You are requested to quote your rates in the Annexure in a sealed cover super-scribing IIQuotation for execution ofrenovation work at Room No. 707-A". Quotation must bear the Name & Address of firm and addressed to National Coordinator, NFBSFARA, Room No. 707, Krishi Anusandhan Bhawan-I, PUSA, New Delhi-ll0012 and should reach to the undersigned latest by 1500 HR on 19 th October 2012 which shall be opened.on the same date at 1530 HR in the presence of interested tenderer(s) or their authorized representative(s) who may like to be present. The tender received after the stipulated date and time shall be summarily rejected. Right is reserved to reject outstation quotations. All quotations should be sent by Registered Post. Quotation to be hand delivered should be put in the quotation box which will be kept in the Room No. 707, KAB-I. NOTE: 1. The National Coordinator, National Fund for Basic, \Strategic and Frontier Application i Research in Agriculture (NFBSFARA), Krishi Anusandhan Bhawan-l, New Delhi may at his/her discretion, extend this date by a fortnight'and such extension shall be binding on tenderers. 2. If the date up to which the tender is open for acceptance is declared to be a holiday the tender shall be deemed to remain open for acceptance till the next working day following the holiday but there will be no change in the venue and time for opening tender as indicated above. Earnest Money Deposit: An earnest money of Rs /-(Rupees Ten Thousand only) must be deposited in the form of demand draft/pay order payable to National Coordinator, NFBSFARA at New Delhi. The particulars of the earnest money deposited must also be superscribed on the top of the envelope by indicatingthe draft/receipt number and date, failing which the tenderwill notbe opened.

2 EMD will be refunded after award of contract without any interest thereon and the forfeiture of the same will be as per the rules. Quotations received without EMD will not be considered. Performance Security Deposit: The successful bidder will be required to deposit SOlo of the tendered amount in the form of Demand Draft in favour of ICAR Unit-NFBSFARA payable at New Delhi as a Performance Guarantee. It shall be refunded to agency after the completion ofwork. It is to be deposited by the Selected Agency/Successful tenderer only after receiving a communication from the Council. Failure to furnish Security Deposit shall be treated as breach of contract and shall entail cancellation ofcontract along with forfeiture of EMD. No interest on security deposit and earnest money deposit shall be paid by the Council to the quotationer. Settlement ofdisputes: 1. National Coordinator, NFBSFARA reserves the right to reduce or terminate the period of contract or to extend its duration in the interest of the Council, for any justifiable reasons, not mandatory to be communicated to the tenderer. 2. Decision of National Coordinator, NFBSFARA will be final for any aspect of the contract and binding to all parties. Disputes arising, if any on the contract will be settled at his/her level and will not be referred to arbitration. General Terms & Conditions: 1. The tender document should be kept intact and signed with seal in token of acceptance of terms and conditions. It should be returned and pages should not be detached. In the event of the space provided on the schedule form being insufficient for the required purpose, additional pages may be added. Each additional page must be numbered consecutively and be signed in full by the quotationer. 2. The rates quoted by each firm for execution of renovation work at Room No. 707-A. KAB-I Pusa. New Delhi in quotation, should be given both in words and figures failing which the same is liable to be rejected. 3. Overwriting/erasing in rates to be quoted by the quotationer will not be allowed otherwise the quotation may be rejected. 4. The rate shall be inclusive of all taxes, nothing extra will be paid to the contractor. S. The payment shall be released only as per the actual measurement at the site and after satisfactory completion ofwork as recommended by the ICAR representative. 6. The Sale tax any other tax which is as per the rule of the Govt. of NCT of Delhi, shall be the liability of the agency to deposit the concern department and TDS shall be deducted from bill of the successful tenderer as per the rule. 7. The quotation is liable to be ignored if complete information as required is not given therein or ifthe particular asked for in the schedules to the quotation is not fully filled in. 8. The quotationer is permitted to give quotation in consideration of the stipulations on his part that after submitting his quotation, he will not resile from his offer or modify the terms and conditions thereof. 9. If the quotationer fails to observe and comply with the foregoing stipulation the aforesaid amount of EMD will be forfeited by the Council. In the event of the offer made by the quotationer not being accepted, the amount of earnest money deposited by the quotation

