Section II, 30 units. Estimate at $350 each - $10,500 5) Install shutters on unit front windows Section II, 32 units x $142/unit material plus $100/unit labor - $7,744 Not yet approved by Homeowner s association board. Have sample to place on pool house to see if association likes it. 6) Repair and/or replace siding Section III, 26 units - Estimate is $12,000 to $20,000

Two units in arrears have been sent certified letters requesting payment or suspension of privileges if not paid within thirty days. 4 Insurance /Bylaws: Mr. Connors sent a letter to Mr. LaGumina today covering several items. Lease control Association has the right to request certain things within the lease such as fees for the association s services. Etc Number of Persons occupying a unit Does the H.O. association have the right to limit the number of persons within a unit. Number of animals and types, specifically those that are potentially dangerous. Old Business Website Looking to do more updates, perhaps make it more publicly accessible. Lvwa.net New Business Had a call from a realtor inquiring about unit #82. Informed the realtor that a lien is in place and informed potential buyer about the lien as well. Discussion of placement of arrears/lien money in escrow at time of closing for payment to the RHHA. Please dig out and replace with potted tree? President s Report Staffiero There have been several recent car break-ins. Please keep your cars locked night. Vice President s Report-Cagney Nothing to report. Secretary Report Leibowitz Motion to accept minutes as amended: Sutherland Seconded: Glennon. Minutes approved. Treasurer s Report Sutherland See attached. 3 units still in arrears and 2 of 3 are in foreclosure. Mr. Sutherland suggested we pass this information along to the association s lawyer, Mr. LaGumina. Tree trimming service, Mr. Allison, to begin the first week of November. They will need a time card as he will act as an employee of the association. The trees located behind units #35 to #37 will be taken care of the association s lawn service. Motion to accept: Connors, seconded: Leibowitz Committee Reports Building Report In process of painting section three. How much we get on will depend on how long the weather holds out. Decks Discussion of uniformity of deck stain/painting. Discussed whether or not decking and framing Concrete work on sidewalks and pads will begin in sections 1 and 2b in 2 to 2 1/2 weeks. Grounds Affordable lawn care will be taking care of the trees behind #27 and #28. Mr. Connors asked about the Pine Tree at #34.The Board will contact Starlight Treet Service to take it down. Will Will send out a note to the units whose trees are going to be trimmed, shaped. Pool o Concrete deck or paver deck investigating condition underneath the deck/stability. o Discussed replacement of fencing around the deck with concrete Insurance Nothing new to report By-Laws Mr. Lagumina is currently reviewing the documents. 7 Sample warnings Typographic correction to it revoke, not remove grounds privileges parking and pools. Maintenance Fees - Need to develop a second notice letter for arrears issues. New Business Monthly Report We will be posting a condensed What s Going on at Rondout Harbor at each mailbox on a monthly basis, starting after the November board meeting. We will continue to post the full monthly minutes and financial report on the web. Paper copies of the full monthly report (minutes and financial report) will be available on request. The website will be moving to full public access/no-sign in required. Meeting adjourned at 8:18 PM.

Mr. Sutherland asked about the interior shut-off valve checked. President s Report Staffiero Please remember, lock your doors at night. Holiday season is here, so make sure you remove any packages from outside as soon as you can. Vice President s Report-Cagney Nothing to report. Motion to approve Treasurer s report: Cagney Seconded: Glennon Committee Reports Building Report Sidewalks are complete. We are awaiting completion of clean-up/fixing of ruts in grass from truck. Brian Evans will come in to fix gutters following Thanksgiving for unit # s: Painting for Section III is expected to run into 2011 due to the weather. Grounds Reminder Trees and shrubs planted on common ground are the property of the association and are not to be touched or trimmed by individual homeowners. The association s professional landscaping service and arborist are responsible for their maintenance. The board will be sending out a notice regarding this issue and notices regarding violations of the rules of the association will be sent out to two units. Winter rules will be going out to all homeowners including seasonal winter parking rules. The Board is looking into possible alternative de-icing salt to what we currently have that may be friendlier to concrete.
