1 REGIONAL OFFICE, NO. 5, RITWIK ENCLAVE, OM SHANTHI TOWERS, AK NAGAR, NELLORE TENDER NOTICE INVITING SERVICES OF CASH VAN ( FORCE TEMPO TRAVELLER BS IV-ABS) WITH COMPLETE SECURITY FITTINGS ON HIRE BASIS WITH DRIVER Sealed tender is invited from reputed agencies having office in Nellore, Andhra Pradesh for providing hired services of One (01) cash van with driver to be located in Nellore, Andhra Pradesh on hire basis for transportation of cash, gold, persons etc., between our various Syndicate Bank branches, offices and currency chest located in Nellore, Chittoor And Kadapa districts of Andhra Pradesh for period of three Years. The tender is required to give completed profile of the agency as their introduction along with the details as asked for in the tender. The tender in the Bank s format duly signed should be submitted in the following manner in Bank s Regional office Nellore. I. Cover should be super scribed as II. III. Last date for submission of tenders is up to 3 pm. Technical bid shall be opened on the same day ie., at 4 pm at the Syndicate Bank, Regional Office, Nellore. V. Financial bid of only those bidders who are technically qualified in technical bid will VI. VII. be opened subsequently with due notice to all successful bidders in technical bid. An earnest money deposit of Rs. 1,00,000/- to be drawn by way of DD in favour of SyndicateBank payable at Nellore and to be attached along with technical bid. Tender submitted without EMD will be rejected. Upon finalisation of awarding the contract, EMD of unsuccessful bidders will be refunded. Eligibility criteria are attached as Appendix A. Terms and conditions are attached as Appendix B. Technical bid and financial bid formats are attached as Appendix C and Appendix D respectively. Modifications to the cash van as per RBI and Bank s norms for cash vans are attached as Appendix E.

3 ELIGIBILITY CRITERIA Only those firms which fulfil the following criteria will be considered for empanelment S no Eligibility criteria Documents required a) The applicant company/firm should have been in the Order copies / any other business of providing cash van(s) along with proof indicating that the driver(s) for the last 5 Years. applicant Company / Firm are in the 1. The applicant company/firm should have provided cash van services to a PSU Bank/RBI/ reputed private Bank and should have at least 02 running contracts with public sector Banks 2. The service provider must have an average annual return over Rs.10 Crores during the last three Years 3. The applicant company /firm should not made any loss in the last three Years as of The applicant company/firm should have own fleet of at least 100 cash vans (subcontracting or outsourcing of vehicles by bidders is not acceptable) 5. The applicant company/firm should have a credible supervisory infrastructure 6. The applicant company/firm should have drivers on their pay roll with valid driving license and their antecedent duly verified by the police(subcontracting will not be allowed) 7. The applicant company/firm should have required statutory registration of Income tax, service tax, Contract Labour Act(regulation and abolition) 1970 if applicable EPF and ESI etc. 8. The applicant company/firm should be free from any litigation in the services provided with any Bank/financial institution. The bidder should not have been blacklisted by any one of the institutions as mentioned in sl. no (b) above 9. If the bidder company./firm is a private security agency it should be registered with the Govt under the contract labour act(regulation and abolition) 1970 and PASARA 10. The service provider shall be able to engage drivers only after antecedent check by local police authorities. Police verification certificates should be submitted to the Bank. 4 Appendix B TERMS AND CONDITIONS 1. Tender documents can be collected and submitted at Syndicate Bank Regional Office Nellore. No. 5, Ritwik Enclave, Om Shanthi Towers, AK Nagar, Nellore Tender forms can also be downloaded from the Bank s website 3. No of cash van with driver required is 01. This van may be deployed w.e.f for Bank s operations in Nellore region on regular basis and to any other centre on need basis. The number of van mentioned here is tentative and may vary at the discretion of the Bank. Brand new FORCE MOTORS TEMPO TRAVELLER Model BS IV-ABS is to be offered as cash van for hire. No of cash van required is 01 (one). Vehicle should accommodate 1+4 passengers and insurance coverage should also cover minimum 1 +4 passengers. 4. Necessary endorsement of RTO for modification/seating capacity is needed in the RC book. The cash van will have RTO passing Andhra Pradesh state registration and commercial goods carriage permits for commercial activity as required for the Bank. 5. The vehicle to be provided on hire basis on consolidated monthly rental basis including cost of fuel, replacement of tyres, break down maintenance, periodical maintenance/services, driver s salary, their batta etc. And all inclusive. 6. This van may be deployed for Banks operations in Nellore and Tirupathi region on regular basis and to an\y other centre on need basis. The number of van mentioned here is tentative and may vary at the discretion of the Bank. 7. An earnest money deposit (EMD) of Rs. 1,00,000/- per cash van to be drawn by way of DD in favour of Syndicate Bank payable at Nellore and to be attached along with Technical Bid. Tender submitted without EMD will be rejected. Upon finalisation of awarding the contract, EMD of unsuccessful bidders will be refunded. Each cash van would be provided with a police verified driver. Replacement driver also to be police verified. 8. The tender is in 2 bid system viz., Technical Bid and Financial Bid. The Technical and Financial Bids should be submitted in separate covers bearing the title Technical Bid and Financial Bid. Both these envelopes should be submitted in an envelope titled Tender For Cash Vans. Please note that the financial bids of only those tenders will be opened who are found qualified in technical bid. 9. The cover of technical bid shall contain the details of cash van vendor profile and terms and conditions related/ mandatory documents. The financial bid cover shall contain only the price quoted as per the prescribed format and any price submitted other than in the prescribed format shall be treated as invalid. 10. Last date for receipt of offers in the above format at our office is on or before by 3 pm. Tenders will be opened on the same day i.e., at 4 pm at the above address of Syndicate Bank. Financial bid of only those bidders who are found technically qualified in technical bid will be opened subsequently with due notice to all successful bidders in technical bid.

