1 Position Title: Welfare Inspector Department: Greyhound Racing Integrity Unit (GRIU) New Position Date: 5 October 2018 Change to Existing Position Reports To (Position): GRIU, Inspectorate Manager Position that report to this position: Nil Name of Present incumbent (if applicable) PRIMARY POURPOSE OF ROLE: This should be a summary or vision for the position. Consider what aspects of the role, if they were removed, would cause the position to no longer add value t, or be required at GRV The incumbent in this position will be responsible for ensuring GRV registered participants are accountable for compliance with the rules of racing, the Code of Practice for the Keeping of Racing Greyhounds and any legislation relevant to the role, as well as providing education and information in regard to best practice. The Welfare Inspector is responsible for; Ensuring industry participants are accountable for the welfare of greyhounds, by managing and regulating compliance with the rules of racing, the Codes of Practice and relevant legislation, as well as providing education, advice and assistance with regards to best practice, through duties including, but not limited to - o Conducting inspections of properties where greyhounds are kept and / or trained, o Attending greyhound race meetings and engaging with registered participants, o Attending and monitoring registered trial tracks, o Engaging with the GRV GAP program Ensuring all incidents of non compliance are managed and / or escalated, in accordance with GRIU policy and procedure Ensuring the highest levels of professionalism, integrity and efficiency are maintained at all times; Providing input, as required, on welfare compliance management disciplines, best practice and approaches, Contributing to key initiatives and programs supporting the strategic welfare compliance objectives of GRV. Liaising and working collaboratively with internal stakeholders, including GRIU Investigations Unit, Stewards, Veterinary staff and Welfare Department staff; Maintaining effective relationships with key external agencies, eg. RSPCA, Victoria Police, Professionally engage with participants of the sport of greyhound racing to build confidence within the sport in the Welfare Inspectorate, GRIU and GRV; Ensuring high level of professionalism and integrity through compliance with GRV policies, the GRIU Integrity Levers and Operating Procedures Ensure a safe workplace is maintained through compliance with all OH&S legislation and policies. This position will work closely with other GRIU personnel to ensure that industry participants involved in all stages of the greyhound s lifecycle are aware of their responsibilities and meet both GRV and other legislative requirements.

2 SCOPE: Greyhound Racing Victoria (GRV) is the statutory authority responsible for regulating, conducting and promoting greyhound racing in Victoria, a sport that annually generates around $400 million in economic activity and over $2 billion in wagering and directly involves over 15,000 people. GRV is committed to attracting, selecting and retaining the best calibre of people to achieve the highest level of performance and behavioural standards required for each position. This will help GRV to professionally regulate, conduct and promote greyhound racing and welfare in Victoria with integrity and care, and to ensure an engaging, ethical and sustainable sport. Our vision is Victorian Greyhound Racing is a vibrant, entertaining and thriving sport with animal welfare at its heart FREEDOM TO ACT/DECISION MAKING: This should outline the extent of the positions scope to act without need for further approval. Nil KEY RESULT AREA ACCOUNTABILITY/ACTIVITY KEY PERFORMANCE INDICATOR Area of focus What activities are you responsible for? How will you know this has been achieved? Property and Inspections Co-ordinate closely with the GRIU Steward s Department and Investigations Unit to ensure timely inspections (both random and targeted) of properties involved in all facets of the greyhound s lifecycle. Identification and management of minor non compliance issues identified at properties where standards are not met and develop strategies to assist participants in meeting compliance standards to promote best practice across the industry. Respond to reports received in relation to possible animal welfare issues or concerns. Identification of serious risk in relation to the animal welfare, the subsequent escalation of these matters and ongoing contribution to the investigation of these incidents. Conduct inspections in accordance with the provisions of the Racing Act 1958, the Rules of Racing or any other relevant Inspections completed as required. Documentation of all visits recorded and detailed work plans developed for participants that require follow up or where standards are not met.

Attend greyhound race meetings and engage with other GRV staff, (eg Stewards, Vets), Club staff and registered participants Feedback from council/rspca. Feedback from GRV staff, club staff and participants. Policy and Guidelines and Reporting Contribute to policy and educational objectives relating to animal welfare across the various industry property types. Report on participants who are non-complaint and work with other GRV staff towards resolving the issues. Inquiries and Appeals As a part of the GRIU, assist as required in relation to Inquires and any subsequent hearing, including RADB hearings, VCAT hearings or in other jurisdiction. Education and Training Provide education and support for participants involved in the care and training of greyhounds to ensure codes of practice standards are met and adhered to and the rules of racing are upheld. OHS Maintain a safe working environment in your area of responsibility. Ensure that OH&S principles and guidelines are adhered to. Ensure that OH&S principles are mandated into all planned operations Report any breach in OH&S. Document any hazard and make suggestions / recommendations for improvements. Report accidents and injuries and near misses as per GRV Policy and Guidelines. Policy developed against regulations and timeframes. Education sessions conducted as required. Role model safe work practices ensuring adherence to OHS policy and procedures Report incident/accident/hazard in the workplace in a timely manner Actively Support and Promote OHS

4 Provide and maintain so far as is practicable a working environment that is safe and without risk to health. Take care of your own health and safety and the health and safety of any other person who may be affected by your acts or omissions at the workplace. 6 EMPLOYMENT CONDITIONS Terms and Conditions of employment are per the current GRV Employee Enterprise Agreement The GRV environment is a unique and challenging operational environment. It operates weekdays, weekends, day and night hours. GRV employees are bound by a number of regulatory Government requirements. In addition, all staff are required to abide by GRV policies including restricted gambling, greyhound ownership and the code of conduct for Victorian Public Sector Employees.