9 RHHA Board Meeting Minutes March 15th, 2010 Board Members Norma Staffiero #52 Don Sutherland #31 Annette Jaret #49 Robert Leibowitz #26 Homeowners: James Glennon #75 Norma called meeting to order at 7:04pm Public Comment The Board welcomed Mr. James Glennon to the community as a new homeowner. We discussed the removal of lower limbs of a tree in his backyard, at his expense. Board recommended Starlight tree services. Mr. Glennon also asked whether the board meeting meets monthly. The RHHA Board meeting is always the third Monday of the month, except December during the holiday season. We will go back to posting the next meeting date in each month s meeting minutes. Annual meeting is April 27 th at the Esopus Library at 7pm. Next meeting of the RHHA Board meeting is April 19 th at 7pm at the Pool house. President s Report Staffiero Norma had nothing to report. Vice President s Report - Jaret Annette had nothing to report. Secretary Report Leibowitz Rob asked if there were any amendments to the minutes. Mr. Sutherland s edits were included. Motion to approve as amended: Jaret Seconded: Sutherland Abstentions: Leibowitz. Motion carried. Treasurer s Report - Sutherland Please see attached report. Don s goal of $100,000 in reserve fund at end of One unit has not paid their monthly dues in five months. A letter from the Board s attorney will be issued to the homeowner. Motion to accept report: Jaret Seconded: Leibowitz. Approved unanimously. Committee Reports Buildings Still working on painting contracts for section III. Budget for deck railings in section II and III Looking at sidewalk repairs. Grounds - Staffiero Grounds committee will be walking the premises to see if there are any necessary shrubbery and tree replacements as well as fence repairs. Volunteers are welcome. Yellow tags mean they will be replaced. The Board will get a discounted list from Augustine s. Homeowners can help choose, but if beyond the association s budget, homeowners are welcome to pay the difference. Control Jaret Nothing to report.
10 Insurance Question of how many employees this summer to work at pool. Information forthcoming. Old Business Responsibility of Board in regards to pet complaints Pets are not allowed off leash within Rondout Harbor. Current policy is a fine of $25. Complainants must call the harbor line and leave their name, phone number, and address to document the complaint. Annette would like to establish a new policy. By-Laws and Covenants Commercial vs. non-commercial vehicles. Annette would like to see rules amended to disallow vehicles that act as signage/solicitations on the premises. Board will look for other examples. Rob reminded you can only legislate size, type, location, aesthetics, etc, but not content (first amendment violation), if you treat it as if is signage. New Business Baker Brothers Snow plowing contractor Proposing 3-year contract extension through to Tax included. 3% cost of living increase per year: : $22, : $23, : $24, Includes cost of salt and use of bobcat for snow removal in contract. 11 RHHA Board Meeting Minutes June 21 st, 2010 Board Members Norma Staffiero #52 Don Sutherland #31 John Cagney #29 William Connors #35 Robert Leibowitz #26 William Glennon #30 Homeowners: Ruth Larue Norma called meeting to order at 7:05 PM Public Comment LaRue We need weights to hold down new umbrellas at pool. President s Report Staffiero Thank you to the sunshine committee for obtaining new pool furniture. Thank you cards were sent out to people for their contributions. Secretary Report Leibowitz Motion to accept minutes as amended: Sutherland, Glennon. Mr. Leibowitz also asked all copies of rules and any instructions for home improvements be sent to him electronically for posting to the homeowner association website. Treasurer s Report Sutherland See Attached Committee Reports By-Laws/Rules Discussed the possibility of adding a mechanism or deed restriction for persons wishing to add outdoor improvements to their homes (landscaping). Discussion tabled and question will be asked to the Board s lawyer. Buildings Decks - $34,656 will begin the week of the 28 th on section IIA (deck and railings) and IIB (railings). Have 25 gable vents in stock. Will look around the complex to see which units need them replaced. Mr. Conner mentioned the possibility of a storage building by the pool house. Looked at an on the deck and an under the deck options. Baker Bros will give estimate on replacing the lattice around the underside of the pool deck. Grounds Baker Bros will be coming again to spray the sumac. Mr. Connors brought up the possibliy of using goats to clean and keep hillsides clear of trash growth Mr. Connors brought up the possibility of the communities landscape design and architecture. He proposed a workshop to discuss it in the future to develop an RFP. Insurance Mr. Connors needs names of contractors the association is working with including ABC Pools,
12 Affordable Lawn and Snow, BKV, and Lawn Doctor. Control Committee Need new members to serve on this committee homeowners not on the board. New Business Annette Jaret has resigned from the board. Mr. Cagney made a motion to accept Mr. William Connors to fill the remainder of her term. Seconded by Leibowitz. Thank you to Mrs. Jaret for her time. Motion to Adjourn: 9:13 PM Leibowitz/Sutherland

