1 1. Go to 2. On the right side of the screen under Related Links, select Individual Income and Homestead 3. Select Homestead WebFile 4. You will begin a Homestead Claim in one of two ways: A) If the filer submitted a claim the previous tax year, enter their Social Security Number and the amount of last year s refund or contact the Kansas Department of Revenue Electronic Services unit for an access code at or kdor_eservices@ks.gov. B) If the filer did not submit a claim the previous tax year, select set up an account. This will allow them to create their own access code. KANSAS STTC 1
2 C) Select the type of claim you are filing: Original or Amended KANSAS STTC 2
3 D) The first tab to be completed is the Personal Information tab. All fields with Blue Arrows are required. If the claimant has a Change of Name and/or Address, please check the box. KANSAS STTC 3
4 E) Click Continue and the system will move to the Qualifications tab. The questions on this screen will assist in determining if a claimant qualifies for a Homestead (K-40H) or a Property Tax Relief for Low Income Seniors (K-40PT). F) Click Continue and the system will move to the Income tab. The Income tab is separated into 3 income type sub tabs Included Income, Income Total, and Excluded Income. NOTE: Persons who were disabled prior to reaching full retirement age and who are now receiving regular Social Security benefits may exclude all Social Security benefits from Household Income for the purposes of computing the Homestead Refund (K-40H) and the Safe Senior Refund (K-40PT) regardless of when they reached full retirement age. If the person was disabled prior to full retirement age, they may continue with that status. KANSAS STTC 4
5 INCLUDED INCOME: a. Wages or KAGI: If the claimant is not required to file an income tax return, enter the total of all wages, salaries, commissions, fees, bonuses, and tips received by them and their spouse during the current tax year. If they file a Kansas income tax return, enter their Kansas Adjusted Gross Income (KAGI) from line 3 of their Form K-40 (adding back any net operating losses or net capital losses.) b. FEIC: Enter any Federal Earned Income Credit (EIC) received during the current tax year. This is generally the amount shown on the previous year s Federal income tax return, but could also include EIC for a prior year that was received in the current year as well. c. Other Taxable Income: Enter all taxable income other than wages and pensions not already entered on the Wages or KAGI line of this form. This includes all taxable interest and dividend income, unemployment, self-employment income, business or farm income, alimony received, rental or partnership income, the gain from business or investment property sales, and any long term capital gains that were included in their Federal Adjusted Gross Income. A net operating loss or net capital loss may not be used to reduce household income. d. SS or SSI Income: Enter the total Social Security and Supplemental Security Income (SSI) benefits received by the claimant and their spouse. Include the amounts deducted for Medicare, any Social Security death benefits, and any SSI payments not shown on the annual Social Security Benefit Statement. Do not include Social Security or SSI disability payments on this line. This income should be entered on the Excluded Income section of the Income tab. e. RR and Other Pensions: Enter all Railroad Retirement (RR) benefits and Veterans (VA) pensions and benefits received during the current year. KANSAS STTC 5
6 Do NOT include RR or VA disability benefits. These are entered under the Excluded Income tab. Also include the total of all other taxable and nontaxable pensions and annuities received by the claimant or their spouse that have not already been entered in the Wages or KAGI or SS or SSI Income boxes (except for any RR or VA disability benefits.) f. TAF and Other: Enter the total amount received during the current year for: Temporary Assistance to Families (TAF); Welfare or general assistance payments; Worker s compensation; Disability payments (Do not include disability payments received from Social Security, SSI, Veterans and Railroad Retirement, or pensions already entered in the Wages or KAGI or RR and Other Pensions boxes.) Grants, scholarships, and foster grandparent payments. g. All Other Income: Enter the total of: All income (regardless of source) received by adult individuals other than the claimant or their spouse who lived in the homestead at any time during the current filing year. For those persons who lived with the claimant less than 12 months, include only the income they received during the months they lived in the household. Be sure to list these individuals in the Members of Household section of the claim. The income (child support, SSI, wages, etc.) of a minor child or incapacitated person ONLY when that person is an owner of the homestead. Any other income as outlined in What is Household Income on page 3 of the Kansas Homestead Claim & Property Tax Relief Claim instruction booklet. After entering the Included Income, click Continue and the system will move to the Income Total sub tab. INCOME TOTAL: This tab will display the Total Household Income received during the current filing year. If you do not think this is correct, select the Included Income sub tab to return to the previous page to review the amounts entered. This Income Total includes 100% of Social Security entered as Included Income. As a result, a warning might appear stating the income appears to be too high to qualify. Do not stop if you receive the warning, but continue through the tabs. Social Security income will later be divided in half automatically for a K40H. (The online application does this automatically. You will enter the full amount on the Included Income tab.) NOTE: To qualify for a K40PT, the total income must not exceed the maximum allowable for the year. Social Security Income WILL NOT be divided in half for this determination. To qualify for a K40H, the total income must not exceed the maximum allowable for the year. Social Security Income WILL AUTOMATICALLY be divided in half for this determination. KANSAS STTC 6
