1 WELCOME TO THE Dear Fair Friends, Welcome to the 166th Ashland County Fair. the Officers and Board of Directors, plus countless volunteers, are happy to bring this year s event for your entertainment and enjoyment. The culmination of 51 weeks of hard work for exhibitors and all those involved with the fair has passed. Now it s time to enjoy the variety of displays, shows and of course the fair food that only comes once a year! Please bring your family and friends, have a wonderful time, be safe and make new friends and memories for years to come. 4 RULES AND REGULATIONS 4 RATES OF ADMISSION Membership Ticket...$20.00 Season Ticket...$20.00 Single Gate Admission...$ 5.00 Any person purchasing a membership ticket will have his or her name registered in the membership book and will become a member of the Society for the year RULES AND REGULATIONS 1. On payment of $20.00, a membership or season ticket will be issued to residents of Ashland County, also to all exhibitors in the open classes. A membership ticket entitles residents of Ashland County one vote at the annual or special called meetings of the Society provided said persons are eighteen (18) years of age or older. ALL EXHIBITORS IN OPEN CLASSES MUST PURCHASE A MEMBERSHIP OR SEASON TICKET. 2. All entries close on Saturday, August 19, 2017 at 12:00 noon. No additional entries will be accepted after that date, except where otherwise stated. 3. An entry fee will be charged to each exhibitor in livestock classes and the entry fees must accompany the entry. Stall and pen space must be reserved in advance. ALL JUNIOR FAIR EXHIBITORS SHOWING IN OPEN CLASSES MUST OWN A MEMBERSHIP TICKET OR A PAR- ENT OR GUARDIAN MUST OWN A MEMBERSHIP TICKET FOR THESE EXHIBITORS MUST ALSO PAY ENTRY FEES. 4. Parties living at a distance may facilitate matters by sending your proper entry blank with all entries listed, including entry fees, to the Secretary s office by the entry closing date indicating how many animals you are entering and how many stalls or pens you will need. 5. All persons who wish to make an entry will save time and avoid errors if you will use the proper entry blank with the department, book, and class indicated in which each entry will be made. 6. Every entry must be exhibited in the bona fide owner s name. ANY EXHIBITOR NOT COMPLYING WITH THIS RULE WILL BE SUBJECT TO FORFEITURE OF PREMIUM. 7. Tampering and/or misrepresentation as to breeding, age, ownership and any other irregularity in showing will be considered fraud and deception. Any premiums, trophies, awards, or sale money won by such exhibitor will be withheld. Any artificial means of removing or remedying the physical defects or conformations in exhibition cattle, such as lifting and filling under the skin, use of sting, artificial heels, etc. will be considered fraud and deception. The use of an artificial tail head or altering the natural color of a steer animal shall be considered fraud and deception. Neutral coloring only may be used. All animals giving evidence of such treatment will be barred from competition at the Ashland County Fair. Should fraud or deception be discovered after the animal or animals have been shown and prior to the sale, such animal(s) shall not be permitted to sell. The animals placing next in line at the show shall move up. Should violation be discovered after the sale, all sale money shall be returned to the buyer and the animal or carcass shall be returned to the exhibitor. In all livestock and poultry classes, these regulations will be in full force and effect. 8. Every animal or article on the grounds entered for premiums shall, during the Fair, be under the control of the Superintendent of the department in which it is entered, and no stock shall be allowed to run at large on the Fairgrounds. 9. Exhibitors will be expected to obey the Marshal promptly in presenting their stock when instructed to do so, and persons refusing to comply may be excluded from competing. 10. Any person entering stock of any kind and misrepresenting its age, condition, and ownership, will forfeit the premium and be excluded from competing. 11. Exhibitors are required to have all articles entered and fees paid at the Secretary s office before they can be assigned to their respective departments. 12. Entry tags will be furnished corresponding with the entry in the Secretary s office and are to be attached to all articles on exhibition. 13. Each entry shall specify the exhibitor s name, post office address, and department, book, and class of the animal or article entered. 14. No animal may compete in more than one class except as a pair or herd and sweepstakes. Junior Fair entries are exempted. 15. Exhibitors must see to the delivery of their animals or articles to the Superintendent of the proper department. 16. The Board will take every precaution in its power to the safe preservation of stock and/or articles on exhibit after their arrival on the Fairgrounds, but will not be responsible for any loss or damage or accident that may occur. Exhibitors are requested to give attention to their entries during the Fair, and also to the removal of entries at the close of the Fair. 17. Purity of blood of stock must be established by pedigree. Genuineness of pedigrees of horses, cattle, sheep, and hogs shall be decided by herd books and registers of acknowledged authorities of their respective classes. All things being equal, judges of livestock will give preference to registered sires. 18. Evidence will be required that animals exhibited as breeders are not barren. 19. No stock will be permitted to enter the ring unless under halter and in the care of a groom. 20. Horses, cattle, and sheep will be exhibited in the ring prepared for the purpose, and the premium ribbons or cards attached by the judges before leaving the ring. First premium being designated by blue ribbon or card; second premium by red ribbon or card; sweepstakes by purple. 