11 INSURANCE AND OTHER REQUIREMENTS Insurance requirements are outlined in Article 9, Indemnification and Insurance, of the Travel Plaza Facility Commercial Agreement. See Addendum 2 (to be issued) for updated Insurance Requirements Successful Proposer must also post an Agreement Bond or Letter of Credit in accordance with Article 8 of the Agreement Operating History requirements are outlined in the Eligibility and Proposal Form. Three out of the past five years experience in the development and operation of gas stations and associated convenience stores Identify between two and five comparable developments operated by the proposer in the US in the past five years Additional requirements are outlined in the Eligibility and Proposal Form. Has not been subject to legal action in the past five years for an amount in excess of $1,000,000

Description of Business Management s Discussion and Analysis Independent Auditors Report Consolidated Balance Sheet Consolidated Statement of Operations Consolidated Statement of Cash Flows Consolidated Statement of Shareholder s Equity and Comprehensive Income Notes to Consolidated Financial Statements If Any are Deemed Insufficient - Contract Bond or Letter of Credit at 100% Annual Facility Fee

13 SUBMITTAL REQUIREMENTS Mail and Deadlines All instructions, documents and addenda are available on DemandStar and at Written inquiries received up to 5:00 pm EDT Tuesday, April 19, 2016 at One (1) original executed Eligibility and Proposal Form in sealed envelope Eleven (11) complete duplicate sets of all documents Clearly label Proposal for Travel Plaza Facility with Proposer's name and address on front Proposals will be accepted beginning Wednesday, April 27, 2016, and proposals are due no later than 2:00 pm EDT Friday, April 29, 2016 at GOAA s Reception Desk, Third Level, Main Terminal Landside If by overnight delivery or certified mail: Raymond Anderson, Senior Director of Properties, Greater Orlando Aviation Authority, Orlando International Airport, One Jeff Fuqua Boulevard, Orlando, Florida

14 Changes to Proposals Proposals may not be withdrawn unless requested in writing and request is submitted prior to deadline for receipt of proposals GOAA may request clarification or additional information from any Proposer

15 EVALUATION OF PROPOSALS GOAA s Concessions Committee will shortlist no less than three (3) Proposers based on the following criteria. Evaluation Criteria Financial Capability Reputation of Proposer Demonstrated Experience and Qualifications Quality, Variety and Price Range of Convenience Store Items Quality, Variety and Price Range of Fast Casual Restaurant Menu (If Proposed) Quality of Customer Service and Operational Plan Travel Plaza Facility Improvements (Total Capital Investment) Orlando Experience - South Airport Travel Plaza Design Criteria Financial Return to the Authority There is no value or point-ranking system. Final ranking and selection will be made in order of preference.
