Fifth Street, GT14D6 Los Angeles, CA Tel: Fax: May 22, 2018 Advice No A (U 904 G) Public Utilities Commission of the State of California Subject: Supplement - Rate Update to nclude Costs for Greenhouse Gas Compliance and the 2018 California Climate Credit in Accordance with Decision (D.) and D Southern California Gas Company (SoCalGas) hereby submits for approval by the California Public Utilities Commission (Commission) revisions to SoCalGas' tariff schedules, applicable throughout its service territory, as shown on Attachment A, to be effective July 1, Purpose This Advice Letter (AL) is submitted in compliance with Ordering Paragraph (OP) 9 of D , which requires SoCalGas to file a Tier 2 Advice Letter providing information necessary to implement the residential California Climate Credit and to include greenhouse gas compliance costs in rates, including the netting of greenhouse gas cost and proceeds for the years 2015, 2016, and OP 9 specifically directs this submission to include the following: a. Detailed calculations showing the amount of greenhouse gas proceeds available for residential ratepayers in Utilities must provide the 2018 Residential California Climate Credit. This information should be displayed using the format of Table C, adopted in Appendix A to Decision b. Detailed calculations of greenhouse gas compliance costs to be included in rates beginning in July of 2018, including calculations showing the amortization of 2018 compliance costs. This information shall be displayed using the format of Table A and Table B, adopted in Appendix A to Decision c. Detailed accounting of the netting of greenhouse gas compliance costs and proceeds for residential customers as well as an amortization schedule for

2 Advice No A May 22, 2018 residual greenhouse gas compliance costs, if any. f there are residual residential greenhouse proceeds, the utilities shall include a final calculated 2018 residential Climate Credit reflecting the inclusion of the net surplus. d. Detailed accounting of the greenhouse outreach and administrative expenses for time period. This information shall be displayed using the format of Table D, adopted in Appendix A to Decision e. Report of annual compliance obligations. This information shall be displayed using the format of Table E, adopted in Appendix A to Decision AL 5293-A supplements and replaces in its entirety AL 5293, filed on May 14, AL 5293-A makes corrections to the rate calculations in AL Requested nformation Greenhouse Gas (GHG) Compliance Costs for 2018 n accordance with D , SoCalGas forecasted GHG Compliance Costs for 2018 were presented to the Commission in AL 5202, Annual Regulatory Account Balance Update for Rates Effective January 1, n compliance with D , SoCalGas hereby provides detailed calculations of greenhouse gas compliance costs to be included in rates beginning in July of Calculations showing the amortization of 2018 compliance costs are displayed using the format of Table A and Table B, adopted in Appendix A to D Tables A, and a redacted version of Table B, are included in Attachment C. Table A shows the derivation of SoCalGas forecasted GHG Compliance Costs for SoCalGas Gross Compliance Obligation is calculated as the 2018 throughput forecast in the most recent California Gas Report less the throughput associated with covered entities plus an estimate for Lost and Unaccounted-For (LUAF) gas and a forecast of emissions for SoCalGas applicable Covered Facilities. SoCalGas directly allocated allowances are reduced by 40%, which is the minimum consignment percentage required for 2018 by the Cap-and-Trade Program regulations. The Proxy GHG Allowance Price used in AL 5202 was the 5-day average of forward prices for October 2-6 on the ntercontinental Exchange (CE) for a California Carbon Allowance (CCA) with December delivery in SoCalGas updates that Proxy GHG Allowance price here to be the 5-day average of forward prices for April on the CE for a CCA with December delivery in The resulting 2018 Forecast Revenue Requirement is $160.5 million (including Franchise Fees & Uncollectibles, or FF&U ). This is composed of $151.9 million for end-users, $5.6 million for LUAF gas, and $3.0 million for company facilities. The following table details how this revenue requirement will be included in rates to amortize it over 18 months. This revenue requirement does not include the impact of amortizing any remaining costs, which will be described later in this AL.

Due to the confidential nature of the information in Table B, a declaration requesting confidential treatment is included. The unredacted version of Table B is only being provided to Energy Division under the confidentiality provisions of General Order (GO) 66-D, Section 583 of the Public Utilities Code, and D The information in Table B, Recorded GHG Costs, does not impact the amortization of 2018 revenue requirement, since the revenue requirement is calculated on a forecast basis. Table B calculations form the basis for the costs charged to the Greenhouse Gas Balancing Account (GHGBA). GHG Allowance Proceeds Available in 2018 n accordance with D , SoCalGas Net Proceeds Available for 2018 were presented to the Commission in AL 5202, Annual Regulatory Account Balance Update for Rates Effective January 1, n compliance with D , SoCalGas hereby provides detailed calculations showing the amount of greenhouse gas proceeds available for residential ratepayers in 2018, displayed using the format of Table C, adopted in Appendix A to D Table C, GHG Allowance Proceeds, is included in Attachment C. The same updated Proxy GHG Allowance Price is used for the forecast of GHG Allowance Proceeds as for the Forecast Revenue Requirement discussed above for GHG Compliance Costs. Table C estimates the consigned allowances as 40% of SoCalGas directly allocated allowances for 2018, consistent with Table A. Forecasted Outreach and Administration Expenses for 2018 are incorporated from Table D as a reduction of proceeds available. n total, SoCalGas forecasts net 2018 GHG Allowance Proceeds, excluding the effects of netting costs and revenues, of $121.7 million. As shown in Table C, when spread over 6.2 million residential households, this corresponds to a 2018 California Climate Credit of $ Netting of GHG Compliance Costs and Proceeds OPs 4-6 of D provide the following guidance regarding the netting of GHG compliance costs and proceeds:

