1 Identifying the Preferred Service Location (PSL) This guide provides step-by-step instructions for how DSOs are to engage with individuals to identify their preferred locations for accessing Ministry-funded adult developmental services and supports. The inclusion of each person s preferred location for accessing service supports the process of matching people to available service and support resources. The instructions set out in this User Guide provide direction that is supplementary and to be applied in accordance with Questions and Answers re: Cross-Regional Applications (issued September 2016). Background DSCIS includes questions related to the locations in which an eligible individual would prefer to access Ministry-funded adult developmental services and supports. The Preferred Service Location (PSL) questions are included in DSCIS, as part of the ICE record for each person. The PSL questions help DSOs identify the locations in which individuals would prefer to access services and supports. Locations, in this case, refer to the individual counties/municipalities/districts across the province that are identified and categorized as being within a particular DSO's regional catchment area. People must apply for Ministry-funded adult developmental services and supports through the DSO that is within the region where they live, but may request services and supports across the DSO regional catchment areas. Furthermore, people are not precluded from requesting services in multiple DSO regional catchment areas. The DSOs identify and confirm preferred locations by engaging with the person and their family/respondents during the assessment process, and may update this information at any time. Note: A person may only be referred to and considered for direct funding through the Passport Program in the designated regional catchment area in which they live. However, a person who accesses direct funding through the Passport Program may then use that funding to purchase services outside their region. Initial Identification of PSL Information As part of the initial DS Application Package assessment process, DSO assessors are to engage individuals and their family/respondents to identify their preferred locations for accessing Ministry-funded adult developmental services and supports. PSL selections must be identified for each service category that the person will be considered for. DSO assessors begin by discussing locations within their designated regional DSO catchment area. At the discretion of the DSO assessor, they may also engage the person/family/respondents in a discussion of potential service locations that would be in a different DSO catchment area. Reasons for this might include limited regional availability of a specialized developmental services resource, or reasonable proximity to an appropriate service or support resource that is near, but across a regional boundary. Upon request, DSO assessors will help people identify several PSLs across regional DSO catchment areas, including within multiple DSO regions. This is with an understanding that it would be the person s responsibility to travel to any services or supports they might be connected to. 2. Entering and Updating the PSL Information in DSCIS Upon confirmation of the person s identified preferred location(s) for accessing service, the DSO shall enter the location(s) from the listed options on the SDC PSL page in DSCIS. The PSL information must be entered for each service category is recommended to be considered for, as confirmed in steps found in the Identifying Recommended Services and Supports in the Individual Consolidated Evidence User Guide. The identification of a PSL is related to each category of service, rather than each type of service (i.e., if the person requests multiple types of residential services, the DSO will only have to enter the PSL once, and it will be applied to each of the residential service types selected). The PSL information is also editable and can be updated at any time after initial data entry, based on updated confirmation of the person s preferred location(s) for accessing service. i. Entering and Updating the PSL Information in DSCIS From the DSS Case, select the Evidence Dashboard (A) and select the ICE evidence (B) DSCIS USER GUIDE 3 Identifying the Preferred Service Location

4 Select (C) to toggle down and view the evidence details If the evidence Status is not In Edit, select (D) and select Edit (E). You will not be able to edit the PSL without an in edit ICE. If the evidence Status is In Edit, the select Continue Editing Select the Change Reason and select an appropriate reason from the dropdown menu. Options are; o Correction- Person reported a correction to information they previously reported o Case Audit- Do Not Use o Case Review - Eligibility Review Decision o Entered in Error- DSO data entry error o Investigation- Do Not Use o Reported by Client- Client or Respondent has provided an update o Reported by External Party- Agency or other external party has provided an update o Shared from other case- Do Not Use Enter in the Effective Date of Change Using the Effective Date of Change tells DSCIS to stop using the old information and start using the new information, effective the new date. Both the original information and the newly added information are maintained within the system. If a correction is required (i.e., information was added incorrectly in the record), the user does not use the Effective Date of Change field when adding a change DSCIS USER GUIDE 4 Identifying the Preferred Service Location

5 reason. DSCIS will overwrite the previous, incorrect, information with the new change. An Effective Date of Change cannot be used if the Start Date of the current ICE record is today s date. Edit the ICE record, if necessary, and select Save and Exit The ICE record will now be In Edit (F) Select the SDC and PSL hyperlink (G) This opens the SDC and PSL window. Review the Recommended Services noted with a Yes (H), then select (I) and select Continue Editing (J) DSCIS USER GUIDE 5 Identifying the Preferred Service Location

6 Scroll down to the Preferred Service Location Details section, select the person s PSL Regions or Counties (K), and select the arrows (L) as appropriate to select the desired region(s) or counties. Select Save Note: o Hold the Ctrl key on the keyboard to select multiple options o You cannot select a county within a region if the whole region has already been selected From the DSS Case, Evidence Dashboard, select (M) and select Apply Changes (N) DSCIS USER GUIDE 6 Identifying the Preferred Service Location

7 Select the ICE Evidence, and select Save Results: The Preferred Service Location has been updated. When a DSO activates a PSL in another region, that entire region will receive read only rights automatically (with no end date) until the PSL has ended. Authorized access can still be granted or removed manually, if needed. 3. Identification of Cross-Regional PSL Request Upon identification of a cross-regional PSL request, refer to the Processing Cross- Regional Service Requests User Guide. 9 Quick Guide for Experienced Users This Quick Guide provides an overview of the process to update/enter the PSL information in DSCIS. For more details and examples of the screens, refer to the detailed steps. Entering and Updating the PSL Information in DSCIS 1. From the DSS Case, select the Evidence Dashboard and select the ICE evidence. 2. Select to toggle down and view the evidence details 3. If the evidence Status is not In Edit, select and select Edit. If the evidence Status is In Edit, the select Continue Editing 4. Select the Change Reason and select an appropriate reason from the dropdown menu. Options are; o Correction- Person reported a correction to information they previously reported o Case Audit- Do Not Use o Case Review - Eligibility Review Decision o Entered in Error- DSO data entry error o Investigation- Do Not Use o Reported by Client- Client or Respondent has provided an update o Reported by External Party- Agency or other external party has provided an update o Shared from other case- Do Not Use 5.
