5 Junior Livestock and Indoor Exhibits Committees Job Descriptions Grievance Committee: The Grievance Committee will review all written complaints, protest that are properly followed in the protest section. They will apply all of the General Rules, Junior Livestock Rules & Regulations, Special Rules, and Indoor Exhibits Rules & Regulations to the protest submitted and will act and make a final decision of a said grievance. The committee will consist of the Junior Livestock Coordinator and Superintendents. Indoor Exhibits Committee: Thee Indoor Exhibits Committee will request for showcases, tables and chairs from the Fair Office. The committee will contact judges to judge the exhibit items and indoor activities. They will be responsible for decorating, maintaining and keeping the exhibit area neat and clean. They will coordinate entries and premium pay-outs. The committee members will be scheduled throughout the fair to maintain and to inform the public about 4-H projects and activities. Horsemanship Committee: The Horsemanship Committee will be responsible for setting up the arena and obstacles to be used in the Horse Show. They will coordinate the event schedule. Auction Sales Committee: The Auction Sales Committee will coordinate the Junior Livestock Sale and he Pay-outs. They will welcome each buyer when they arrive to the livestock pavilion. Livestock Check-Out & Release Committee: The Livestock Check-Out & Release Committee will organize all of the needed paperwork for proper check-out and release of each livestock exhibit. The committee will consist of Junior Livestock Superintendents. Campsite Committee: There will be an additional fee for camping. Camping fee is due on the first day of event. Cash only. Contact program coordinator for fee info. Buyers Luncheon/ Cook Out Committee: The Cook Out Committee will plan a menu and solicit for the food and supplies to be used for the cook out. They will prepare, set up, decorate, serve and clean up the cook out area. The committee will provide coffee and/or refreshments for the workers and for the buyers during the Junior Livestock Auction. Wooly Ride Committee: The Wooly Ride Committee will be responsible for obtaining and/or building the chutes. They will contact a stock contractor, solicit and/or request for donations for awards and coordinate the entries. Liability: The 4-H/FFA Junior Livestock Show & Sale and Indoor Exhibit Committee and staff, Navajo Nation Fair & its Committee will not be responsible for any accidents, injury and/or loss to any and all livestock, indoor exhibits, exhibitors, and/or parents. Exhibitors are recommended to carry their own liability insurance. The Judges and the Grievance Committee reserve the right to disqualify and excuse any animal from all entry and competition due to dangerous behavior and sickness and/or lameness. The 4H/FFA Junior Livestock Show & Sale and Indoor Exhibits Committee and staff, Navajo Nation Fair Committee will not be responsible for any livestock and indoor exhibits left of the fairgrounds after the close of the fair. 5

6 2018 NAVAJO NATION FAIR GENERAL RULES AND JUNIOR LIVESTOCK Show RULES & REGULATIONS PURPOSE: The 4-H/FFA Junior Livestock offers Market Animals: Lambs, Beef, Swine; Breeding Animals: Sheep, Cattle, Goats; and Small Animals: Rabbits, Poultry, and Waterfowl raised by members of 4-H Clubs and students of Future Farmers of America (FFA) to encourage a practical interest among Youth in the raising, care and feeding of livestock. Exhibitors, parents, 4-H leaders and sponsors are required to familiarize themselves with all of the General Rules and Rules & Regulations of the Junior Livestock Show & Sales. 1. Please Note Specified Entry Deadline Dates, No Late Entries Accepted, Regardless!! 2. ENTRY LIMIT: Only five (5) entries for Market Animals per exhibitor are permitted, no more than 2 Market Lambs per entry. PRE-REGISTRATION FORMS: All entries for the Navajo Nation 2018 Jr. Livestock Show must have the appropriate lot number for each animal entered. All entries must be complete, including your entry fees, by the specified due date and must be turned into the local 4-H Office. You may also Hand Carry your Entry Forms to the U of A Extension Office, at the Department of Ag Office (Navajo Nation Fairgrounds), before the following deadline dates. LARGE ANIMALS: June 15, 2018 by 5:00 p.m. Rabbits & Poultry & Horses: August 17, 2018 by 5:00 p.m. Must be at the 4-H Office. 6

