Consider what aspects of the role, if they were removed, would cause the position to no longer add value t, or be required at GRV Reporting to the Racing Operations Manager, this role is responsible for ensuring the provision of professionally prepared and safe race track surface at all13 Greyhound Racing Victoria (GRV) race tracks. Utilizing existing skills, expertise and industry knowledge, the Track Maintenance Specialist (TMS) is required to assist, mentor and provide guidance and instruction to Club track curators in areas of track preparation, trouble shooting and preventative maintenance. It is expected that the TMS will ensure that all tracks are of a high standard of safety and quality for year-round racing and trialling, and will have the ultimate authority to determine a track s suitability for racing or cancellation where safety issues have been identified SCOPE: The scope of work provides information about the larger picture of the position-how it relates to other positions in GRV and to the broader community outside of GRV. Greyhound Racing Victoria (GRV) is in the business of governing, operating and promoting greyhound racing of the highest integrity to wagering operators nationally and internationally and to Victorian clubs for the enjoyment of members, wagerers and on-course race goers. This will ensure that the best standard of service is continually provided across the organisation and that GRV will build on and maintain its excellent reputation and effective profitability. Our vision is for Greyhound Racing Victoria to become the world s most respected greyhound racing body; widely regarded for the market position and reputation we have created for greyhound racing in Victoria. Maintaining a reliable and safe racing environment is a crucial aspect of greyhound welfare and safety, as well as the integrity of the racing product and ensuring the professionalism of the sport. The Track Maintenance Specialist (TMS) will work closely with all Victorian Greyhound Racing Clubs to develop and establish best practices across the industry in relation to track and racing facilities maintenance. The incumbent will work in partnership with the 13 GRV Clubs in delivering consistently high quality and safe racing surfaces and safe and reliable racing equipment (eg starting boxes, lures) at all GRV tracks.. Sound communication skills are required to effectively encourage and teach quality track presentation practices and help to facilitate change as required in various maintenance tasks and activities at the Clubs. The incumbent is required to primarily act in an advisory role to the Clubs, providing advice and direction as necessary, including

2 ensuring tracks are prepared in accordance with GRV Track Preparation and Safety Guidelines. This may include providing hands on assistance as required especially when plant and equipment has failed and urgent assistance is required. The TMS will be required to inspect tracks to audit their condition and presentation standards in accordance with GRV Track Preparation Guidelines, while supporting the Club curators to ensure that all critical racing infrastructure is fit for purpose for race meetings. This is intended to minimize the impact of infrastructure failure that may result in a meeting disruption or cancellation. This position is, therefore, considered a highly important function of GRV to ensure the continuity of racing at all Clubs. The role is also responsible for the replacement and splicing of lure cables at all GRV racing facilities while at the same time developing a succession/training plan with GRV to transfer this specific skill. Splicing is considered to be an industry specialist skill and has traditionally been outsourced by GRV. Due to the apparent unavailability of suitably trained contractors, this is currently being undertaken by thetms and has been identified as a critical requirement for greyhound racing. A plan to train up other curators or have the skill transferred to contractors is expected to remove the burden of this activity from the TMS, but may always be called upon in the event of an emergency. FREEDOM TO ACT/DECISION MAKING: This should outline the extent of the positions scope to act without need for further approval e.g. Managing of employees within the company policy and legislative requirements Define specific objectives for the member of the team within company objectives Department budget expenditure up to 20K Authority to approve timesheets. Purchasing of all maintenance related items up to the value of $500 without quotation (exempt from procurement guidelines) Management of third-party contractors and consultants working on GRV tracks; Provide instruction and advice to GRV Club Curators relating to track and racing equipment maintenance programs; Determination on the suitability of a track for racing, including the authority to cancel a race meeting or trial session if identified remedial works have not been carried out in accordance with instructions or the track surface or equipment is not of a suitable or safe standard for racing. 3 Track Preparation standards Ensure appropriate track maintenance activities are performed across all Victorian Greyhound Racing Clubs, as outlined in the GRV Track Maintenance Manual. Where not adhered to, the TMS may cancel a race meeting if there are legitimate safety and welfare concerns Track Maintenance Plan in place for all Club Track Curators Transfer of skills relating to track maintenance repairs and break downs Assist Clubs in responding to breakdowns, malfunctions or reoccurring problems and actively assist Club curators to resolve these issues. This includes the replacement and splice cables as required at all GRV tracks. Relevant transfer of skills to ensure that Clubs can perform necessary maintenance tasks in the future Occupational Health & Safety Audits Assess and provide recommendations to Clubs regarding their obligations under relevant legislation in regard to Essential Services and Occupational Health & Safety Perform a six monthly detailed audit of each club s adherence to the track preparation guidelines Training Actively contribute to the ongoing development and upskilling of the Club Maintenance and Curator staff. This includes the training of selected Curators in the skill of cable splicing to provide greater coverage and resourcing for all Clubs. Provide training and appropriate induction programs to new Club employees working in track and building maintenance Provide training and appropriate induction programs to new Club employees working in track and building maintenance Assist with the coordination of the annual GRV Trackman Forum.

4 Lure driving As an accredited GRV lure driver Instructor: train, coordinate and advise new trainees in driving of the lure in accordance with GRV procedures. It operates weekdays, weekends, day and night hours. GRV employees are bound by a number of regulatory Government requirements.
