Ireland, Ministry for Industry, Ireland) are coordinating this event. - The Commission intends to publish later this year a report to the Council on the implementation of the industrial policy priorities (as defined in the industrial policy update Communication of October 2012) and specifically on the state of play concerning the six priority action lines in the area of industrial innovation, as KETs, advanced manufacturing for clean production and biobased products. The KETs HLG will be asked to deliver inputs on KETs of interest for this report. 3. HLG KET 2013 work program and challenges, by G. Crean (VP CEA Technologies, CEA, and Chairman of the Sherpa Group) In the context of the calendar of EU negotiations, M. Crean stressed for each working group key questions that should be addressed during their work: 1
2 o JTIs and PPPs: how to ensure TRL1 to TRL8 activities, including multi-kets pilot lines and pilot demonstration activities (TRL 4/8)? He more particularly referred to the EC communication 1 A European strategy for Key Enabling Technologies A bridge to growth and jobs. This issue should be jointly tackled by WGs1, 2, 3 & 4. o EIT (Enabling and Industrial Technologies) / FET (Future and Emerging Technologies): how to ensure the development of KET skills and KET Technological Research infrastructures? This issue should be tackled by WG6. o EIPs (European Innovation Partnerships) / Horizon2020 Societal Challenges activities: how to address societal challenges using KETs as European building blocks? How to ensure European KETs deployment? In particular, M. Crean stressed that generic KETs skills, competences, capacities and prototypes need to be customized in the Societal Challenges pillar, within specific value chains, for specific applications. For example, the development of a generic battery technology does not mean that also a specific battery technology or prototype would be ready for Airbus applications. This issue should be tackled jointly by WGs2, 4 & 7 o EU framework on RDI State Aid. This issue, and routes for the effective implementation of the project of common European interest provision, should be jointly tackled by WGs 1, 2 & 5. Kurzydłowski PL (National Centre for Research and Development ) Dr. Luisa Tondelli (*) IT (Institute of Organic Synthesis and Photoreactivity (ISOF) National Research Council) 1 A European strategy for Key Enabling Technologies A bridge to growth and jobs, COM(2012) 341 final, ( ). the EC will work in the course of 2012 on a synthesis of the respective KETs-related activities in different groupings (ETPs, PPPs, JTIs) in order to assess current cross-cutting KETs activities and to identify future market technology needs. This is with a view to preparing a multiannual work programme, for cross-cutting KETs activities, and coordinating closely with other relevant programmes (EIT KICs, structural funds, etc.); and has proposed to implement innovation-oriented public-private partnerships (PPPs) for those KETs where the necessary conditions specified in Horizon 2020 are in place. Such PPPs will ensure close interaction between research and innovation activities and support the cooperation of all stakeholders, including end-users, across the entire value chain. They will be based on a long-term commitment from all partners sharing a common vision and clearly defined objectives. 2

Sarvaranta FI (VTT) And finally, he emphasized that whilst some progress had been made since the first HLG KET final report of June 2011, much had still to be done to fully ensure an effective implementation of a European KETs strategy. Higher TRL activities have higher costs M. Crean reminded that one of the key characteristics of pilot lines and pilot demonstration projects is related to their higher costs. Combined funding mechanisms are required Owing to the significant costs of pilot-lines and pilot demonstration projects, Europe needs to set up «combined funding mechanisms» to support this type of activities, as proposed by the Commission. A successful example: the ENIAC initiative on KETs pilot lines M. Crean mentioned that in the microelectronics domain, Vice-President Kroes had launched a pioneering initiative in 2011, the JTI ENIAC call for proposals for KETs pilot lines projects. KETs and societal challenges: The next example given by M. Crean concerned what has been done regarding the use of KETs as European building blocks providing solutions for societal challenges. He stressed that in its position from May 2012 on Horizon 2020 Partial General Approach, the Competitiveness Council of the EU agreed on the need to ensure that the integrat[ion] [of] enabling technologies in solutions for the societal challenges shall be supported together with the relevant challenges. Even if we can welcome this agreement, today, no concrete solution exists to reflect this political agreement into concrete proposals for an effective implementation, he added. Multi-KETs activities: Similarly, he mentioned another important point concerning the EU support of multi-kets activities. KETs will be part of the Horizon 2020 industrial leadership pillar, with a budget proposed by the Commission for this pillar of 17b. Within this pillar, the Commission proposed to allocate 6.7 B for KETs activities. This is a significant progress. However, much is still to do, as the allocation of 30% of this KET budget to multi-kets activities has not yet been ringfenced in writing. 4. Presentation of Working Groups by Chairmen / Rapporteurs: members, mandate, timeline: The Chairmen and Rapporteurs of the Working Groups presented the members, mandates and timeline for each working group. In relation to the follow-up and monitoring analysis, M. Crean reminded that it was included in the KETs HLG mission and mandate: to follow up the implementation of the European strategy for KETs adopted by the Commission on the 26 June He confirmed the agreement in principle for scientific support from JRC to follow-up KET development and deployment in Europe. 3