21. No unsound animal in horse department will receive a premium in any class. No award will be made on any breeding animal that is barren or has any transmissible unsoundness. 22. All manufactured articles must be exhibited by the manufacturer or agent, and all grain, fruit, or vegetables to be exhibited by the owner, and must be the product of the 2017 agricultural year. 23. An efficient police force will be on the grounds at all times to maintain order. 24. If animals occupying stalls are not exhibited in the ring at the call of the Marshal, or at the time of their class as stated in the program of the day, exhibitor will be charged one dollar per day for stall rent and feed and be excluded from competition or forfeit any premiums previously awarded unless upon written

The Society reserves the right to reduce premiums which may be awarded for the exhibition of 2017 pro rata, provided there are not sufficient funds (after paying all the expenses of the Society) in the treasury to pay in full. 26. When animals or articles are not deemed worthy of premium, the judges will make no award, though there be no competition. 27. No persons other than department Superintendent and authorized personnel will have access to the entries until after the awards are made. 28. All entries will be made in strict compliance with the offered Premium List, and the awards made in compliance. Parties must therefore take particular pains to have stock and articles just as they want them. 29. It is the duty of every exhibitor to carefully study the rules and govern themselves accordingly. Any information will be carefully given in regard to exhibiting in any of the classes, by the member in charge or by the Secretary. 30. No interference or communication with the judges will be allowed and any person who, by letter or otherwise, attempts to influence the decision of any judge, shall forfeit any or all premiums which may have been awarded and ruled out of the competition as per decision of the Board. 31. If there is any question as to the regularity of any entry or of the right of any animal or an article to compete in any given class, the judges shall report the same to the Superintendent of the department, and he/she to the Secretary for adjustment. 32. The judges must not attach premium cards to articles for which no premium is offered. 33. The Society invites all persons having stock to sell or articles to bring before the public to attend our annual Fair. 34. The premiums will be payable on or after September 23, All premiums not drawn by Octobr 31, 2017 will be forfeited to the Society. This rule will be enforced to the letter, as the Treasurer is required by law to file an annual statement of the receipts and the expenditures of the Society with the County Auditor on December 1st. 36. No person or persons shall be allowed to enter the Fairgrounds for the purpose of organized political group solicitation or promotion, except within contracted space, or for the purpose of picketing, disrupting or disturbing any concessionaire, tenant, or lessee of the Ashland County Agricultural Society, or for interfering in any way with any viewer of, or participant in, the activities of the Ashland County Fair. Any person entering for the purposes hereinbefore mentioned shall be escorted from the premises of the Fairgrounds and if an admission has been paid, such admission shall be returned to the individual upon request. 37. Any vehicle parked in unauthorized areas must be moved to designated parking areas by 11:00 a.m. or said vehicle may be towed and impounded at the expense of the owner. 38. If there is a protest in any department, the protestor will put up a deposit of $75.00 per protest along with the protest, in writing, to be given to the department Superintendent. The money will be returned if the protest is upheld by the Board. The protest will be settled within a 24 hour period. All premiums will be withheld until the protest is settled and the protest shall be filed at time (one (1) hour after show) of show. 39. Anyone violating the entry release time will forfeit all premiums and be subject to a timely review by the Junior Fair Advisory Committee or the Senior Fair Board. Penalties could result in a ban from exhibiting at the Ashland County Fair for a period up to (3) three years. 40. All Junior Fair exhibitors MUST attend or complete a Quality Assurance Program PRIOR TO EXHIBITING Junior Market Livestock: (Market Steers, Market Hogs, Market Lambs, Market Dairy Steers, Market Baby Beef, Market Cattle), and lactating Dairy Cattle and lactating Goats at the Ashland County Fair. 41. The Ashland County Fair will not refund any paid entry fees or stall fees, in case of withdrawal from the fair or withdrawal from participation in events, books, or classes. 42. The Ashland County Agricultural Society assumes no responsibility for damage to or loss of vehicles that are parked on the grounds. Also, the Ashland County Agricultural Society assumes no responsibility for personal property. 43. For drones to be permitted on the fairgrounds they must first be approved through the Sr Fair Office and Safety Services. Any drones granted permission to fly must have Insurance in effect for the dates of the fair, with the Ashland County Agricultural Society listed as an also insured on the policy. 44. Dogs are not permitted on the fairgrounds during the fair, unless they are trained service animals or part of a specific 4-H Project. 5

