9 A first reminder Research Infrastructures are defined under the Framework Programme as follows: Facilities, the capacity and performance of which offer to the scientific community the tools and/or services needed for the development of leading-edge research, of fundamental or applied character; Such facilities can be "single-sited, distributed or virtual.

14 Research Infrastructures in FP7 : Two proposed main lines of action Continuation and improvement of the current (mainly bottom-up ) approach for optimizing the access to and the utilisation and performance of existing infrastructures Implementation of a «strategic» approach for developing future infrastructures of pan- European interest (incl. major upgrades)

20 b) An increased strategic approach of FP7 F Support for the development of new research infrastructures of EU interest based on : 1. a strategic long term vision for research infrastructures (roadmap) 2. Targeted support for specific research infrastructure projects 3. Increased use of financial engineering mechanisms to support them

21 A clear vision of the needs for research infrastructures in the medium long term should be defined as well as a corresponding roadmap. The European Strategy Forum on Research Infrastructures (ESFRI) will play a major role in this context.

22 European roadmap for RI A transparent methodology, recognized by all stakeholders Agreed criteria : - Science case, - EU dimension, - Impacts, - Maturity (e.g. timetable, budget, possible partnership, ) Under a continuous process, with annual updates

23 An important role for ESFRI but also of other stakeholders To promote common approaches to EU Research Infrastructures To support the timely development of a coherent strategy for EU RIs To facilitate multilateral initiatives involving all relevant stakeholders Inputs are expected from e.g. EIROs, ESF, industrial bodies,, ETPs,

24 List of priority projects To be established by the Commission on the basis of the roadmap - «balanced», periodically updated - with justifications for each project Using clear criteria: potential impact (Lisbon, reduced fragmentation of efforts), timeliness, readiness, budgetary planning, quality of management,

27 A two-stage process : The operational mechanism within FP7 Preparatory phase - through restricted calls targeted to the list of priority projects - for construction plans, legal organisation, management structure, Implementation phase - following successful first phase - for concrete construction and operation - engineering various financial instruments

28 In conclusion, FP7 will Continue and improve the current Community actions for optimizing the access to and the utilisation and performance of existing infrastructures Help to develop a forward-looking «strategic» approach for the creation of key infrastructures (singlesited, distributed or virtual) of pan-european interest, in the medium-long term

29 An active Commission s role Acting as a facilitator for the overall projects - leveraging and catalysing action, - financial engineering, - legal framework, Coordinating the Community instruments (Framework Programme, Structural Funds, EIB) and assessing consistency of actions Ensuring monitoring of the projects
