9 EU targets agreed for 2020 Proposed by the Commission and agreed by the European Council in March 2010: all Member States were invited to set national targets on this basis. EMPLOYMENT 75% of the population aged should be employed INNOVATION CLIMATE / ENERGY EDUCATION POVERTY 3% of the EU's GDP should be invested in R&D A reduction of greenhouse gas emissions by 20% A share of renewable energies up to 20% An increase in energy efficiency by 20% The share of early school leavers should be under 10% At least 40% of the younger generation should have a degree or diploma Lifting at least 20 million people out of poverty

16 Policy advice to Poland Country specific recommendation in 2014 in the area of (i) strengthening efforts to reduce youth unemployment, notably by further improving the relevance of education to labour market needs; (ii) increasing the availability of apprenticeships and work-based learning places by strengthening outreach to unregistered youth and the cooperation between schools and employers, in line with the objectives of a youth guarantee; (iii) increasing adult's participation in lifelong learning in order to adjust skills supply to skills demand; (iv) continuing efforts to increase female labour market participation, in particular by taking further steps to increase the availability of affordable quality childcare and pre-school education and ensuring stable funding.
