Firm should be registered under PF Act, ESI Act, Shop Establishment Act and should have at least 2 running contracts with Public Sector Banks. 7 APPENDIX - C SI. No. Eligibility Criteria Documents Required a) The bidder Company / Firm should have been in the business of providing cash van(s) along with driver(s) for the last three years. b) The bidder should have provided cash van services to a PSU Bank / RBI / Reputed Private Bank. c) The Service provider must have an average annual turnover of over Rs Lakhs during the last three years d) The bidder should not have made loss in the last two years as of e) The bidder should have own fleet of at least 06 Cash Vans. [Sub-contracting or outsourcing of vehicles by bidder is not acceptable]. f) The bidder should have Credible Supervisory Infrastructure. g) The bidder should have drivers on their pay roll with valid driving licence and their antecedent duly verified by the police. ( Sub contracting will not be allowed). h) The bidder should have required Statutory Registration of Income Tax, Service Tax, Contract Labour Act (Regulation & Abolition) if applicable, EPF, ESI etc. i) The bidder should be free from any litigation, in the services provided, with any bank/financial institution. The bidder should not have been blacklisted by any of the institutions as mentioned in point 2 above. Order copies / any other proof indicating that the bidder is in the business since last 3 years. 8 APPENDIX D TERMS AND CONDITIONS 1. Tender document can be collected from Syndicate Bank, Regional Office, SCO 904, 1st Floor, NAC Manimajra, Housing board Chowk, Chandigarh Tender forms can also be downloaded from Bank's website 2. The tender is in 2 bid systems viz. "Technical Bid and "Financial Bid. Hence there shall be two sealed covers duly filled completely and duly super scribed as "Tender under Technical Bid" and "Tender under Financial Bid" and the same shall be submitted to Syndicate Bank, Regional Office, SCO 904, 1st Floor, NAC Manimajra, Housing board Chowk, Chandigarh The cover of Technical Bid shall contain the details of Cash van vendor profile and terms & conditions relative /mandatory enclosures. The Financial Bid cover shall contain only the price quoted as per the prescribed format and any price submitted other than in the prescribed format shall be treated as invalid. 4. Last date for submission of Tenders is 30/05/2016 upto 3.00 PM. Tenders will be opened at AM on 31/05/2016 at above mentioned address of Syndicate Bank. 5. Insurance: Service providers shall be fully responsible for comprehensively insuring the cash van against all risks including theft, arson and accident at its cost. They also shall take and service the policy of fidelity insurance for Rs.1 Crore, as cover against any loss to the Bank on account of any action by the staff of the agency. 6. Successful tender shall enter into an agreement with the Bank's prescribed format. 7. The Successful tenderers shall be agreeable to open an account with any branch of Syndicate Bank convenient to them and the payment will be made through the said a/c. 8. Each page of the tender submitted should bear the name and Signature of the owner. 9. For any clarifications, you may contact our Regional Office Phone No between AM and 5.00 PM. 10. Applications should be in this business for at least 3 years and should preferably have all India network. They should be registered under PF Act, ESI Act, Shop Establishment Act and should have at least 2 running contracts with Public/Private Sector Banks. They should have an Office / representative in Punjab / Chandigarh / Haryana. 11. The Service provider must have an average annual turnover of over Rs Lakhs during the last three years, i.e , and Service provider should have running contracts with at least two reputed banks. Preference will be given to agency already providing Cash Van to Syndicate Bank. 13. The Service provider should have a fleet of at least 06 Cash Vans deployed with various organizations, as on 31/03/ Contract Period: The contract will be for three years from the date of agreement or upto one Lakh Kms which ever is earlier; subject to annual review and renewable after expiry of the contract, however the rates quoted will be valid for one year. There shall be no change in the package rate indicated during the first year period. Any revision of rate (if any) shall be considered after completion of the first year and there after annually. Decision of the Bank in this regard would be final. Bank reserve the right to terminate the contract with immediate effect in case the service provider fail to provide satisfactory services or fail to take security measures or not adhering to the tender terms & conditions. In other cases Bank reserves the right to