6 LIVESTOCK HEALTH REGULATIONS 6 Veterinarian on grounds will take care of inspection of animals but if an animal becomes ill or needs medical attention at the fair, the individual owner/exhibitor should contact their own veterinarian first. If the veterinarian that is scheduled on the grounds that day is used, a fee will be charged for said services to the owner of the animal. OHIO DEPARTMENT OF AGRICULTURE Inspection and Health Requirements of Livestock exhibited in Ohio Effective for the 2017 Agricultural Fair Season 901: Chapter s application. (A) Animals listed in this chapter when moved or imported into Ohio for exhibition purposes only shall comply with the requirements of this chapter and when in compliance with the provisions of this chapter shall, with the exception of rules governing movement and importation of quarantined animals, be exempt from any other rules governing movement within or importation into Ohio. (B) Animals moved within or imported into Ohio for any purpose in addition to exhibition shall meet all movement and import requirements of chapter 901:1-17 of the Administrative Code. 901: Definitions. As used in this Chapter: (A) Exhibition means any public show of animals which is sponsored by or under the control of an Ohio county or independent agricultural society organized under Chapter of the revised code; or the Ohio state fair; or which is assembled for a period which exceeds thirty-six hours or contains animals of origins other than Ohio. (B) Certificate of veterinary inspection means a form from the state of origin which has been issued and completed by a licensed and accredited veterinarian attesting to the health status and identification of an animal listed thereon. (C) Approved veterinarian means any licensed and accredited veterinarian approved by the Ohio department of agriculture, or an employee of the Ohio department of agriculture or the United States department of agriculture, animal plant health inspection service, veterinary services. (D) Licensed and accredited veterinarian means a person who is licensed by the State of Ohio to practice veterinary medicine and who is certified by the United States department of agriculture, animal plant health inspection service, veterinary services, to be an accredited veterinarian. (E) Residue means any poisonous or deleterious pesticide governed by 40 C. F. R. 180, any poisonous or deleterious substance governed by 21 C. F. R , or any other substance governed by 21 C. F. R (F) Contagious or infectious disease means any disease, including any foreign animal disease, or vector, capable of transmission by any means from a carrier animal to a human or to another animal and includes dangerously contagious or infectious diseases. (G) Tuberculosis accredited free herd is one that has passed at least two consecutive annual negative official tests for tuberculosis in accordance with the Uniform Methods and Rules - Bovine Tuberculosis Eradication, and has no other evidence of bovine tuberculosis. 901: Exhibitions: sanitation, inspection and records. (A) Each entity sponsoring an exhibition shall have in attendance an approved veterinarian for the duration of the exhibit. (B) Each entity sponsoring an exhibition shall: (1) Immediately, prior to an exhibition and under the direction of the approved veterinarian, thoroughly clean and disinfect each building, pen, stall, ring or other enclosure in which animals are to be quartered for exhibition; (2) Have the approved veterinarian: (a) Examine the certificate of veterinary inspection when required for an animal brought to the exhibition; (b) Inspect within a reasonable time of arrival each animal brought to the exhibit for symptoms of any infections or contagious diseases; (c) Daily inspect each animal present at the exhibition for symptoms of infectious or contagious disease. (3) Maintain a record for one year from the date of the exhibition of each animal present at the exhibit. The record shall contain the name and address of the owner of each animal and the species and breed of the animal. (4) May order the immediate removal of any animal which in the opinion of the approved veterinarian places other animals at unacceptable risk of disease. (C) An exemption from the requirements of paragraph (B) (1) of this rule may be requested from the department and will be granted when, in the judgment of the department, cleaning and disinfection will serve no purpose. By way of example only, cleaning and disinfection will generally serve no purpose in a newly constructed building that has never been occupied. 901: Exhibitors. (A) No person shall present for exhibition or exhibit an animal which he knows or has reason to suspect is affected with or has been exposed to a dangerously contagious or infectious disease or residue. (B) The owner or bailee of an animal with symptoms of an infectious or contagious disease shall, when directed by an exhibition official, the approved veterinarian or an employee of the Ohio department of agriculture, immediately remove the animal from the exhibition premises. (C) Upon request each person who presents for exhibition or exhibits an animal shall make available any certificate of veterinary inspection, registration certificates, vaccination certificate, and other documents to exhibition officials, the approved veterinarian or an employee of the Ohio department of agriculture. (D) Each person who presents for exhibition or exhibits an animal for which a certificate of veterinary inspection is required by rules 901: to 901: of the Administrative Code shall forward a copy of the certificate of veterinary inspection of the Ohio department of agriculture s division of animal industry. 901: Poultry and fowl. (A) All turkeys, chickens and gamebirds moved within or imported into Ohio for exhibition must: (1) Originate directly from a flock or hatchery which is a participant in the national poultry improvement plan for the eradica-

