Often, it will be possible to implement the agenda by means of integrated projects. In a limited number of cases, a pan- approach appears appropriate, involving the implementation of large-scale joint technology initiative. An appropriate framework for their implementation is that of structures based on Article 171 of the Treaty, more specifically a joint undertaking. 10