15 RHHA Board Meeting Minutes August 25 th, 2010 Board Members Norma Staffiero #52 Don Sutherland #31 John Cagney #29 William Connors #35 Robert Leibowitz #26 Homeowners Haynes and T. Glennon Norma called meeting to order at 7:03 PM Public Comment Ms Haynes proposed the formalization of the Sunshine Committee indicating that there were 9 people interested to continue the work that began in May/June She indicated that the group would appreciate the development of a donation policy and methods for collecting donations -- door-to-door visits, mailed requests, check vs. cash receipts, etc. Focus of the committee could be on additional furniture for the pool, directional signs for the location of addresses throughout the complex, benches along the escarpment overlooking the creek. The BoD requested that Ms Haynes return with some specific suggestions about what the manner in which the committee would like to handle these issues. President s Report Staffiero A tenant has begun paying the monthly maintenance fee directly to the Association rather than doing so through the tenant s rent. A method for that to be done has been arranged with Kimball & O Brian. Vice President s Report During the absence of the President, no problems arose or business transacted. Secretary Report Leibowitz Motion to accept minutes: Cagney Seconded:Sutherland. Minutes approved. Treasurer s Report Sutherland See Attached. Motion: Cagney Seconded: Leibowitz. Financial Report Approved Committee Reports Building Report Brian Evans is working in Section III. Cedar Shakes replacements. Painting contract bids have to be in by 9/15/10. There will be three options to the bid. Paint Section III completely. Option two double coat the sides of Section III. Option three Double-coat the entire section. Grounds and Pool Affordable Lawn care has been cleaning up around the pool area and trims trees near gutters of houses. Baker Brothers came and sprayed the sumac. We are going to look into using trek instead of piec replacement of fencing. Bill Connors believes many trees in the complex need timing, but need to hire someone who meets the RHHA s insurance requirements. Insurance /Bylaws: Nothing to report this month. Old Business
16 Sunshine Committee/Development Committee The Board discussed the possibility of formalizing the sunshine development committee as a committee that reports to the Board and help them to develop a plan and budget for pool area and complex-wide beautification/improvement projects. New Business Motion to form a temporary committee Sunshine Committee consisting of La Ru (Unit 50), Cathy and Earl Johnson (Unit 48), Sandy and Massey Mehl (Unit 51), Maralyn Atkins (Unit 73), Terry Glennon (Unit 30), and Dennis and Elizabeth O Rourke (Unit 16). Motion: Sutherland Second: Cagney. Further discussion to meet with committee members to further define the responsibilities and procedures of the committee with respect to the RHHA. Motion carried. 17 RHHA Board Meeting Minutes April 19th, 2010 Board Members Norma Staffiero #52 Don Sutherland #31 John Cagney #29 Annette Jaret #49 Robert Leibowitz #26 William Glennon #30 Homeowners: William Connors #35 Norma called meeting to order at 7:05 PM Public Comment-none to report PRESENTATION- from Rick Harris of Craig Thomas Pest Control, Inc. They have been our pest control contractor for the past 10 years. Dow came out with a product Sentricon which is greener and kills the colony rather than only acting on termites as they approach a house. Craig Thomas provided information packets for all in attendance. They will provide all of the new technology, stations, bait, and labor in exchange for $50/building - $1200/year. Price will not increase for 3 years.. Craig Thomas is also involved in construction/contracting work and will be sending a brochure regarding their services. President s Report Staffiero Nothing to report. Vice President s Report - Jaret Annette noted that contractors and homeowners should not fill the dumpsters with construction materials. These materials should be removed from the site by the contractor or homeowner rather than placed in the dumpster. Secretary Report Leibowitz Rob asked if there were any amendments to the minutes. Motion to approve as amended: Sutherland Seconded: Jaret Abstentions: Cagney Treasurer s Report - Sutherland Please see attached report. Reminder that the Board is enforcing a removal of parking and pool privileges when in arrears for 2 or more payments. We have a new association member in section 1, Tom Palazzo (Sp?). Motion to approve treasurer s report: Cagney Seconded: Jaret Committee Reports Buildings #80 Handicap ramp installation private contractor. Bill met with them and offered a solution to ramp design. Birds in the fascia of some units building nests. Will call Brian Evans. Gutter leakage Many calls. May call a gutter repair company to come in and repair them. Siding Continue to repair in Section III. Grounds Staffiero Custom fit fencing estimate coming. received tree and bush replacements from Augustine Alex Taylor from Section 1 will be lifeguarding again this summer. Section 1 is interested in the possibility of having a seasonal bench/central outdoor socializing
18 area. The section will consider will consider a possible location/type of seating/funding.
