3 Business Service Center FY 2014 Annual Report FY 2014 was a year of growth for the Business Service Center. The mission of the department remained the same providing financial services to departments in an efficient and timely manner to produce accurate and useful information for management decision making. Departments Served The department just completed its second year of operation (began services July 1, 2012), and services are now being provided to the following departments: Academic Affairs o Vice President for Academic Affairs and Provost office (certain funds/functions)* o International Programs* Finance & Operations o Business Service Center o o o o o *New departments in FY 2014 Campus Capital Projects and Planning* Facilities Management Includes payroll for Residence Services custodial staff and Wellness Center custodial staff Public Safety Emergency Management Operations Center Safety University Police Vice President for Finance & Operations office VPFO Information Technology (including U Card) Staffing The department staffing remained flat at 11 FTE s. The organization is structured as follows: Laura Thoreson, Finance Manager o Sarah Abentroth, Assistant Finance Manager Diane Fugleberg, Account Technician Ryan Gatzke, Account Technician (replaced Karen Myerchin who retired in fall, 2013) Alisa Rakoczy, Account Technician Billie Yanish, Account Technician o Jacque Brockling, Supply Room Supervisor Paul Bruggemen, Storekeeper Mike Hess, Storekeeper (replaced Mark Peters who left for an opportunity in Housing in August, 2014) Doug Norgard, Storekeeper o Jeff Capp, Buyer 1
4 Core Services The core services provided by the Business Service Center (BSC) to the departments that are served include the following: Accounts Receivable Accounts Payable Budget Preparation Fund/Project Reconciliation Inventory major & minor Payroll (including Human Resource forms) Purchasing Recharge Rate Development Reporting Each department has the ability to request more or less services at any time, so for some departments the BSC provides everything listed, for others it may be just two or three functions on the service list. In addition to the core services offered to all customers, there are additional functions that fall under the responsibility of the BSC that include the following: Management of the Famis system (patch testing, administration of the system, configuration maintenance, security set up, report writing, participation on various statewide committees, etc.) Utilities, including meter inventory maintenance, recording of meter readings and coordination of utility rates and customer notifications Development and monitoring of service agreements Operation of a warehouse that currently contains 4,442 active parts that are available for issue to the campus Campus Surplus Property functions FY 2014 Accomplishments There were a variety of accomplishments that occurred in FY A few of the highlights include the following: Documentation of Processes. The process manuals were created in FY 2013, however the staff did a complete review of each manual in FY 2014 to make sure they contained the most up todate information now that the staff had a few months of using them. Work duties were shifted amongst staff to ensure a more even distribution of the work and that all functions had back up. Two of the major areas that now have back up staff that had not in the past include the payroll area, which is now shared between Billie and Alisa, and the AIA contract functions, which is still primarily done by Jeff, but Sarah has been trained to perform the functions if Jeff is out of the office, or if he needs help due to workload demands. A route was created to pick up/drop off at all departments served each Monday, Tuesday and Thursday. This is staffed by a rotation of the full time staff, and if a student is available he/she completes the route. The implementation of the WebApp began in FY This app will allow users to use an ios (Apple) device to perform many of the functions they currently do on a computer. The functionality includes the following (not an all inclusive list): o Labor Entry o Labor Approval 2
5 o o o o o o o EQ Look up Work Order Review staff will get a push notification when a new Work Order has been assigned to them Issue Request creation Service Request creation Maintenance Issues Receiving of Parts (push notification to the staff when the parts are received) Cycle Counts and Annual Inventory FY 2015 Goals The testing and roll out to the Facilities Management and Business Service Center staff of the WebApp. The go live is tentatively set for October, Continue to develop value added reporting. Some examples of reports that are being developed and or improved include the following. o Facilities Management Grounds/Landscaping reporting provide information on the cost of providing snow removal and landscaping services for the campus Custodial reporting provide custodial staff with labor, material, service and miscellaneous costs per building. Also break down the information by supervisor and provide a budget for the staff to have as a guideline. Trades reporting provide trades staff with reporting that will include overtime, cost per building, work order status, productivity rates, etc. Development/expansion of the BSC website. The staff that work with the non Facilities Management departments are getting more familiar with the departments business. Would like to make additional strides to have those departments look to our staff to help them with their financial decision making. Dashboards the BSC staff have been working with the Facilities Management staff that are developing a dashboard for utilities data. Expect more involvement regarding this in the upcoming year. Expand the usage of Famis Self Service. Develop a better process for the organization and update of agreements that affect Facilities Management. Consider serving additional departments. The staff is still able to take on additional work, but will need to consider expanding the staff if there are many more department that are taken on.
