Date RE: TENDER NOTICE FOR GUEST HOUSES MAINTENANCE SERVICES The LIC OF INDIA, Eastern Zonal Office, invites sealed Tender under TWO BID SYSTEM from reputed Agencies /Firms having establishment in Kolkata preferably in KMC area for providing Guest House Maintenance Services as specified below for Seven Guest Houses (Annexure-A) located in Kolkata. Nature of Service Maintenance of Guest Houses which includes (a) House Keeping & Caretaking (b) Sweeping & Cleaning ( c) Providing Tea, Coffee,Breakfast etc. No of Tenders One Technical Bid & Seven Financial Bids ( Submission of Seven Financial Bids separately for each Guest houses is mandatory) 1) The interested Service Providers who are equipped to provide all services of Guest Houses Maintenance are required to apply under TWO BID system ( Technical Bid & Financial Bid). Tender Form will be available at Eastern Zonal Office, Hindusthan Building,OS Deptt ( 4 th floor), 4, C.R.Avenue, Kolkata on all working days ( Monday to Friday-11 AM to 4 PM and Saturday 11AM to 1 PM ) from to on payment of non-refundable Application Fee of Rs.500/- ( Rupees Five Hundred )only. The Application Fee (nonrefundable)rs.500/- may be paid either by Demand Draft drawn in favour of LIC OF INDIA payable at Kolkata or may be deposited in cash at our Zonal office Cash Counter. Tender Form may also be downloaded from our website under Tender. Last date for submission of Application/Tender is upto 3.00PM ( Zonal Office will remain close from to and to under N.I.Act). Pre-Bid meeting will be held at OS Deptt on at 2.00 PM. Date of opening of Technical Bid is at 2.00 PM. Any authorized representative of the agency/firm may attend the Pre-bid meeting and during opening of Technical Bid. Sealed Financial Bids will be opened subsequently in respect of only such Technical Bids which will be found suitable and qualified. 2) The Terms and Conditions governing the tender are given herewith: 3) All pages of tender forms will have to be signed by the applicant as proof of its acceptance. 4) Tenders should be submitted in the form of Two Bid system viz.one sealed cover marked ENVELOPE-1 superscribed as Technical Bid for Guest House Maintenance Services and another sealed cover marked ENVELOPE-2 superscribed as Financial Bids for Guest House Maintenance Services for seven Guest Houses. 2 5) L1 ( Lowest one) shall be decided on the basis of the sum total of 7 ( seven) Financial Bids and contract for maintenance services of seven Guest Houses shall be awarded to a single vendor/contractor. 6) The applicants should submit self attested copies of following documents in the sealed cover marked ENVELOPE-1 superscribed as Technical Bid for Guest House Maintenance Services. a. Tender Document ( all pages) duly signed and sealed by the tenderer. b. Certificate of registration with Register of Companies or Register of Firms or letter of proprierorship. c. Registration Certificate under Shop & Establishment Act. d. Income Tax Returns for last Three Financial Year ( , & ) e. PAN Card. f. Audited Financial Statements (Income Statement,Profit & Loss Account,and Balance Sheet including all related notes) for financial year ending g. Registration Certificate form ESI Corporation. h. Certificate from EPF Organisation under EPF & Misc. Provision Act i. Registration certificate for Service Tax. j. Registration Certificate of Regional Labour Commission and Licence as per contract labour ( Regulation & Abolition ) Act k. Either Money receipt towards Application Fee Rs.500/- issued by LIC Zonal Office Cash Counter or in case of downloaded tender form one Demand Draft of Rs.500/- drawn in favour of LIC OF INDIA payable at Kolkata should be submitted with the application/tender form. l. All Seven Financial Bids should be submitted in a separate sealed cover marked ENVELOPE-2 superscribed as Financial Bids for Guest House Maintenance Services for Seven Guest houses.) 8) Both sealed cover Bids ( Technical Bid marked Envelope-1 & Financial Bids marked Envelope-2) are to be put in the third big sealed cover marked ENVELOPE-3 superscribed as Tender for Guest House Maintenance Services for Seven Guest Houses. 9) The sealed Envelope-3 ( containing Technical Bid marked Envelope 1 &Financial Bids marked Envelope -2) should be addressed and submitted to Secretary(OS),LIC of India, Eastern Zonal Office, Hindusthan Building, OS Dept, 4 th Floor, 4, C.R.Avenue, Kolkata The tender should reach the above address or to be dropped in to the Tender Box kept at OS (Store), 5 th floor, Hindusthan Building, Eastern Zonal Office, 4,C.R.Avenue,Kolkata by up to 3.00PM. The tenders received after the last due date and time will not be considered. Page-2