7 To be eligible to show at the 2018 Navajo Nation Fair Junior Livestock Show & Indoor Exhibits. Member and project enrollment deadline is May 1, Pre-Registration Entry Forms: Available from Kristy Dennison at the Cooperative Extension 4- H Office located on the Navajo Nation Fairgrounds in Window Rock, Arizona, or use the enclosed Junior Livestock Pre-Registration Entry Forms. All livestock animal entries must be pre-registered by the Deadline due dates. Any animal not pre-registered by the according deadline will not be allowed to show or allowed on fairgrounds and will be sent home. NO EXCEPTIONS!!! 7. LIVESTOCK IDENTIFICATION: All Livestock must be identified in accordance with Navajo Nation Title 3. All livestock must have RFID (EID) tags and Sheep and Goats must have Federal Scrapie Tag in addition to RFID Tag, unless the Scrapie ID tag is also an RFID tag. Horses shall have Microchip ID, Llama and Alpaca may use either RFID or Microchip ID. Any livestock without proper ID will not be permitted to enter. 8. CHECK-IN: September 5, 2018, from 1:00 PM to 6:00 PM. All Livestock must enter thru Gate 8. Market classes will be weighed and tagged upon arrival at the Junior Livestock Barn. Breeding classes must be checked in, but will not be required to be weighed in at check-in. 9. WEIGH-IN: A Superintendent and Weights& Measures Officer will weigh market animals. The weight measured will be the official weight, which will be used for classing and for the official sale weight. All Market Animals will be weighed only one (1) time. A minimum weight requirement is as follows: Lambs-80lbs. (With the exception of White Face - 70 lbs.) Beef-900 lbs Swine-180 lbs. 10. HEALTH INSPECTION: ALL LIVESTOCK, Small animals and Poultry will be inspected by a Veterinarian and the respective Superintendent at check-in, weigh-in and during the fair. Should an animal be found to be sick or have a communicable disease, it shall be prevented from entry and/ or removed immediately. 11.HAULING-PERMIT(S): Hauling permit(s) must accompany animal(s) when checking in at the Check-In Station near Gate 8. Hauling permits can be obtained from at your local Resource Enforcement Officer (Ranger), District Livestock Inspector, or State Brand Inspector. ALL Livestock from OUTSIDE ARIZONA must have a Health inspection done and an entry permit number from the State of Arizona within 30 days of the fair. Horses are also required to have a current Coggins certificate and health certificate but not an entry permit number. 7

8 OWNERSHIP: All Market Animals exhibited in the Junior Livestock Show & Sale must be owned the minimum number of days before the opening day of the fair as follows: Lambs-90 days, Beef-150 days, and Swine-90 days. All other animals exhibited must be owned a minimum of 90 days. 12. MEMBERSHIP: All exhibitors must be a member and in good standing of a 4-H Club or FFA Chapter and be 19 years old and under in the current year. Any Navajo child is eligible to enter an exhibit regardless of residence. Non-Navajos are eligible if they are a member of a Navajo 4-H Club, FFA, and FHA Chapter and/or reside on the Navajo Reservation or is a member of a Navajo club of 50% or more. Booster (Eight & Under )must be a member of a 4-H Club. Record of membership and project must be available. All 4-H Exhibitors must be enrolled in an active 4-H Club, in good standing, and enrolled in their project. We will be checking all members before entry is accepted. 13. RECORD BOOKS: Record Books for the Market Animals and only the Rabbit Meat Pen and the Poultry Pen of Fryers in the Small Animal Division must be available upon request from the Junior Livestock Committee. Records should show: when animal was purchased including Bill of Sale, feeding records, hauling permit, Identification, etc. The Record Books may be entered into the 4-H Indoor Exhibits. 