7 Click Continue and the system will move to the Excluded Income sub tab. EXCLUDED INCOME: Providing this information should speed the processing of their claim. Income reported here should NOT be included on the Included Income sub tab. If you need to adjust the reported household income, click the Included Income sub tab and make the necessary changes. In the spaces provided, enter the annual amount of all other income (including any income received by minor children) not included as household income. KANSAS STTC 7
8 a. Food Stamps: Enter the amount of Food Stamp benefits the household received during the claim year. The Food Stamp program, also known as the Supplemental Nutrition Assistance Program, is administered by the Kansas Department of Children and Families. Benefits for this program are issued on Vision debit cards. b. Child Support: Enter the amount of Child Support the household received during the claim year. Example: If they received a child support payment of $50 per month, enter $600 ($50 x 12 months). c. Loans: Enter the total amount of any personal or student loans the household received during the claim year. d. Nongovernmental Gifts: Enter the total amount of all gifts from nongovernmental sources the household received during the claim year. e. Settlements: Enter the total amount of any settlement payments, including lump sum payments, received by the household during the claim year. f. Disability: Enter the total amount of disability income received from Social Security Disability Income (SSDI), Supplemental Security Income (SSI), Railroad Retirement, and Veterans benefits. These amounts are not considered when determining eligibility for the Homestead claim. IMPORTANT: Social Security payments that were SSDI payments prior to a recipient reaching full retirement age are NOT included in household income and should be entered in this field as well. g. Other Source: Enter the source name of any other income received that should not be considered when determining household income. Examples of Other Sources include income received by a minor child or incapacitated person if he or she does not hold legal title to the homestead or is not a party to the rental agreement. h. Other Amount: If you entered a source of income in the Other Source field, enter the amount of income received from that source. KANSAS STTC 8
9 G) Select Continue and the system will move to the Owner Refund tab. All fields with Blue Arrows are required. a. Total Property Tax (Required Field): Enter the total general property tax claimant paid or will pay for the claim year as shown on their real estate tax statement. (Tax on property valued at more than $350,000 does not qualify.) DO NOT include: Special assessment taxes, such as those levied for streets, sewers or utilities; Charges for services, such as sewer service; Interest or late charges; Taxes on agricultural or commercial land. If you are filing on behalf of a claimant who died during the claim year, the property tax must be prorated based on the date of death. To determine the property tax amount to enter, refer to the list in the online Help tab. b. Are there any Delinquent Property Taxes? Yes or No If they have delinquent property taxes, answer Yes. Their homestead refund will be used to pay their delinquent property tax. The entire amount of their homestead refund will be sent to their county treasurer. NOTE: The Homeowner must not have any delinquent property taxes to qualify for a K40PT. The answer to this question would have to be No. c. Percent of the homestead property that was rented or used for business in (claim year): If a portion of the property was rented or used as a business in (claim year), enter the percentage of the property used in this field. To calculate the percentage, divide the total number of rooms by the number of rooms rented or used as a business. KANSAS STTC 9
10 Note: The claimant is NOT required to submit a copy of their (claim year) property tax statement with their Homestead claim. However, they may be asked to provide this documentation at a later time in order to verify their refund claim. H) Click Continue and the system will move to the Household tab. Complete a list of ALL persons who lived in the household(s) at any time during (claim year). The claimant will already be listed. Select Edit for the claimant and complete the information. If they had a dependent child they listed while doing the Qualification page, the dependent child will also already be listed. Add any additional members of the household including all adults and children who lived with them at any time in (claim year). They may add up to 15 household members. If they had more than 15 household members who lived with them during (claim year), they must file their Homestead claim on paper. KANSAS STTC 10
11 To add a household member to the list, click the Add button and complete the Add Member of Household screen. All fields with Blue Arrows are required. a. Relationship to Claimant: Enter the relationship of the household member to the claimant (son, daughter, parent, grandparent, aunt, uncle, etc.) b. Dependent?: If the person being listed is their dependent, mark this indicator by checking the box. c. Months in Household: Enter the number of months of the claim year this individual lived in the household. For children born during (claim year), enter only the number of months from the date of birth to the end of the year. Example: enter 6 in the number of months box for a child born July 10, d. Income: Enter the amount of any income the person provided the household during the claim year. This individual s income should already be included on the Income tab under the Income Total sub tab. Note: 100% of Social Security is included, but no excluded income should be entered. KANSAS STTC 11