9 terminate the contract during contract period after giving one month notice to the service provider. 15. Vehicle Taxes, Insurance, Fuel, Oils, Driver s Salary and maintenance charges shall be borne by the owner. 16. In case of non availability of Cash Van an amount of Rs.2000/-per day will be deducted from the Cash Van charges. 17. The agency should have good reputation & Security clearance from State Govt. 18. The antecedents of main driver & reserve driver shall be got verified by the police authorities and copy of the same be kept on record along with copies of driver s license, Insurance cover of the vehicle duly attested by the agency. 19. The vehicle shall be modified by the agency as per the Bank s Security Norms and RBI specifications for Cash Van. 20. The Cash Van shall be under the overall control of Syndicate Bank, SDMS branch at Karnal. 21. The vender of the Cash Van to provide coverage of risk relating to life of remitting staff /Escort team by incorporating a suitable clause in the agreement to be executed for Cash Van Facility. 22. Bank reserve the right to reject any or/all the tenders without assigning any reason whatsoever. Name & Signature of the Vendor with seal

10 APPENDIX E Technical & security Specifications of Cash Van on TATA 407 vehicle. 1 Cash van shall be fabricated on TATA 407 with Layout as per APPENDIX- F. 2 All doors (except rear) to have glass window pane with regulators. 3 All windows shall have 1 square thick wire mesh having 5 to 6 wide firing slot spread across the window on lower side of the window. 4 Front wind screen to have 1 square thick wire mesh, in two partitions to cover wind shield from stone pelting. 5 All doors to have door locking facility from inside & outside and the rear door to have internal (in built) lock and aldrop with pad locking arrangement. 6 All doors to have independent locking system not connected with each other. 7 Cash compartment to be located between the Driver s compartment & Rear compartment (Refer Appendix F ). It should be sufficiently strengthened by providing additional metal sheet. The cash compartment should have collapsible gate with double locking arrangement at the rear and folding rail at the ground. 8 Rear door should have facility to lock from inside. The compartment shall have two side windows & two rear door windows. All the windows should have welded mesh grills. 9 Arrangement for seating shall be as under (in addition to driver seat) : (i) ii) Co-driver seat - Original Seats. Full length seat in the middle - Original Seats One Guard should sit in front seat (Co driver s seat) along with the driver. The second armed guard with attender should sit in the in the rear compartment. The remittance officer with clerk shall be seated behind the Driver & Co-driver s seat. 10 An alarm system with one panic switch each at co-drivers seat, middle seat shall be provided. The same shall be connected directly with battery so that siren can be sounded even if vehicle is in off position. 11 Cash Van should be provided with GPS. All the charges for GPS will be inclusive in the monthly rental for cash vans; 12 A Mobile phone will be provided by the vendor and the same shall be with the Cashier while the cash van is moving from one place to other. 13 One spare stepney shall always be carried along with the vehicle. This should not be kept inside the cash cage. 14 One dry chemical fire extinguisher (one kg. capacity) ABC type (stored pressure) shall be provided near driver seat. 15 One first aid box with adequate first aid kit shall be fitted near drivers seat. 16 Roof of the Van to have Thermocol support (Except in the cash compartment ) of 1.5 thickness. 17 All seats shall have a minimum of 6 seat cushion and also provided with washable seat covers. Fans should be provided for co-driver and middle seat. 18 The cash van shall be marked with ON DUTY GOVERNMENT OF INDIA 19 Driver shall always have complete tool kit containing fan belts, air pump, spare bulbs, jack and handle and tools to open wheels and minor repairs. 20 Adequate numbers and length of box securing chains shall be provided in the cash cage firmly fixed with body of the vehicle. 21 The driver of the cash van shall have police verification report and the same shall be applicable for relieving driver also. 22 All original documents of cash van should carried by the driver on cash van during cash van duty (Signature of Bidder)