3 10) Earnest Money Deposit (EMD): An amount of total Rs.35,000 ( Rupees thirty five thousand only) for Seven Tenders i.e Rs 5000/-for each Tender towards EMD should be paid in the form of Demand Draft drawn in favour of LIC OF INDIA payable at Kolkata. The EMD will carry no interest. Demand Draft of Rs 35,000/- towards EMD for seven Tenders must be put in the closed envelope of Technical Bid ( Marked Envelope-I ) 11) Technical Bid will be opened on (2.00 PM) at OS Dept. of the above mentioned address. One representative from the Agency/Firm may remain present during opening of Technical Bid. Only the sealed Financial Bids ( Envelope-2) of those who have qualified under Technical Bids, will be opened subsequently. 12) Applicants should ensure that the Tender Forms/Applications are received before the date & time specified above. Tender Forms/Applications received late on account of any reason will not be entertained. 13) The existing agency qualifying our requirements, terms & conditions may also apply afresh. 14) Mere submission of Tender Form/Application does not confer the right for accepting Tenders.The Life Insurance Corporation of India reserves its right to accept or reject any /all Tenders or cancel the Tendering process without assigning any reason thereof for which Life Insurance Corporation of India shall neither be liable nor obligatory to inform the applicant the grounds of any such action. 5 General Terms and Conditions: 1) i) Tender documents /papers ( Technical Bid, Financial Bid, application,annexures etc.) should be in sealed cover ( Marked Envelope- 1,2,& 3 ) as mentioned above. ii) Tender Form/Applications should be duly filled in properly and there should be signature on all pages and documents. All the required documents should be attached in proper serial order and duly indexed in Annexure IV. iii)demand Draft /Pay order/bankers s Cheque towards Application Fee( non-refundable) Rs 500/- and EMD (refundable) Rs 35,000/- ( 5000/- for each Guest House for seven Guest House) should be enclosed with the tender form as mentioned above. iv) No brokers/intermediaries shall be entertained. v) Compliance to local laws/statutory requirements: The Service Provider shall follow all rules/regulations in force and it will be the sole responsibility of Service Provider to abide by the provisions of the following Acts as to the workers engaged by him/her for performance of the service. a) Child Labour Abolition & Rehabilitation Act,2006. b) Labour & Employment Act,1972. c) Workmen Compensation Act,1923 d) Industrial Employment (standing Order) Act,1946. e) Contract Labour (Regulation & Abolition) Act,1970. f) The minimum Wages Act g) Employees Provident Fund Act h) The Employees State Insurance Act i) Any other Act or Legislation which may govern the nature of Contract /may be introduced later. vi) The successful service provider/contractor shall submit an Affidavit for verification of antecedents of the workmen at the time of commencement of contract along with list of workmen to be engaged. vii) The successful Contractor will supervise effectively the operation of Guest Houses for 24 hours in terms of Scope of Work. viii) The Successful Contractor will have sole responsibility for the deployment of the manpower and for ensuring rights of the individuals for carrying out the contractual works. The Contractor will indemnify LIC of India against any possible damages or penalties on account of violation of any provision governing the employment of the individual deployed to carry out the contractual work. ix) The supply and maintenance of cable TV connections of all Guest houses are to be continued and will be reimbursed on submission of bills. 6 x) Any fault /repairing required of any appliances/electrical gadgets should be reported immediately to OS Department. xi) The workmen engaged by successful Contractor should be of good conduct,character and health, disciplined, and well behaved. They should be in proper uniform to be provided by selected service provider. The selected service provider shall be solely responsible for the integrity of the workmen/personnel deployed. The selected service provider shall be solely responsible for any misbehavior, misconduct etc of the workmen engaged by the selected service provider and under no circumstances the Corporation (LIC) will be responsible for any obligation /liabilities. xii) All workmen engaged by the selected service provider for carrying out the work would be deemed to be selected service provider s employees for all purpose and he shall make regular and full payment to his employees. No liability /responsibility whatsoever on account of persons engaged by the selected service provider is attributable to the Corporation. These persons /workmen, engaged by the selected service provider, will not be entitled to claim any kind of employment with the Corporation. xiii) None of the personnel of the selected service provider shall enter into any kind of work other than provided under this contract within the complex. 2. Security Deposit: The successful contractor/selected service provider will have to submit security deposit in the form of Bank Guarantee of 10% of approximate annual contracted charges/cost of all seven Guest Houses. 3. Refund of EMD : EMD of unsuccessful tenderers / bidders will be refunded without any interest within reasonable time ( possibly within one month) from the date of finalization of tender. In case of successful tenderer the EMD shall be refunded once the selected service provider pays security deposit in the form of bank Guarantee to the tune of 10% of yearly contracted value. The EMD will carry no interest and even in case of delay of refund due to some reason. 4. Service Agreement: The selected service provider shall enter into SERVICE AGREMENT with the Corporation. Period of Contract: The contract shall initially be for a period of one year, which may be extended at the discretion of the Corporation by another year and thereafter for a further period of one year on satisfactory performance of the contract on the same terms and conditions. 