7 LIVESTOCK HEALTH REGULATIONS tion of disease and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (2) Originate directly from a clock which has had a negative test for pullorum/fowl typhoid disease within twelve months preceding the opening date of exhibition and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (3) Have had a negative test for pullorum/fowl typhoid disease, within ninety days, preceding the opening date of the exhibition and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (4) Be tested for pullorum/fowl typhoid disease upon arrival at the exhibition by a tester approved by the Ohio department of agriculture and found negative. (B) The rapid whole blood test shall not be used to test turkeys for compliance with the requirements of paragraphs (A)(2), (A) (3), and (A)(4) of this rule. (C) Waterfowl, doves and pigeons are exempt from this rule. 901: Cattle. (A) Cattle moved within Ohio for exhibition: (1) The animals presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (B) All cattle imported into Ohio for exhibition must: (1) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) Originate from a tuberculosis-accredited free herd, an accredited free state or zone, or a modified accredited advanced state or zone; (3) If originate from a modified accredited state or zone must comply with Rule 901: of the Administrative Code; (4) If originate from an accreditation preparatory or a nonaccredited state or zone are prohibited from exhibition; (5) If from a brucellosis class A state or area/zone must be negative to an official brucellosis test within thirty days of the opening date of the exhibition unless: they are under six months of age, steers, or official vaccinates under twenty months of age (dairy) or twenty-four months of age (beef); and (6) If from a brucellosis class B or C state or area/zone must meet all requirements for pre-entry testing as specified in 9C.F.R.78.9 and obtain an Ohio permit prior to movement. (C) Cattle from brucellosis certified free herd or class free state or area/zone are not required to be brucellosis tested. 901: Goats. (A) Goats moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901: of the Ohio Administrative Code. (B) Goats imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection the goats in this shipment are not known to be under any movement restrictions because of scrapie. (4) Originate from a tuberculosis accredited free herd as defined in rule 901: (G) of the Administrative Code for bovine tuberculosis eradication; or (5) Originate from a bovine accredited free state or zone, or a bovine modified accredited advanced state or zone; or (6) Originate from a bovine modified accredited state or zone must comply with rule 901: of the Administrative Code. (C) If originate from a bovine accreditation preparatory or a bovine non-accredited state or zone are prohibited from exhibition. 901: Horses, mules and ponies. (A) Horses, mules and ponies moved within Ohio for exhibition: (1)If not under quarantine and if they are free of any signs of a contagious or infectious disease; and (2) If the animal is twelve months of age or older, the exhibition manager may require that the animal has been tested and classed negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition. (B) Horses, mules and ponies imported into Ohio for exhibition: (1) Shall be accompanied by an official certificate of veterinary inspection issued within thirty days of the opening date of the exhibition; and (2) If the animal is twelve months of age or older, it shall be accompanied by evidence the animal was negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition; and (3) Upon request by an authorized representative of the Ohio department of agriculture, the person responsible for each animal must make available a chronological list of dates, places and events attended by this animal within thirty days prior to entry into Ohio. 901: Sheep. (A) Sheep moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901: of the Ohio Administrative Code. (B) Sheep imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; and (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection the sheep in this shipment are not known to be under any movement restrictions because of scrapie. 7

8 LIVESTOCK HEALTH REGULATIONS 901: Swine. (A) Swine moved within Ohio for exhibition: (1) The animals presented for exihibition must show no symptoms or evidence of an infectious or contagious disease. (2) Will be exempt from the requirement of a certificate of veterinary inspection if they originate immediately and directly from a pseudorabies stage V area. (3) Swine originating from a pseudorabies stage IV area shall: (a) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition; and (b) Originate from a pseudorabies qualified herd; or (c) Be negative to an official pseudorabies test within thirty days of the exihibition. (B) Swine imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition; and (a) Originate immediately and directly from a pseudorabies stage V area or an area or country recognized by the United States department of agriculture, animal plant health inspection service, veterinary services as pseudorabies free; or (b) Originate immediately and directly from a pseudorabies stage IV area; and (c) Be negative to an official pseudorabies test within thirty days of the exhibition. 901: Llama. (A) Camelids including, but not limited to, llamas, alpacas and vicuanas moved within Ohio for exhibition when presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (B) Camelids including, but not limited to, llamas, alpacas and vicuanas imported into Ohio for the exhibition:: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification. (2) When presented for exhibition must show no symptoms or evidence of contagious disease. OHIO LIVESTOCK TAMPERING EXHIBITION RULES Chapter of the Administrative Code (Ohio Livestock Exhibition Rules) will be made available to a livestock exhibitor or adult advisor upon request. 8