Cash van is to be modified as per Banks design and specifications including arrangements for chaining the cash boxes to the body of the vehicle and arrangements for locking the door from inside etc. The cost of modifications to the van as required as per Annexure C is to be borne by the contractor. 12. The contractor has to submit undertaking to replace the vehicle with a new cash van with similar modifications after it has run One Lakh KMs or on completion of 03 Years whichever is earlier. 13. The contractor should obtain the registration of vehicle as cash van and also must have a valid route permit from appropriate authority. 14. Taxes, insurance fuel oil driver s salary repairs maintenance and other expenses of the vehicle shall be borne by the contractor. 15. Insurance: service providers shall be fully responsible for the comprehensively insuring the cash van against all risks including theft, arson and accident at its cost. 16. The contractor should provide mobile phone with cash van. The instrument activation charges and monthly expenditure on mobile phone are to be borne by the contractor. Usage beyond Rs. 300/- per month would be borne by the Bank 17. The KMs run shall be counted from and to the currency chest / branch from where it is attached. The contractor shall make his own arrangements for parking of the cash van. 18. In case of non availability of cash van for any reason a sum of Rs.5000/- per day shall be deducted as penalty from the monthly charges payable. 19. GPRS facility is to be provided for each cash van with SOS facility activated. Online tracking facility with/without SMS alerts to be provided. The recurring monthly expenditure on GPRS facility is to be borne by the contractor. 20. CCTV system to be provided to the van is mandatory. The CCTV system to comprise the following. a) One robust 4 channel mobile standalone DVR (3G compatible) and supports 2 TB Hard disk. b) One 2 TB hard disk c) 03 cameras (02 IR HD mobile cameras and 01 pinhole IP camera) d) Wireless mouse e) Each vehicle with one number of 7 inch TFT screen f) System should be able to provide at least 90 days back up MDVR and cameras are to be from UL/ EN certified brands only. Clarifications on specifications and placement of components proposed can be discussed with this office before the tender. Vendor would be fully responsible for the working and maintenance of the system. At any point, the vendor should be able to provide 90 days back up of the system. 21. Security alarm integrated with panic buttons located with driver guard in driver component and guard in rear component with two hooters to be provided.

One single system integrating CCTV, security alarm components GPRS with online monitoring SMS alerts and two way communication (between driver and rear components) also is acceptable provided the demo product is cleared by the Bank. 23. Properly secured first aid box is to be provided in cash van. 24. Portable fire extinguishers (IS type) one each of 02 kg of ABC type and CO2 type to be provided. 25. The Bank shall not bear any other charges other than as marked in format of offer 26. Successful bidder has to enter into an agreement with the Bank for a period of 03 Years and the contractor or the Bank may terminate the agreement by giving three months notice. 27. Certificate should be signed by the owner that he has read and understood terms and conditions and shall abide by it. 28. Successful bidder shall enter into an agreement with the Banks prescribed format 29. The successful bidder shall be agreeable to open an account with any branch of Syndicate Bank convenient to them and receive the payments through the said account. 30. Each page of the tender submitted should bear the name and signature of the owner with company seal. 31. Is a minimum time period of 30 days acceptable to the applicant for termination of the agreement from either side 30. Whether the applicant company will resort to sub contracting 31. Whether the applicant company shall provide mobile phone in cash van. The same is to be kept in possession of the Bank round the clock 32. Whether the applicant company shall accept one year lock in period for any increase towards rentals due to hike in FOL cost 33. Whether the driver shall be ready to carry out extra duty beyond 8 hours in case of need by the Bank 34. Whether the applicant company shall be in a position to provide another cash van (as replacement) immediately in case of break down of cash van enroute 35. Whether the applicant company shall be able to provide police verification report of driver and his replacement before deploying the driver 36. Whether the applicant company is free from any litigation in the services provide with any bank/financial institution. The company should not have been blacklisted by any of the institutions. Declaration to this effect to be submitted. 37. A certificate signed by the owner that he has read and understood terms and conditions and shall abide by it is attached 38. Whether mobile CCTV system would be provided as per attached Bank s norms and conditions? if yes please specify brand and model number of CCTV DVR cameras and hard disk (number of days back up expected) proposed to be installed