6. In respect of wages paid to the workers engaged by the selected service provider, the statutory provisions under Minimum Wages Act applicable of central sphere should be complied with. The difference in subsequent minimum wages rates due to revision of the rates by the Central Labour Commission will be adjusted by the Corporation accordingly. 7. The bills of Guest House maintenance & caretaking should be submitted with a copy of PF,ESI remittance challan,service tax remittance challan etc. The bills will be settled at monthly intervals within 10 days from the date of submission of all requirements. Service tax will be reimbursed on submission of challan as a proof for previous remittance of service tax with details of amount remitted towards the mentioned bill. 8. Income Tax will be deducted at source at the time of payment, as per rules. 9. Complaint register is to be maintained properly and produced periodically for verification. 10. Eligibility Criteria a) The Agency shall have at least three years experience in the field. b) The Agency should have at least one client who is a PSU/ Public sector BANK/Government body/reputed Pvt.Sector Enterprise like Tata Steel, etc. c) The Agency must have at least 2(two) running contract for Guest House maintenance & caretaking. ( proof to be enclosed) d) The Agency should have registered with concerned Statutory Authorities such as Regional Labour Commi,EPF,ESI,etc ( Copies of proof are to be attached with the Technical Bid ) e) The Agency should have at least 20 staff/ personnel on rolls. f) The agency should have submitted IT return for the last 3 years. g) The Agency should have minimum annual turnover Rs.50( Fifty) lakhs during any one of the last three financial years from the field of Guest House maintenance, caretaking & house keeping and experience of having executing an order worth Rs.25 ( Twenty five) lakhs and above for at least one client in any one of the last three financial years. 11.Provisions of Sec.33(3) of the insurance act,1938 as amended by the Insurance Laws (Amendments) Ordinance,2014: In terms of provisions of section 33(3) of the Insurance Act,1938 as amended by the insurance Laws ( Amendments)Ordinance, 2014, Insurance Regulatory and Development Authority of India (IRDAI) is authorized to verify all such books of account,register,other documents and the data base in the custody of contractor in respect of service outsourced by the LIC of India. It shall be the duty of the contractor to provide such documents/statements/information as may be required by IRDAI within such time as may be specified by the IRDAI. 8 12.SCOPE OF WORK : LIC of India intends to avail the following services for Guest House Maintenance of its premises at the locations mentioned in Annexure-A of the Tender Notice. a) Cleaning, sweeping and mopping of the floors including Lobbies, Passages of all the common area. b) Continuous dry and wet mopping of floor passage areas. c) Damp wipe cleaning of door s glass panes etc. d) Cleaning /sweeping of toilets/bathroom inside the Guest Houses daily. e) Collecting waste paper/material and refuse on the floor regularly and dumping the waste outside the building at the Dumping area of KMC f) Sweeping & Cleaning of toilets/bathroom regularly in case of change of guests. g) Removing stains from floor, walls, doors, partition in hall on regular basis. h) Dining Room and Tables are to be cleaned after every usage. i) Changing of bed sheet, Pillow, etc. on check in of booked Guest and twice a week if the Guest occupies for a longer duration. j) Towels, wherever supplied should be changed on daily basis. k) Washing (Machine) of Bed linens, towels, Pillow covers, Curtains etc. l) Cost of cleaning materials such as phenyls, room spray, Hit spray, liquid soap, mosquito repellant, Naphthalene Balls, Sample Soap etc. to be borne by the concerned agency. m) Supply of man power to work as Caretaker and Sweeper. (Caretaker should not be deployed as Sweeper) n) Maintenance of Guest Registers & Guest Forms. o) Preparation of Coffee, Tea (Daily) and Breakfast etc. on the basis of Guest s order. Rates are to be charged by the Contractor on actual basis for supply of above mentioned services. p) Guest House charges are to be collected at the prescribed rate and to be remitted at Zonal Office Cash Counter twice a week. q) The remittance challan, Guest House Register and Guest Forms are to be produced to OS Department for closing of entry and verification. r) Guest rooms are to be allotted as booked by the department after verification of identity and confirmation letter for booking. s) Supply of drinking water to guests. t) Workmen should wear uniform and ID Card provided by the Contractor while on duty. u) Cleaning and dusting of tables, chairs, partitions, window glasses, Sofas,wooden racks, wooden wardrobe, steel cabinets, almirahs, etc. v) Monthly cleaning of Ceiling fans, table fans, wall fans etc. w) Cleaning of wall tiles, pots, partitions, windows, glasses of toilets, floor tiles, taps /fixtures,etc daily basis with good quality of detergents and disinfectants. Filling and refilling of liquid Soap, Air freshners,napthalene Balls, Sani cubes to deal with bad odour and germs. x) In case of any problem relating to plumbing, breakage, electrical problem etc bringing it to the notice of the Office Service Dept. y) any other work related to above.