14. BOOSTER DIVISION: The age group for the Booster Division is 5-8 years of age. The child must be enrolled with a 4-H Club. The child will be eligible to complete in a Booster Class Lamb only, Pet show and Horse Divisions and will receive a ribbon and premium award. The Booster Pet Show age limit is 8 years old and under. Refer to rule #3 and 5 for entry deadlines and fees. 15. Stalls: The respective Livestock Superintendent of each class will pre-assign stalls and Pens prior to check-in. Exhibitors are required to keep the stalls and pens clean thru the duration of the fair. The stalls and pens shall be cleaned prior to check out, and no premium or sale monies shall be release until this requirement is met- Any Exhibitors leaving without cleaning their assigned pen shall have a cleaning fee deducted from their monies. The Livestock and Grounds Superintendents will monitor them at all times. 16. Maintenance: All exhibitors will be responsible for feeding, caring, showing and the sale of all livestock entries throughout the fair. Parents can only assist the child and not do all of the work.the Livestock Superintendents will be monitoring at all times. 17. Exhibitors: All exhibitors will be required to be present at the time of judging. Any exhibitor who fails to be present will be barred from that competition. PARENTS of EXHIBITORS CANNOT BE in the SHOW/SALE ARENA when their Child is showing or selling their animal. If an exhibitor has more than one animal entered in a class, they may have another 4-H/FFA members in good standings show one of their animals. 18. Check-Out: All animals entered into the Junior Livestock Show & Sales are required to stay on the fairgrounds from check-in through to checkout. The animals may leave only for Veterinarian services and the respective Superintendent must be notified before moving their animal(s). Entries removed prior to Check-out shall forfeit all fees, sales and premiums. 8

9 Any market animals entered in the Junior Livestock Show & Sales that is shown in the Senior Livestock Show will forfeit all premiums and awards won in the Junior Livestock Show. 19. Exhibitors sharing pens will not be allowed to feed in the stalls and pens. 20. All Market Animals entered into the Junior Livestock Show & Sales by the June 15, 2018;deadline should be tagged before check-in. Tags from other county fairs and Federal Scrapie ID tags will remain in place and be honored and should correspond with entry form. UNLESS THE ANIMAL HAS AN RFID TAG ALREADY IN PLACE. 21. CHECK-OUT AND RELEASE: Junior Livestock exhibits will not be released until check-out time on September 9, 2018, 8:00 AM - 12:00 PM, unless other arrangements are made in advance to the 4-H Office. Only Junior Livestock that has been purchased by buyers in the auction will be released at buyer s request. 22. EARLY RELEASE: An exhibitor that is planning to attend another fair after the Navajo Nation Fair can have their Junior Livestock and/or Indoor exhibits released earlier than the check-out time. Exhibitors may arrange this Superintendent s approval. 23. WOOLY RIDE EVENT: This is an added attraction. The Junior Livestock Committee will use the Junior Rodeo Rules for this event. The 4-H/FFA Junior Livestock Show & Sales and Indoor Exhibits Committee and Staff, Navajo Nation Fair Committee & University of Arizona Cooperative Extension 4-H Program are not responsible for any accidents,injuries and/or loss in or with this event. Entries and entry fees will be taken before show time at Lee 4-H Pavilion. 24. HORSEMANSHIP EVENT: The Horsemanship Committee will use the American Quarter Horse Association AQHA Youth Rules. Pre-Registration/Entry Forms and entry fees will be accepted thru Sept. 5,2018,12:00 Noon prior to Horse Show. Horse show will begin at 1:00pm on Wednesday NO STUD HORSES WILL BE ALLOWED TO ENTER BECAUSE OFSAFETY & LIABILITY ISSUES. Exhibitors shall be 4-H/FFA Members, 19 years old and under. Booster participants are not allowed to show in the halter class. Junior Horse show exhibitors and the horse they show, cannot participate in the Senior Livestock show. Doing so will forfeit all winnings/placings in JR Horse Show. 25. SHOW DRESS CODE: Show Attire -Long sleeve light color shirt (White preferred) -Ties are encouraged -No tennis shoes or sandals Leisure Attire -No shorts, cut-offs or tank tops -Be presentable 9