9 SHEEP/GOATS SCRAPIES REGULATIONS SHEEP & GOAT EXHIBITION REQUIREMENTS From the Ohio Department of Agriculture NO PERSON MAY REMOVE OR TAMPER WITH OFFICIAL SHEEP AND GOAT IDENTIFICATION IN ACCORDANCE WITH 9 CFR PART 79.2 In order for Ohio to maintain Consistent State Status, Ohio sheep and goat exhibitions will be considered Interstate Commerce. A. Requirements for bringing sheep and goats into Ohio for exhibition, sale or breeding 1. Certificate of Veterinary Inspection (CVI) issued within 30 days of the opening date of the exhibition. 2. CVI must be signed by the owner and the veterinarian attesting to the following statement: the sheep/goats in this shipment are not known to be under any movement restrictions because of scrapie. 3. Show no evidence of infectious or contagious disease. 4. All sheep and goats must be identified with official USDA identification (USDA approved sheep tags, USDA approved tattoos, or identification in the Scrapie Flock Certification Program). 5. If the animal was born after January 1, 2002, it must have official USDA sheep/goat identification and be identified to the flock of birth. B. Identification requirements for sexually intact sheep and goats moving within Ohio for exhibition including sales 1. Official USDA sheep/goat identification in the form of an approved tag or tattoo. 2. If the animal was born after January 1, 2002, it must have official USDA sheep/goat identification and be identified to the flock of birth either by an eartag or tattoo placed by the owner of the flock of birth, or a tag or tattoo placed by the purchaser. 3. The identification requirements for flocks enrolled in the Voluntary Scrapie Flock Certification Program qualify as official USDA identification for exhibition and interstate movement; no other special identification is needed. Ohio sheep and goat wethers that are less than 18 months of age exhibited in Ohio do not require USDA identification. D. Responsibilities of an exhibition sponsor (includes show lamb and goat sales, consignment sales of livestock and jackpot shows): 1. Must have an approved veterinarian 2. Buildings, pens, stalls, rings and other enclosures in which animals are to be quartered for exhibition must be cleaned and disinfected prior to the exhibition under the direction of the approved veterinarian. 3. The approved veterinarian is required to: a. Examine CVI when required; and b. Inspect livestock for infectious or contagious diseases within a reasonable time of arrival; and c. Inspect livestock daily. 4. May order the immediate removal of any animal which, in the opinion of the approved veterinarian, places other animals at unacceptable risk of disease. 5. Maintain a record for one year from the date of the exhibition of each animal present at the exhibit. Sheep and goat sale records must be kept for 5 years. (see (F) below) E. For livestock purchased at an exhibition and moved out of state, an accredited veterinarian must issue a certificate of veterinary inspection before the animal moves across the state line. F. All Jr. Fair livestock and Open must be in place by 10:00 p.m. Saturday, September 16, 2017, unless stated differently in your department. 2. Open dairy will be allowed to go home Tuesday September 19, 2017 after 4:00 p.m. 3. Open beef must be tied in by 10:00 p.m. Wednesday, September 20, All animals exhibited must have been actually owned and cared for by the individual exhibitor on and after June 1. Exception - Junior Steers - effective date of ownership is the initial weigh-in date for both baby beef and market steer programs. Ownership of an animal will be considered lost if, after June 1 of current year, the animal has been consigned or sold through an auction or any other type of transaction. 5. Tampering and/or misrepresentation as to breeding, age, ownership, and any other irregularity in showing will be considered fraud and deception. Any premiums, trophies, awards or sale money won by such exhibitor will be withheld. 6. When satisfactory evidence has been obtained by the Ashland County Agricultural Society that any of the livestock rules have been violated, the exhibitor and/or exhibitors family may be barred from showing in any future Ashland County Fair. In case any premium shall have been awarded to animals shown in violation of this rule, the Ashland County Agricultural Society may request the exhibitor to refund all premiums, trophies, awards, ribbons and sale money under such violation. Unless fraud and/or deception are involved, all championship placings stand. 7. No market animals may have horns. All other animals only if it is characteristic of the breed. TESTING FOR DRUGS The Ashland County Agricultural Society shall have the right to require places 1 through 5 in each book/class of animals, or any other suspected animal, to be subject to examinations or tests as prescribed by the Commission to determine if a substance has been administered to the animal to change the conformation or temperament of the animal. The adult to whom the lot is rented is responsible for all activities on the lot. All persons camping on a lot must be registered with the Campground Superintendent and the Secretary s Office. 4. Electrical hookups must be made in a safe manner and must be grounded to the electrical service. 5. Campers are responsible for keeping their lots clean and neat at all times using trash containers provided. 6. Persons under the age of 18 must observe the midnight curfew unless accompanied by a parent or adult supervisor. 7. After campers are parked, they must remain in place for the duration of the Fair or space will be forfeited. 