11 MODIFICATIONS LAY OUT DESIGN AND SPECIFICATIONS FOR THE CASH VAN Appendix E 1. Vehicle should accommodate minimum 1+4 passengers and insurance coverage should also cover minimum passengers gauge cold rolled close annealed (CRCA) sheets for all sides and roof top for panelling. In the interiors insulation should be provided in the form of thermo cool provided between interior and exterior panelling. 3. There should be three separate compartments drivers compartment, cash compartment and rear compartment. 4. At least one spare tyre (Stepney) to be provided with easy access and one toolkit should be available with each vehicle. Stepney should not be carried in cash compartment. The tool kit should contain sufficient spares of fan belts spare bulbs emergency safety triangles/cones (orange coloured glow in the dark) jack and handle and tools to carry out minor repairs. 5. All windows and wind screen should have wire mesh protection (of not more than 1 sq inch). No window to be provided in the cash box area. Each window mesh should have a rectangular port hole of width 6 inches for use of weapon. Front wind screen to have 1 inch square thick wire meshes in two partitions to cover wind shield from stone pelting. The hinges of all the doors to be such that these are not visible externally. 6. Cash van shall be marked with ON DUTY- GOVEREMENT OF INDIA 7. CCTV, GPRS standalone security alarm fire extinguishers are to be provided as per guidelines and specifications given in the terms and conditions and reproduced below as well. Periodic servicing of all the electronics equipment and refilling of fire extinguishers to be carried out. 8. Every cash van to be provided with a mobile phone. The instrument installation charges and monthly expenditure up to an amount of Rs.300/- shall be borne by the contractor. 9. One secretly located fuel lock to be fixed in the vehicle. Driver compartment a) Seating for at least four persons (including driver) to be available. b) There should be two rows of seats in the driver s cabin front row for driver and co driver and the rear row for three people to sit. c) All seats shall have a minimum of 6 inch seat cushion with washable seat covers. d) The door windows in the driver compartment must have movable glass panes with welded mesh grills (1 sq inch) outside. The doors should have facility for locking and opening from both sides. e) At least one roof light to be provided over the driver. f) The hinges of all the doors to be such that these are not visible externally.

12 g) Engine immobilizing switches should be provided near the driver and the armed guard in the rear. h) Arrangement for mobile charging to be available. i) One portable fire extinguisher ABC type of 2 kgs (IS 15683) to be provided in driver compartment. Cash compartment a) The cash hold compartment should be sufficiently strengthened by providing additional 3.15 mm metal sheet on the floor and all the sides. b) It should be separated with driver compartment with a welded metal grill of one inch steel bars duly supported by horizontal metal sheet of 3.15 mm thickness for both sided covering three fourth from bottom. c) The entrance of the cash compartment should be free from the rear compartment. A cash compartment should have only one collapsible grill/grill door (with sufficient space to move the boxes) from the rear compartment side with double locking facility. Three fourth (from bottom) of the collapsible gate to be covered with metal sheet (to curtail access to the boxes through the grill gate). d) Minimum four chains to be provided one end of which should be welded with the body of the vehicle for securing the cash boxes. e) The chains provided should be adequate thickness size and sufficient length so as to enable locking of at least 20 boxes. f) At least two roof lights to be provided. Rear compartment a) The rear door should have facility to lock from inside and outside. b) There should be two side windows and two door windows. All the windows should have welded mesh grills. The windows should have window panes which may be sliding in nature as in normal vehicles. c) Fan to be provided for the rear compartment. d) At least one water bottle bracket shall be provided. e) One first aid medical box shall be provided. f) At least two roof lights shall be provided. g) The tool box shall be kept in the rear compartment. h) One portable fire extinguisher of CO2 type (IS 15683) to be fixed to the body in the rear compartment opposite to the guard. i) Rear door to have strong steps to board the boxes into the cash van. 10. GPRS facility with username and strong password is to be provided for cash van with SOS facility activated. Online tracking facility with / without SMS alerts to be provided. It should be able to generate online reports and periodical reports presenting location point to point and total distance. It should have the function to switch off the vehicle remotely via SMS. The recurring monthly expenditure on GPRS facility is to be borne by the contractor. GPRS machine has to be brand new.

13 11. Brand new CCTV system has to be provided and is mandatory. The CCTV system to comprise the following a) One robust 4 channel mobile stand alone DVR (3G compatible) and supports 2 TB Hard disk b) One 2 TB hard disk c) 03 cameras (02 IR HD mobile cameras and 01 pinhole IP camera) d) Wireless mouse e) Each vehicle with one number of 7 inch TFT screen f) System should be able to provide at least 90 days backup MDVR and cameras are to be from UL/EN certified brands only. Brand new security alarm system with inbuilt battery integrated with 03 panic buttons located with driver, remittance party cash compartment and rear compartment. The system should have two hooters in addition to the built in hooter. One hooter should be provided inside the bonnet (along with vehicle horn) and one in the rear compartment (near the window facing outside) of the vehicle. The system to be tamper proofed