10 26. GRIEVANCE: The Grievance Committee reserves the final and absolute right to interpret the General Rules, Junior Livestock Rules & Regulations, Indoor Exhibits Rules &Regulations, Special Rules and any arbitrary settlement to determine all matters,questions, and/or accidents of the Junior Livestock Show & Sales and Indoor Exhibits. The Grievance Committees decisions are final. 27. Camping: Any club or family wishing to camp at the event will be charged a camping fee. Due to the check-in day of event. First come, first serve, no reserving of camping spots. See Coordinator regarding payment and passes. JUDGES AND JUDGING JUDGING SYSTEM: The American System of judging will be used on all classes. The American System means the top 10 participants will receive a ribbon and a premium. Each participant thereafter will receive a participation ribbon. The Grand Champion and Reserve Champion will be selected from the top two of each division. Violators of this rule will be subject to removal from the judging area and the exhibitor will be disqualified from all competition and will forfeit all his/her exhibits entered, entry fees, premiums and awards. Judges will sign the award book after verifying the awards recorded by the clerk and superintendents immediately after a judged class. The judges decision is final in all matters of competition, placing, classification and age of animal, allowing only a formal appeal as is indicated in the protest section below. PROTEST If there is a complaint to any Junior Livestock Show & Sales and Indoor Exhibits activities. Any individual can protest by submitting a written protest. The written Protest must be accompanied by a $75.00money order. The complaint must be delivered to the Grievance Committee Chairperson prior to the sale. If the protest is lost, the $75.00 will be forfeited. If the protest is won, the $75.00 will be returned. The judging procedures will not be interrupted for a protest investigation. Depending on the basis of the protest, a decision may be withheld until a thorough investigation is done and complete. If there is a complaint and protest that a judge overlooked an animal, it will not be considered. CONDUCT Any act of discourtesy, disobedience and/or foul language to the 4-H/FFA Junior Livestock Show & Sales and Indoor Exhibits Committee and staff, by the exhibitor, parents, 4-H Leaders, and/or sponsors in part of the exhibitor will disqualify the exhibitor from all competition and the exhibitor will forfeit all his/her exhibits entered, entry fees, premiums and awards. Any exhibitor, parent(s), 4-H Leader and/or sponsor who attempts and/or interferes with the judges performance of their duties or make any false statements in regard to any animal exhibited or interfere with the clerks and/or record books of any competition will be subject to removal from the Junior Livestock grounds by disciplinary action. 11

12 LIABILITY The 4-H/FFA Junior Livestock Show & Sale and Indoor Exhibits Committee and staff, Navajo Nation Fair Committee will not be responsible for any accidents, injury and/or loss to any and all livestock, indoor exhibits, exhibitors and/or parents. Exhibitors are recommended to carry their own liability insurance. The Judges and the Grievance Committee reserves the right to disqualify and excuse any animal from all entry and competition due to dangerous behavior and sickness and/or lameness. The 4-H/FFA Junior Livestock Show & Sale and Indoor Exhibits Committee and staff, Navajo Nation Fair Committee will not be responsible for any livestock and indoor exhibits left on the fairgrounds after the close of the fair. SPECIAL AWARDS SHOWMANSHIP AWARD: The top showman out of each Division will be eligible for the overall Showmanship Champion. The Showmanship judging will be judged after the Reserve Champions. The Booster Division is excluded from the Showmanship Award. ROUND ROBIN SHOWMANSHIP: The overall Showmanship Champions of the Market,Breeding and Goats Division will compete for the Round Robin Showmanship Award. The overall Showmanship Champions of each Small Animal Division will compete for the Round Robin Showmanship Award separately. An