4 Advice No A May 22, 2018 SoCalGas must calculate the total actual greenhouse gas End User and Lost and Unaccounted For gas compliance costs for 2015, 2016 and 2017, including interest, and net those costs against total available greenhouse gas proceeds for 2015, 2016 and 2017, including interest, which are those proceeds remaining after accounting for administrative costs included in SoCalGas Greenhouse Gas Administrative Cost Memorandum Account. n the event that netted greenhouse gas compliance costs exceed netted greenhouse gas proceeds, SoCalGas must amortize remaining greenhouse gas costs for the time period over a 12-month period beginning when 2018 greenhouse gas compliance costs first appear in rates. n the event that netted greenhouse gas proceeds exceed netted greenhouse gas compliance costs, SoCalGas must distribute remaining proceeds with the 2018 California Climate Credit. n compliance with D , SoCalGas has been recording compliance costs and allowance revenues to its GHGBA since January 1, The following table depicts the net position of the GHGBA, excluding the Company Facilities subaccount, as of December 31, Because allowance revenues exceeded recorded compliance costs for the three-year period, SoCalGas will include the net overcollection in its 2018 California Climate Credit, as shown in Attachment C, Table C. When added to the 2018 revenues available for eligible customers, the total amount included in the 2018 California Climate Credit increases to $162 million. 5 Advice No A May 22, 2018 D does not specifically address the amortization of the balance in the Company Facility subaccount in the GHGBA. Because the balance in this subaccount as of December 31, 2017 is relatively small ($4.7 million), pursuant to D , SoCalGas will incorporate this balance and any recorded 2018 activity in connection with its annual regulatory account balance update filing for rates effective January 1, SoCalGas plans to use this annual regulatory account balance update filing to amortize future costs recorded in the Company Facility subaccount. GHG Outreach and Administrative Expenses for D approved SoCalGas supplemental customer education and outreach plan, and authorized SoCalGas to track and record outreach costs in the GHG Memorandum Account (GHGMA). 1 However, this outreach plan was not finalized due the Commission s granting of rehearing and suspension of the work. Now that the California Climate Credit is set to be delivered in 2018, SoCalGas includes for 2018 the same $2.0 million forecast for outreach costs as referenced in D in order to fund the supplemental customer education and outreach plan. SoCalGas forecasts additional incremental administrative costs at $0.8 million. These consist of program management and acquisition-related costs. SoCalGas will also have some billing costs related to finalizing the rate implementation. As shown in Attachment C, Table D, actual administrative costs for the three-year period of include outreach costs of $659 thousand, program management costs of $1.2 million, acquisition-related costs of $987 thousand, billing costs of $167 thousand, and interest of $37 thousand, for a total of $3.089 million. These costs represent only 1.2% of the actual proceeds realized over the period. Pursuant to D , outreach and administrative expenses are to be recovered from GHG allowance proceeds. As discussed above, pursuant to D , available proceeds for netting costs and revenues are those proceeds remaining after accounting for administrative costs included in SoCalGas GHGMA. Accordingly, SoCalGas proposes to transfer $3,089,088 in allowance proceeds from the Consignment Revenue Subaccount of the GHGBA to the GHGMA to offset actual administrative expenses, including interest, recorded in the GHGMA as of December 31, GHG Annual Compliance Obligations The GHG annual compliance obligations information was most recently provided in SoCalGas AL 5202, Annual Regulatory Account Balance Update for Rates Effective January 1, Table E is updated and included in Attachment C. 1 D at p. 65, OP 16.

6 Advice No A May 22, 2018 Revenue Requirement mpact by Class of Service The resulting effective annualized revenue requirement is $107.6 million, 2 which corresponds to class-average revenue requirement impacts of $91.2 million and $16.0 million for SoCalGas core and noncore customers, respectively. There is no effect on the revenue requirement for the Backbone Transportation Service (BTS) rate. The GO-AC rate is applicable to natural gas procurement service for individually metered residential customers. The GTO-AC rate is applicable to Core Aggregation Transportation (CAT) service to individually metered residential customers. TERRTORY Applicable throughout the service territory.