8. No sewage or waste water may be discharged on the ground. It must be contained at all times and disposed of in the proper areas. 9. The Campground Superintendent will rule on any questions not specifically covered in these regulations. 10. Members of the Ashland County Fair Board, the Secretary, Manager, or the Campground Superintendent have the right to remove any person or persons not abiding with the conditions of these regulations. 11. No pets allowed in camping area. 12. Any person not a concessionaire or livestock exhibitor during the Fair will not be issued a camping permit and will be removed from the grounds if camping facilities are set up. 13. Cost per site of $125.00, commencing Friday preceding the Fair, must be paid no later than Saturday, August 12, 2017 at the Secretary s office. Pre-Fair camping (one week preceding the Fair) will be an additional $ At the time of registration and receipt of camper license and automobile license, a camping pass will be issued. 11 GOLF CART & ATV RULES & REGS. GOLF CART AND ATV RULES AND REGULATIONS To reduce the liability and risk to Ashland County Fair Board Directors and the Ashland County Agricultural Society, the following rules and regulations have been implemented concerning the use of golf carts and ATV s on the fairgrounds. 1. All golf carts and ATV s will be banned from use on the grounds between the hours of 11:00 a.m. and 10:00 p.m., with the exception of those approved by the Board. 2. Golf carts and ATV s are not considered handicapped vehicles. Only wheelchairs and three-wheel scooters are permitted for this purpose. 3. Any unauthorized golf cart, ATV, Gator, or similar vehicle will be confiscated by the Fair Board and returned to the owner after the fair. 4. Minimum age for golf cart drivers is 16 years old, with a valid driver s license. 5. No golf carts will be assigned to fair employees during fair week. (Note: If an office employee is needed outside the office during fair week, the committee chair requesting the employee s assistance will provide a golf cart for the employee s use or will chauffeur the employee.) Recommendations: 1. The Ashland County Fair Board has approved these rules, letters will be sent to all concessionaires. In addition, the rules will be added to the camping rules and published in a 4-H newsletter. 2. Recommendations for golf cart and ATV use for the Ashland County Fair: *board members & manager *department superintendents *sound man *banker *electrician *maintenance & service personnel *parking committee *Sheriff s Department *Fire Department 3. A large golf cart will be available to a member of the parking committee (or a person assigned by the committee) to transport handicapped persons to and from the parking lot and Ashland County representatives to their destinations. 6. The company that secures the golf cart contract for the Ashland County Fair must: *Show proof of insurance, with the Fair Board as additional insured. *Sign a written agreement not to rent or lease golf carts to anyone at our fair without the expressed written approval of the Fair Board. 7. Abuse or unsafe operation of golf carts and ATV s will not be tolerated. 8. Recommendations to adopt rules and regulations concerning use of golf carts, ATV s, Big Country s, and similar vehicles and to publish these rules in the fair book as made by OFMA. 9. Driver must be in seat when tractor is started. 100 feet shall be allowed for a start, two starts maximum. No jerking for hole digging allowed. Track judge shall have the right to stop or disqualify any contestant or entrant if the operations of the tractor are deemed unsafe. Judges shall weigh all tractors after each class. Official driver must be in the seat of the tractor at time of weighing and measuring height of draw-bar. Height to be not higher than 20 at the top of draw-bar. The committee shall have the full power to decide all questions arising in connection with the contest, subject to the rules and administration as provided. In any event not covered by the rules, the committee shall have full power to decide in a matter that is fairest to the majority. Protests must be accompanied by $75.00 cash deposit which will be returned if protest is upheld by committee. Protest must be lodged by the end of the class protested. Failure to comply promptly and completely with the directions of the committee shall result in immediate disqualification of a contestant. Absolutely no alcoholic beverages on fairgrounds. To be eligible for competition, whether single or in groups, animals must be bona fide property of exhibitors, except where otherwise specified. Certificates of registration or transfer showing ownership must be produced by the exhibitor if requested by the superintendent of cattle. In the class for produce of dam, animals need not be owned by the exhibitor. 3. The owner of the dam at the time of service shall be considered the breeder of the animal. 4. Firms and co-partnerships entering animals for competition must be in existence sixty days prior to the date of closing entries, and in all cases must be bona fide. Affidavits of the age of the firms may be required by the management. Firms and copartnerships entered into for show purposes will not be recognized by the association, but cattle bred by a member of the firm or company shall be considered as bred by the company. Should temporary sale or transfer of a show animal be discovered, the exhibitor and proper owner may be barred from any and all future shows. 5. Every female over twenty-four months old must have produced a living calf within twelve months or prove to be with calf. A freemartin heifer shall be barred from showing until she has become of age as to have proven a breeder. 