5 Update on Horizon 2020 Cost-Reimbursement October 10 th - Competitiveness Council 100% + 25%, no option on real cost (non-profits get 100% + 25% in close-to-market actions) Mid-term review of funding model Possible transfer of certain indirect costs to direct costs (project-related use of big infrastructures ) Official negotiating position of the Council Unexpected outcome European Parliament: Rapporteur Ehler continues to push for real-cost option ( ECA takes no account of incentive effect, leverage effect, added value, widening participation, etc.) November 6 th - European Court of Auditors report on EU accounts for 2011 Research spending errors double (from 1.4% in 2010 to 3.0% in 2011) What chance now that ITRE will back Ehler? Time for RTOs to prepare Plan B?

6 Update on Horizon 2020 Budget Commission: 80bn Parliament: 100bn Who knows? 60bn? Anything less than about 75bn would be a cut in real terms measured against today s spending of about 10bn per annum Anything substantially less than 75bn may force a rethink of H2020 actions & priorities: what to cut? Talk of EP refusing to agree to budget, which would mean rolling over 2012 budget

7 H2020 Timeline 22 nd -23 rd Nov: EU Summit on budget (Multiannual Financial Framework ) 28 th Nov: Vote Horizon 2020 Package in ITRE 11 th Dec: Council Partial General Agreement - Specific Programme 13 th -14 th Dec: EU Summit (final budget decision?) 13 th -14 th Dec: EP vote on H2020 (no nlikely?) Trilogue

8 Putting Science into Standards Initiative by JRC with CEN-CENELEC and EARTO (FhG, TNO and VTT participated on behalf of EARTO n an initial exploratory meeting) Idea is to actively promote work on new standards Approach is to organise thematic workshops with experts from industry, politics and research Pilot event 24 th -25 th April, in Brussels, focused on eco-innovation (and based on EU Eco- Innovation Action Plan): Environmental protection Construction and the built environment Energy efficiency Resource efficiency Intended outcome: Agreed priorities for new standards If pilot successful, further focused expert workshops otherwise abandon EARTO would like your support to identify 1 RTO expert for each topic

9 Commission Communication Reinforced ERA Partnership for Excellence and Growth COM(2012) 393 final With the explicit objective of opening up and connecting EU research systems, the ERA reform agenda focuses on five key priorities: More effective national research systems Optimal transnational co-operation and competition on common research agendas, grand challenges and infrastructures An open labour market for researchers facilitating mobility, supporting training and ensuring attractive careers Gender equality and gender mainstreaming in research encouraging gender diversity to foster science excellence and relevance Optimal circulation and transfer of scientific knowledge to guarantee access to and uptake of knowledge by all Cross-border mobility of funding! Recommendations - Member State governments principal addresses - If little or no progress before end of 2014, Commission may legislate

10 Memorandum of Understanding EARTO is a voluntary-membership-based organisation for which this Memorandum of Understanding constitutes a voluntary, non-binding informal agreement, without legal status under Belgian law. The Commission acknowledges that EARTO s members operate within legislative and administrative frameworks that may limit their autonomy and freedom of action.

11 Memorandum of Understanding - I EARTO WILL recommend to its members that they carry out, by the end of 2013, the actions that are set out below, in accordance with applicable legislation and with the specific characteristics of each member organization: Open recruitment in line with the basic principles of the EU Charter for Researchers and the EU Code of Conduct for the Recruitment of Researchers, using the EURAXESS jobs portal. Careers and Gender in line with the basic principles of the EU Charter for Researchers and the EU Code of Conduct for the Recruitment of Researchers. Seek to obtain and use, or continue to use, the EU Human Resources Excellence in Research logo. a gender strategy (e.g. gender equality and its development, gender-specific career development measures, gender-blind work-life balance measures). Pensions and Doctoral Training Explore the possibility of joining an EU-wide Supplementary Pension Fund, once proposed. in accordance with the remit and objectives of each individual member organisation, structured programmes for doctoral training in line with the basic EU Principles for Innovative Doctoral Training.

12 Memorandum of Understanding - II Research Business Cooperation, Mobility, Twinning/Teaming Continue, or further develop, involvement with large and small firms in order to support their innovation and competitiveness strategies. Explore, develop and start, or continue to implement, in accordance with the remit and objectives of each individual member organisation, research-business mobility programmes for the training of excellent researchers for research and business, aiming at increasing their mobility between business and research. Explore the possibility of developing, in a cost-efficient way, co-operation with research organisations ( twinning ) and/or regions ( teaming ) in other EU Member States, building on existing experience and taking advantage of research and innovation strategies for smart specialisation. Open Access to Publications and Data Explore, develop and start, or continue to implement, efficient policies, accepted by the research community, for open access to publications resulting from publicly-funded research and already in the public domain. Explore, develop and start, or continue to implement, comprehensive principles, standards and procedures for open access to research data emanating from publicly-funded research and already in the public domain.
