1 The meeting started at 10.00h am. It was chaired by Stefan Nowak. 1. Welcome and Introduction: Stefan Nowak opened the meeting and welcomed everybody. Two additional presentations were included into the Agenda: a) George Deschamps to present the aim of the PV Technology Platform from the point of view of DG Research and b) Beatriz Yordi, DG TREN to present The draft communication on the Support of RES-E. Everyone introduced himself/herself and explained his/her interest in the Working Group Presentation of the EU PV Platform and the Vision Report: Giovanni Silvestrini provided insight into the objectives, the expected outcomes and the structure of the EU PV Technology Platform. He also presented the Vision for PV in 2030 on which the Platform is based. The report can be downloaded on: He suggested disseminating the results of the Working Group via the Mirror Group, which will be established soon. Beatriz Yordi presented the Recommendations on the Draft Communication and stated that the Policy Group should submit clear messages/recommendations relevant to the Electricity Directive and Building Directive where the Green Paper on Energy Efficiency sent by the EC is open for discussion until end of March The Lisbon agreement is also a very important paper, which should be considered by the Policy Group. M. Viaud asked whether EC recommended a harmonization of support schemes for Beatriz Yordi stated that EC has not proposed a harmonization for support schemes for the year 2007 but an evaluation report of the different support mechanisms with possibility of course to ask for a potential revision.

2 3. Working Group members: Regarding membership on the WG, the selection of members is based on personal expertise. In order to ensure the success of the EU PV Technology Platform and achieve the objectives of the WGs it is highly recommended that the function of member of the WG remains personal. If a WG member misses two meetings in a row without nominating a stand-in, she/he is requested to resign from the WG. Replacements can be exceptionally accepted. As budget for the EU PV technology platform is very limited reimbursement of working group members is currently not possible. Although a potential reimbursement will make the object of a case by case treatment. 4. Presentation of the proposed strategy: Stefan Nowak presented the strategy for WG 1, including the rationales, objectives, scope, activities, guiding principles, outline, deliverables, expected impact participants and coordination. 4.1 Discussion: In general, the Policy group has to be careful with not overlapping with Market Deployment Working Group. George Deschamps sees only little overlap and suggests also looking at horizontal issues including non-technical topics, such as socio-economical aspects. Michel Viaud considers also the global level as important, as the PV market is a global market. Lise Nielson suggested having an immediate proposal for the Green paper consolidation for Energy efficiency. Winfried Hoffmann, first proposed that the target of 3 GW for installed PV capacity by 2010 mentioned in the white paper and in the vision report has to be revised and become more ambitious e.g. 5 GW. He asked the representatives from the EC whether the policy group would be still able to influence on the financial budget for RES for FP 7. The answer was that it is too late for the general budget, however, there is always a possibility to provide input for the details of the programme, e.g. priority areas. There is still a possibility to promote

3 innovation and sustainability programmes for PV to the Member States level through the cohesion structural funds. Hubert Fechner recommends to perform the work fast to achieve input for relevant papers. Finally, the Task Identification was discussed which includes Industry policy, Energy policy and Environment policy. The work starts with an analysis of existing material. Corinna Klessmann will provide the documents available from the PV Policy Group project, which covers mainly Industry and Energy policies. Wilfried van Sark will support with the results on environmental issues from the Crystal Clear project. Industry Energy Environment Analysis Stakeholder Dialogue Recommen -dations Effort 30% 50% Industry policy issues will include all aspects relevant for building an innovative sector, such as market, labour, revenues, etc. Energy policy aspects will include administrative procedures, grid access and regulatory framework Discussion started on the environment policy aspects, whether it should be treated in this working group or in the Market deployment working group. It was agreed that only the long-term aspects will be treated in this working group. It was agreed to invite to the next meetings representatives from other DGs, such as DG Enterprise, DG Environment, DG Region, etc. 20%

4 4.2 Creation of Sub Groups: Stefan Nowak suggested to nominate one or two persons for each of the three policy areas defined. The following persons have been appointed to be in charge for one policy: Industry Policy: Winfried Hoffmann Energy Policy: Mario Ragwitz and Giovanni Silvestrini Environment Policy: Wilfried van Sark/Erik Alsema Every member of the Working Group will commit themselves to a sub group within the next two weeks. 4.3 Action Plan: The sub group leaders will prepare a concept until 31 December 2005 including: - Objectives, scope and tasks agreed - Tasks constituted - Main issues agreed - Main criteria defined Until 31 March Existing work identified/collected - Synthesis of existing work available - Subjects for analysis identified - Deliverables defined Also immediate action/positions will be done, e.g. Green paper consolidation input and structural funds Until 15 May Progress Report - Draft presentation for General assembly (GA) ready Until 19 May Presentation and discussion at GA Until 30 June Preliminary analysis