award will be awarded to the exhibitor who portrays an overall Showmanship ability. The Booster Division is excluded from the Round Robin Showmanship Award. Exhibitors must bring the same animal that they won Showmanship with. Booster Lambs Showmanship will be awarded. HERDSMANSHIP AWARD: The overall Herdsmanship Award will be awarded to the individual that displays the best job throughout the entire fair in the following areas. The winner will receive an award. A special Award will presented by the Francisco s Family. Criteria that will be observed for Herdsmanship Award: -Grooming and care of self. -Feeding and care of livestock. -Assisting and cooperating with other exhibitors and officials. -Explaining what the 4-H Program is to visitors. -Keeping the entire area neat and clean. 12

13 JUNIOR LIVESTOCK SALE The Junior Livestock Sale will be held on September 07, 2018, at 10:00 a.m. in the show arena for all eligible market animals. Lamb Division: Only the top four (4) from each class including the Grand and Reserve Champions will be eligible for the sale. Only the Grand and Reserve Booster Lambs will sell in the auction. If one of the top 4 pulls from sale, next place lamb moves up and sells. Beef Division: Only the top one (1) from each class including the Grand and Reserve Champions will be eligible for the sale. A total of five market beef will sell in the auction. There will be a maximum sale weight of 1250 pounds. Swine Division: Only the top two (2) from each class including the Grand and Reserve Champions will be eligible for the sale. A total of 8 market swine will sell in the auction. There will be a Maximum sale weight of 265 pounds. Goat Division: The 1st place market goats in each weight class will compete for Grand & Reserve Championship and the Grand & Reserve Champions will go to the Junior Livestock Sale. Rabbit Division: The Rabbit Meat Pen and Pen of Fryers classes will not sell in the auction. Exhibitors are limited to sell one of each different species. (ex. 1 lamb,1 steer,1 swine) The Grand Champion and Reserve Champion for each species must sell. All market animals that are committed to the sale must sell and be sold. If two market animals of the same species qualify for the sale, the higher placing animal will sell. If qualifying market animal is going to be pulled from the sale, exhibitor must notify the superintend immediately. No replacement or substitution of a lesser placing animal may occur by the exhibitor. BOOSTER LAMBS: Only the Grand Champion and Reserve Champion Booster Lambs will sell in the auction with the other Champion Animals at the beginning of the sale order, if there is only class of booster lambs. If two classes occur see special rules on page 14, # 10 & 11. No exhibitor will be allowed to have his or her animal(s) donated back, All sold market animal(s) will go directly to packer, no business or commitments on these animal(s) shall be made at any time during the fair or on the fairgrounds. NO EXCEPTIONS. Any animal(s) sold through Navajo Nation Fair that is exhibited at another fair will resolve in the exhibitor being banned from the next Navajo Nation Fair Junior Livestock Show. There may be a terminal market for all out-of-state livestock. The state laws of Arizona, New Mexico, Utah, Colorado and the Navajo Nation regulate out-of-state transportation of livestock, into and out of Arizona and the Navajo Nation. Any market animal that has been sold in a previous fair cannot be entered into a market class at the Navajo Nation Fair Junior Livestock Show 13

14 The Junior Livestock sale will be a terminal sale. The exhibitor highest placing animal must sell. All animals will be released to a packer that will be specified by the Junior Livestock committee. No exhibitor will be allowed to have her/his animal donated back to him or her. Money from the packer will submitted into the Junior Livestock account to support the sales &show. Percentage Withheld: 4% of the sale amount for each lamb/pig sale will be held by the Junior Livestock Show committee. 3% of the sale amount for each steer sale will be held by the Junior Livestock committee 2% will be used to support the Navajo Nation Junior Livestock sale.
