1 North Gold Coast Seahawks Basketball Inc General Risk Management Framework Introduction This guide provides an outline for a North Gold Coast Seahawks Basketball Risk Management Framework. Note: This draft has been adapted from a previous incomplete attempt and should be considered in the light of other policies relating to Risk Management and Risk Assessment, viz. The Child and Youth Risk Management Strategy, The OH&S Policy and that section of North Gold Coast Seahawks Basketball Business Plan dealing with risk. An Integrated Risk Management Strategy and Risk Assessment Process for all areas of risk should be developed. An expert in the field may be required to complete this task. POLICIES Risk Statement Commitment Guidance and Compliance Purpose Scope Objectives Risk Management Methodology Responsibilities for Risk Management RISK STATEMENT Risks will be always present when operating an organisation and pursuing new opportunities. The ability of North Gold Coast Seahawks Basketball to recognise, evaluate, manage and mitigate risk is part of the core business. Injuries are the leading cause of death, illness and disability in Australia and sporting activities have been identified as the leading cause of injury. Developing prevention strategies and minimising risks associated with basketball activities at North Gold Coast Seahawks Basketball is a core business activity. The Australian Standard defines risk management as the culture, processes and structures that are directed towards the effective management of potential opportunities and adverse effects. Page 1
2 The key objective of a sports risk management framework is to protect the assets and resources of North Gold Coast Seahawks Basketball and its members by reducing risk and potential for loss. Essentially, risk management is important because it protects member safety, protects North Gold Coast Seahawks Basketball from legal liability, and provides a systematic, informed method of decision making, regarding best practice for North Gold Coast Seahawks Basketball in providing a safe environment. Effectiveness in identifying and managing risk throughout all aspects of North Gold Coast Seahawks Basketball activities will determine North Gold Coast Seahawks Basketball s success in achieving its key strategic goals, including meeting the compliance requirements of the regulatory bodies, stakeholders and members. Risk management is an integral part of the success of North Gold Coast Seahawks Basketball and North Gold Coast Seahawks Basketball is committed to achieving best governance standards and best sport injury risk management. COMMITMENT North Gold Coast Seahawks Basketball is committed to managing risk in accordance with the process described in Australian/New Zealand Standard 4360:1999 Risk Management. This Standard requires the North Gold Coast Seahawks Basketball Risk Management Strategy to systematically identify, analyse, assess, communicate and treat risks that can adversely impact on the performance and standing of North Gold Coast Seahawks Basketball. The range of risks that the Basketball Association needs to be prepared to deal with will include: Public & Professional Liability responsibilities Occupational Health & Safety responsibilities Responsibilities to Children and Young People Financial and Asset Management Organisational Management and Operational practices GUIDANCE AND COMPLIANCE The Risk Management framework at North Gold Coast Seahawks Basketball is based on the principles outlined in the Risk Management Standard AS/NZS/ISO 3100:2009. PURPOSE The purpose of this policy is to provide a framework for the elimination or control of all risks associated with North Gold Coast Seahawks Basketball s activities. Page 2
3 SCOPE The successful implementation of the Risk management Strategy requires a consistent and systematic approach to risk management at all levels of North Gold Coast Seahawks Basketball operations. In order to manage risk in accordance with best practice, the North Gold Coast Seahawks Basketball will comply with the requirements of A/NZ Standard 4360:1999 Risk Management, as well as the its established ethical standards and values. OBJECTIVES The objectives of the policy are: Identify, report and analyse North Gold Coast Seahawks Basketball's liability associated with its range of risks Encourage the ongoing identification and reporting of potential risks Determine the magnitude of risks Develop a risk register Develop, prioritise and implement ongoing plans and strategies to address risks Promote and support risk management practices throughout North Gold Coast Seahawks Basketball Gain support for risk management undertakings Educate North Gold Coast Seahawks Basketball stakeholders on good risk management practices Minimise the cost of insurance claims and premiums Protect North Gold Coast Seahawks Basketball s image as a professional, responsible and ethical organisation RISK MANAGEMENT STRATEGY FOR NORTH GOLD COAST SEAHAWKS BASKETBALL Risk Management Committee A North Gold Coast Seahawks Basketball Risk Management Committee comprising the Risk Management Officer, two Board Members and two player representatives, with a developed understanding of a basketball club s risk issues to be formed to instigate a comprehensive risk management review of all of the North Gold Coast Seahawks Basketball activities. Risk Identification The risk management committee shall be responsible for the establishment of a Risk Register and the setting of plans and strategic timeframes for treatment of risk. Page 3
4 Risk Assessments The risk assessment analyses the exposures identified, quantifies the likelihood of certain events occurring and determines the consequences, both financial and operational. The following are provided as a guide: Child and Youth Protection Player Safety Potential for harm The playing surface, facility quality Sufficient qualified trainers & coaches Medical checks on players Team hygiene practices Player change-room facilities Emergency medical equipment Availability / accessibility to emergency services Official Safety Secure officials rooms Competent referees Basketball Stadium Operational Public viewing areas Scoreboard / timekeeper facilities Parking areas Public conveniences Crowd control Food/beverage handling and selling areas Page 4
5 General Money handling Player / Official valuables security Building security Safe Operating Procedures The Risk Management Committee will prepare safe operating procedures for all areas identified as presenting any risk to the organisation; other aspects that may be included are: Emergency planning; Contractor management and Visiting Club management. Monitoring & Review It is incumbent on the North Gold Coast Seahawks Basketball Risk Management Committee to review the performance of the risk management systems and changes which might affect it on an annual basis. Records are to be maintained for the following: o Hazard identification o Risk assessments o Accident / incidents o Player health monitoring o Incidents of harm Responsibilities For Risk Management Board The Board is responsible for setting the overall level of business risk that is acceptable for North Gold Coast Seahawks Basketball, and communicating this risk tolerance to the General Manager and the Senior Management Team. The Board endorses the Risk Management Policy and the Risk Management Procedures Manual and monitors compliance with these through the Risk Management Committee. The Board delegates authority for the implementation of the risk management framework to the General Manager. General Manager The General Manager is responsible for assisting the Board to identify risks, and must ensure that relevant information is presented to enable the Board to sign off on the risk management framework. 6 The General Manager is charged with the overall management of risk at North Gold Coast Seahawks Basketball and with compliance with associated risk policies and procedures as approved by the Board, including Monitoring ongoing operational relevance of the risk management framework; Overview of Risk Register; Maintaining the Risk Register and Risk Action Plan Register; Interviewing Risk Owners regularly to ensure the registers are kept current; Ensuring risks are identified, assessed, monitored and mitigated where required; Providing information and advice to assist risk owners to identify and assess risks; and Providing reports and compliance documentation to the Risk Management Committee and the Board. Staff, including Risk Owners, will assist the General Manager in these duties as required. Risk Owners Risk Owners for each risk will be identified in the risk management framework. A Risk Owner is responsible for the overall operation of the Risk Management Process with respect to that risk and, where determined by the Risk Manager and Compliance Officer/Administrator, the development, implementation and monitoring of any Risk Action Plan with respect to that risk. Operational Staff All staff and volunteers need to be aware of the importance of risk management, and to identify and report operational risks as they arise in their work environment. Page 6