6. Any exhibitor making a false or misleading statement, exhibiting cattle that have been artificially fitted or treated, showing an animal out of proper class, substituting one animal for another without proper correction of records at the cattle superintendent s office before entering the ring, or for any other dishonorable practice, shall forfeit all premiums. If payment to exhibitor has been made before the evidence is given that such violations have occurred, the exhibitor must refund the premium money so forfeited to the Ashland County Fair Board of the State of Ohio or be barred from showing at the Ashland County Fair in the future. 7. The judge may, in his opinion, require any cow to be milked while in the ring or before the awards are made. 8. All animals must be shown in their proper classes. 9. Judges may not award a prize to any unworthy exhibit. It is the intention of the management that no premium or distinction of any kind shall be given any animal that is not deserving. 10. Open Dairy judging will be held Monday, September at 9:00 a.m. 11. Produce of dam shall consist of two females of any age - the produce of one cow. 12. Exhibitors must specify on entry blank the number of animals entered. 13. Purity of blood as established by pedigree, symmetry, size, early maturity, and general characteristics of several breeds of all animals to be considered. The judge will make proper allowance for age, feeding, and other circumstances. 14. All animals will be health inspected before they are placed in the barn. 15. Registration papers must be accessible. 16. Each breed to be shown separately for champion. 17. Do not make entries in Championship classes. 18. The design will have a focal point as well as an outline in the shape of a sphere, oval, triangle or other geometric form. Twin Design: A design using two containers where each unit appears as an individual, but when placed together appears as twins. Containers and plang material do not need to be identical, but should emphasize the effect of similarity. May have connecting material, but is not required. Reflective Design; Creative design containing materials that reflect or give back image(s) of light. Reflective materials placed to reflect light and may be part of the design. Reflective material may be shiny metal, plastic, paper, pieces of mirror, mirrored objects, etc... Parallel: A design consisting of three or more clusters or groups of flowers & foliage in strong parallel lines with open spaces between. They may be horizontal, vertical or oblique with clear, dominate directional thrust. Multiple containers may be used, but design must appear as a single unit. BOOK L - CULINARY FEATURE Premium $5.00 $4.00 $ Culinary Feature BLUEBERRY SCONES 2 C flour 1/2 C sugar 1 T baking powder 1/2 t salt 2 t grated orange zest 1/2 cup cold salted butter cut into small cubes 1 large egg 1/2 C cold heavy vream (Optional: 1/2 t vanilla) 1 C blueberries additional heavy cream for brushing the tops turbinado sugar for sprinkling the tops 1. Preheat the oven to 400. Stir together the flour, sugar, baking powder, salt, and orange zest in a large bowl. Add the butter. Mix with an electric mixer until fine crumbs form. 2. With the mixer on low, add the egg and heavy cream in a slow stream. Mix until a thick, stiff dough forms. Add the blueberries and mix until the blueberries are just incorporated into the dough. 3. Flour your hands. Remove the dough from the mixing bowl; place on a floured surface. Roll into a rectangle about 1 inch thick. Cut into 8 triangles; pull the triangles apart from each other and brush with heavy cream. Sprinkle with turbinado sugar. Bake on parchment-lined baking pan for minutes or until golden brown and firm to the touch. Sprinkle again with turbinado sugar. *Keep the butter as cold as possible while assembling. Children under 18 years of age may enter under their parents membership ticket. Two grade classifications available: Grade at the end of previous school year. Group A: Grades K through 5th Grades K-5 Group B: Grades 6th through 12th Grades 6-12 All entry tags must be picked up by 5:00 p.m. Friday, September 15, 2017 and MUST be attached before bringing item to the Hobby Building. Be sure to check entry tags when receiving them from the Secretary s office. The building will be open Friday and Saturday from 9:00 a.m. to 9:00 p.m. for preliminary work on displays. Articles entered must be in the hands of the superintendent no later than 5:00 p.m. Saturday, September 16. Exhibitors from the 2016 Fair cannot enter the same exhibit unless substantially changed. The Fair Board will do everything possible to see that displays are properly protected, but can assume no obligation for loss or damage. Security will be provided in the building from Saturday evening, September 16 until exhibits are released. Management reserves the right to move or remove any articles. The building will be open from 9:00 a.m. to 1:00 p.m. Sunday, September 24 to remove articles. All premiums will be forfeited if an entry is removed before the excused time. Whenever possible, management suggests that you bring your own case or frame for the protection of your display. Space will be allocated as available. The building will be closed for judging on Monday, September 18 at 8:00 a.m. An entry in any book not worthy of a prize will not be awarded one. Must be 18 years of age. 2. There will be 2 classes, a light and a heavy-duty class. Mower classes will be determined by the judges the day of the derby. 3. Gasoline only, no other fuel. 4. No foam or liquid filled tires. 5. Any riding mower with a front mounted engine allowed. No rear mounted engines permitted; 18 horse power maximum. Electric start preferred, but if you have a pull start, you must be able to start FROM YOUR SEAT. No zero turn mowers. 