12 Click the Continue button to return to the Members of Household List tab and repeat the process for each individual who lived in the household. I) Click Continue and the system will move to the Refund Total tab. The claimant will be issued a claim for the amount listed on this page if: There are no corrections made to their claim, and As a homeowner, they did not participate in the optional refund advancement program, and They have no delinquent property taxes due to the County Treasurer; and They owe no other debt to the State of Kansas. If the Homeowner qualifies for a K40H Refund, this screen will say K40H Refund Amount. KANSAS STTC 12
13 If the Homeowner qualifies for a K40PT Refund, this screen will say K40PT Refund Amount. a. Participation in Refund Advancement Program: Select Yes or No By selecting Yes, the claimant is requesting the Kansas Department of Revenue electronically transfer their current year advancement information directly to the County Treasurer. If they do not check this box, they cannot participate in the current year advancement program, in which case, none of their current year refund will be used to pay their current year property taxes. 14 J) Click Continue and the system will move to the Summary tab. Any sections of the claim that have not been properly completed are marked with an incomplete icon,. Selecting the Edit link will display a list of errors associated with that section and give you a chance to correct them. You will not be able to continue past this page unless all sections are marked with the Complete icon, KANSAS STTC 14
15 K) Click View Claim, to view the claim in its entirety. (Note: The claim has not been filed yet.) Click Continue and the system will move to the Signature screen. By signing and submitting this claim form, you are declaring the information reported within the application is true, correct, and complete to the best of your knowledge. You must complete the signature page in order for the homestead claim to be processed. All fields with Blue Arrows are required. a. Discuss With Preparer: By checking this box, you are authorizing the Director of Taxation or the Director s designee to discuss the homestead claim with the designated tax preparer. b. Claimant s Name: Enter the full name of the claimant. c. Acknowledge Signature: This box must be checked to acknowledge the claimant s signature. KANSAS STTC 15
16 L) Click Continue and the system will move to the Refund Method screen. Select the method of refund from the dropdown box. Once the selection has been made, click Continue to proceed. If the claimant has chosen to participate in the Refund Advancement Program and their refund amount is more than their Property Tax due, the Kansas Department of Revenue needs to know their preferred refund method for the remainder due to them. Please select a method of payment from the dropdown box. All fields with Blue Arrows are required. a. Direct Deposit: Select this option to have the claim direct deposited into the claimant s bank account. They will be required to provide banking information on the next screen. The claimant must provide us with CORRECT banking information. If the banking information is entered incorrectly, the refund transaction will either fail resulting in their refund being returned to the Kansas Department of Revenue or be deposited into an inappropriate account. If a refund is returned to the Department, a paper check must then be issued. This will delay the refund significantly. VERIFY the bank information is correct before submitting the claim. If they are not sure what information should be entered, they should contact their bank and ask for assistance. b. Paper: Select this option to receive a paper refund check. A check will be mailed to the address entered in the Personal section of this claim. c. Will you deposit your refund to a Prepaid Debit Card / Cash Card? If so, check the box: Check this box if the claimant will be depositing the refund to a Prepaid Debit Card / Cash Card. If the Check option is selected, click Continue and the system will submit the claim and provide the confirmation number for the filing. KANSAS STTC 16
17 If the Direct Deposit option is selected, click Continue and the system will move to the Direct Deposit screen. All fields with Blue Arrows are required. Routing Number: Enter the 9 digit bank routing number from the claimant s deposit slip or check. In some instances, a routing number on a deposit slip may not match the routing number on a check. The claimant will need to verify the routing number with their banking institution to ensure it is correct prior to continuing. If an incorrect number is entered, the claim will be delayed. Verify Routing Number: Re-enter the routing number. Account Number: Enter the bank account number the claim is to be deposited to. The claimant will need to verify the account number with their banking institution to ensure it is correct prior to continuing. If an incorrect number is entered, the claim may be delayed or deposited into the wrong account. Verify Account Number: Re-enter the account number. Account Type: Select the bank account type from the dropdown box. (Checking or Savings) KANSAS STTC 17
18 M) Click Continue and the system will move to the Confirmation screen. The claim has been filed. A Confirmation Number will be provided. You may View Claim, Print or Log Off. For record keeping, it is recommended that View Claim be selected so the entire claim may be printed. The Confirmation Number will print at the top of the printed claim. KANSAS STTC 18
