3 RESEARCH AND ANALYSIS BUREAU BRIAN SANDOVAL GOVERNOR DON SODERBERG DIRECTOR DAVID SCHMIDT CHIEF ECONOMIST NEVADA SUB-STATE LABOR MARKET OVERVIEW October 2018 Statewide, seasonally adjusted employment increased by 5,100 jobs in October, relative to September. As for Nevada s major population centers, gains were realized in the Las Vegas and Reno metropolitan statistical areas (MSAs) this month. Las Vegas employment saw a seasonally-adjusted increase of 3,100 jobs, the result of increasing by 5,400 jobs when only 2,300 were expected to be added. Carson City employment added 200 jobs, as expected, remaining in line with season expectations. Year-over-year employment increased in the State as a whole and in all MSAs in October. Reno was the only area to add jobs at a faster rate than the State as a whole this month. Statewide, jobs increased by 3.4 percent, which correlates to 45,800 new jobs added since October of last year. Las Vegas accounted for the majority of nominal employment gains this month. In Las Vegas, jobs increased by 33,800 year over year, which correlates to a growth rate of 3.4 percent. 4 viding industries added 24, In Reno, 10,200 jobs were added over the year, translating to a growth rate of 4.3 percent. That area saw an increase of 4,500 goods-producing jobs and 6,200 service-providing jobs. In Carson City, 600 jobs were added relative to last year, resulting in a growth rate of two percent. That area saw an increase of 100 goods-producing jobs and 500 service-providing jobs. 6.0% 5.0% 4.0% 3.0% 2.0% 1.0% In the Quarterly Census of Employment and Wages (QCEW) 0.0% Program, the Research and Analysis Bureau collects and compiles employment and wage data for workers covered by Nevada unemployment insurance laws, and federal civilian workers covered by Unemployment Compensation for Federal Employees. This month, we use QCEW data to analyze how the Reno-Sparks industry average weekly wages compare against like sized MSAs. These cities were chosen on the basis of being of similar population (2015) and geography to the Reno-Sparks Metropolitan Statistical Area (MSA). Comparatively, those in that industry earn more in Reno than in the other cities. This is partly explained by its relatively high concentration (16.1 percent of total employment). No other metro area listed exceeds 14.9 percent with two of them, Provo and Spokane, being under ten percent. Accommodation (NAICS code 721) pays an average weekly wage of $590 and employs nearly 16,000. This compares to the other areas which pay no more than $473 and each employing less than 3,000 in this industry. Administrative and waste services is the lone industry listed where Reno-Sparks pays the lowest average weekly wage amongst the cities given. This industry (NAICS 56) comprises establishments of two types: those primarily engages in support activities for day-to-day operations of other organizations; and those primarily engaged in waste management activities. The relatively low wages are likely attributable to a high amount of employment in temporary help (561320) and janitorial services (561720). For 2017, these two industries accounted for a nearly half of employment in the administrative ¹ References to total MSA employment are adjusted for seasonality, whereas references to goods-producing and service-providing industries are not.

5 and waste services sector. In the other four metro areas, this ratio did not exceed 39 percent. Lastly, wages for the temporary help services industry in Reno-Sparks were the lowest. In three of the ten industries listed, Reno-Sparks pays the highest wages and in only one of them do they pay the lowest. With data from the Census Bureau s Longitudinal Employer-Household Dynamics Program (LED), we can evaluate the gender of the workforce in Nevada by county. The LED program is a partnership between States and the US Census Bureau. Washoe County s workforce is 48 percent female with 52 percent male, identical to the State as a whole. Clark County s workforce is 49 percent female and 51 percent male. Unemployment rates decreased in all of the State s major population centers on yearover-year 2 and a month-over-month basis in October. In Las Vegas, the unemployment rate is at 4.4 percent, down 0.3 percentage point from September, and down half a percentage point from October last year. Reno s unemployment rate is at 3.3 percent, down 0.1 percentage point from September, and down 0.4 percentage point from this time last year. The unemployment rate in Carson City is at four percent, down 0.2 percentage point from September, and down half a percentage point from October of last year. Unemployment rates declined on an overthe-year basis in 16 of 17 counties this month. Nearly half (seven) of Nevada s counties remain at or below the U.S. rate (3.5 percent, unadjusted) as a whole. Rate declines ranged from 0.2 percentage point (Mineral) to 0.8 percentage point (Lincoln). Esmeralda s rate remained unchanged over the year making it the only county to not realize a rate decline this month. Hence, comparisons to the State s seasonally adjusted rate should be avoided. Legitimate comparisons, however, can be made to the State s unadjusted rate 4.2 percent in October, down from 4.4 percent in September and down from 4.7 percent in October 2017.

6 5.5 percent, has the highest unemployment rate in the Silver State this month. All counties remain below six percent unemployment in October with 12 counties below four percent. Eureka, at 2.5 percent, is home to the State s lowest unemployment rate in October. Elko (at three percent) also maintains a relatively low unemployment rate this month. Statewide weekly unemployment insurance (UI) initial claims, using a 13-week moving average, have declined by nearly 9.25 percent through the end of October, when compared to the same period last year. However, this decrease was largely localized in Clark County, which experienced a decline of 8.9 percent, or almost 190 claims. Washoe County s initial claims declined by 16.9 percent, down almost 50 claims from a year ago. The only county to experience a marked increase in claims was Storey, up 16 claims in the reference period. The rest of the State s counties were stagnant or experienced nominal changes of five or fewer claims. In Clark County, first payments are down 8.2 percent compared to last October, a nominal decline of nearly 290. Washoe County was virtually unchanged over the year, with eight fewer first payments this month than the same month last year. Conversely, Carson City, which is the State s smallest metropolitan statistical area, saw a decline of over 30 first payments this month, compared to a year ago, which equates to a decline of 27.6 percent. Year-to-date online job posting activity decreased in 14 of 17 counties in October 3. Clark (+67,000) experienced the largest increase in ad volume over last year, totaling 187,300 ads year-to-date. Washoe has also seen a notable increase in ad volume over last year (+17,400), totaling 46,500 ads year-to-date. Storey (+15), was the only other county who saw an increase in ad volume over last year. Douglas has realized the largest decrease of ads (-1,250) over last year, totaling 2,000 ads through October of this year. Other notable declines in job ads were realized in Elko (-1,240), Carson City (-1,230), and Churchill (-810) counties. Despite job posting volume being down in many of Nevada s smaller counties, Statewide job posting activity continues to show improvement. The State as a whole has posted 257,100 ads through October, up 79,700 ads over this same time year. 3 Online job postings are obtained through DETR s Silver State Solutions initiative. Online job posting volume does not necessarily correlate with the level of job openings or hiring. Internal company hiring and union hiring are often not captured by online ads. High ad volume often occurs for occupations/industries that are having difficulty finding qualified candidates, high turnover positions/recurring openings, or when companies are building large candidate pools. Online job postings should only be used with caution when developing/analyzing time series trends due to the constant changes in the rate of online advertising usage and in the methods used for collecting the data.