6. Decks must be removed. You may make a homemade exhaust, but it must point straight up and be permanently fixed, not wired on. 7. Bars will be welded on the side of the mower for leg and foot protection only. 8. If battery or fuel tank is in the front of the engine, it must be moved to a safe location. 9. You may make a hand throttle for your use. Hoods must be bolted or wired down tightly. 10. You may use a spark plug protector. This must be mounted to the ENGINE ONLY. 11. You may weld flat bumpers to the front and rear of the mower. They can not exceed the width of the frame. They also may not exceed further than 6 from the mower. No pointed or jagged edges allowed. 12. Bumpers are optionl. If you have bumpers, front and rear height should be No excessively thick bumpers (not over 1/2 x 2 angle-iron). Remember, these are mowers. 14. Nothing may protect the tires in any way. No frame reinforcement permitted, except what may be needed to attach bumpers and cages to. Self tapping screws are permitted. 15. Pulleys may be changed to your desired gearing. 16. Helmets and boots are required. Hits are to be made to the front ends and tires of other mowers. Rear hits may be made using smart judgment. 17. No homemade mowers are permitted. 18. Rear wheels may be no larger than 13. No duals, chains or wheel weights. 19. Drivers are to remain on their mowers at all times unless mower is tipped over. No getting off to work on your mower, doing so will result in disqualification. 20. ABSOLUTELY NO SANDBAGGING OR GANG HITTING. You will receive one warning. Second time disqualification. You will have 60 seconds to make an aggressive hit or you will be disqualified. 21. All mowers with a side shift must have a hand guard. 22. ALL JUDGES DECISIONS ARE FINAL. 52

All drivers must have a valid drivers license, proof of insurance, registration, license plate, and sticker. 2. All decisions of the judges, track officials, etc. are final. 3. Ashland County Fair is not responsible for accidents or damages to trucks. All contestants and truck owners will enter the ground and contest at their own risk. 4. No alcoholic beverages permitted at event. Anyone with alcohol or under the influence will be asked to leave the event. 5. No unsportsmanlike conduct or horseplay. Pulling vehicles will be operated in a safe and orderly manner at all times, in all areas, on the track, in the pits, staging areas, etc. 6. Judges have the right to stop and disqualify anyone at any time. This may result in the participant being asked to leave the premises. 7. Any disqualification means forfeiture of any and all prize money and entry fee. 8. The hook will start with a tight chain, no jerking. 9. Only track officials and the driver are allowed on the track. 10. All pulls will be made under a green flag. There will be two green flags before a hook will be able to start. The hook man will hook the truck, signal for a tight chain. At this time, he will give his green flag thus signaling the start of the pull/hook. A red flag will be immediate stop. This can come from either flagman. 11. A puller has until the sled reaches the 100 mark to shut down his or her vehicle. The sled must not pass the 100 mark and the driver must show signs of stopping. Only one restart will be given per hook. If restart is taken, the distance of that pull will be final. 12. The pulling vehicle must stay in bounds at all times. However, the sled can go anywhere on the track. 13. Flagman has the right to stop any pull that is being done in an unsafe manner. 14. The flagman has the final say on the track. All other matters revert back to the officials. 15. No passengers allowed in the pulling vehicle. 16. All trucks must have at least a sling device to catch drive shafts. 17. All trucks must provide their own clevis or loop with a 3 ½ x 4 (pear shaped) diameter hole for the hook. If you can t hook, you can t pull. 18. Driver must be ready at time of hook or they will be disqualified. 19. Weigh in will start at 4:00 p.m. All trucks must be weighed in prior to the start of the class. 20. Pull order will be set at sign up. 21. First puller in each class is the test puller and has the right to reject their first pull. 22. Any loose items or parts falling off the truck are grounds for disqualification. 23. All classes close after the first hook. 24. No double entries. 25. Entry fee will allow the driver only into the Fairgrounds and event. All others must pay gate and event admission. 53

All new applicants must supply photos or photo files in JPEG format, or have a representative website with photos to be considered for the show. 5. Setup will begin at 9:00 a.m. on the day you are displaying and must be completed by 12 noon. Breakdown will commence no sooner than 8:00 p.m. Vendors may pull up to the Barn for setup. After setup is complete, all vehicles must be moved to the general parking area. If accepted, you will be receiving your fair packet by mail which will contain a free fair admission pass, directions to the Buckeye Barn, and other information. 6. Each vendor is responsible for furnishing their own display, display walls, tables, and chairs. 7. All items for sale must be within your allotted booth area. 8. The Ashland County Fair takes no percentage of vendor profits. 9. Each vendor is selected on merit as interpreted by an independent jury. 10. Once accepted for the show, there will be no refunds issued for cancellations. 11. This is a family oriented event and any objectionable items on display will result in removal from the fair without refund. 12. No alcoholic beverages are permitted on the fairgrounds. 13. No raffles or solicitation is permitted. 14. You are responsible for your own trash. There will be plenty of trash barrels on the fairgrounds. Please be respectful of others and of the fair. 15.