3 will be refunded to him after he has applied for the same, in the manner prescribed by the Council. 10. Individual signing the quotation or other documents connected with the contract may specify whether he signs it in the capacity of (i) a sole proprietor of the firm of constituted attorney ofsuch sole proprietor, or (ii) a partner ofthe firm if it be partnership in which case he must have authority to refer to arbitration dispute concerning the business of the partnership whether by virtue of the partnership agreement or power of attorney or (iii) constituted attorney ofthe firm ifit is a company. 11. In case of partnership firms, where no authority to refer disputes concerning the business of the partnership has been conferred on any partner, the quotation and all other related documents must be signed by every partner of the firm. A person signing the quotation form or any other documents forming part ofthe contract on behalf of another shall be deemed to warranty that he has authority to bind such other and if, on enquiry it appears that the persons so signing had no authority to do so, the Council shall without prejudice to other civil and criminal remedies cancel the contract and hold the signatory liable for all costs and damages. Each page of the quotation and the schedules to the quotation and annexure, ifany, should be signed by the quotationer. 12. You are at liberty to be present or to authorize a representative to be present at the time of opening of the quotation. The name and address of the representative who would be attending the opening of the quotation on your behalf should be indicated in your quotation. Please also state the name and address ofyour permanent representative, ifany. 13. The Council does not pledge itself to accept the lowest or any other quotation and also reserve to itself the right of accepting the quotation in whole or in part of the quotation. You are however at liberty to quotation for the whole or any portion or to state in the quotation that the rates quoted shall apply only if the quotation is considered fully. Other conditional quotations will not be accepted. 14. The contract can be terminated at any time by the Competent Authority for technical reasons. 15. NC, NFBSFARA reserves the right to reduce or terminate the period of contract or to extend its duration in the interest of the Council, for any justifiable reasons, not mandatory to be communicated to the quotationer. 16. Decision of NC, NFBSFARA will be final for any aspect of the contract and binding to all parties. Acceptance by the Office will be communicated by FAX/Telegram, Express letter or any other form of communication. Formal letter of acceptance and work order of the quotation will be forwarded as soon as possible, but the earlier instructions in the FAX/Telegram/Express letter etc. should be acted upon immediately. 18. Successful Quotationer will have to enter into a detailed contract agreement with ICAR on non-judicial stamp paper of Rs.100/-. Additional terms & Conditions:- Deductions for electrical charges either on actual basis or at the rate of 1% of the billed amount will be made ifthe electricity is supplied by the department. All extra items to be executed, which are not covered in the estimate shall be executed by the working agency on recommendation of the representative and rates for the same will be payable to the agency at DSR rates plus prevailing cost index/market rate. 5% of the billed amount shall be retained as the security deposit after the completion of work and shall be refunded to the agency after six month from the completion ofwork.

4 The work will be completed within a period of one month from the award of work failing which a 1% ofbilled amount per week delay maximum to 10% ofthe billed amount ofthe work will be imposed. All the material, labour, T&P required will be arranged by the agency itself and no charges towards its handling, transportation will be paid. Various items as stipulated are necessarily to be executed and have been incorporated in the estimate for rate purpose only, and quantities to be executed will be as per requirement of site conditions. h' After executing the work at site, all areas shall have to be cleaned by contractor and nothing extra on this account shall be payable to working agency. Contractor shall submit the bill for every works executed at site and shall be verified by the authorized representative. 8 Terms & Conditions: 1. The work will be carried out as per direction. 2. No T & P will be issued to the contractor. 3. The contractor will make all safety arrangements. 4. The water/eleetricity provided by the client and will be deducted as per CPWD manual. 5. Garbage generated will be disposed off by the contractor to the nearest MCD dumping ground for which nothing extra will be paid. 6. Rates should be inclusive ofall taxes, nothing extra will be paid to the contractor. 7. Quantities actually executed at site shall be measured and paid. 8. Income tax as per prevailing rates shall be deducted from the bill.
