2 EU 2020 Strategy Europe 2020 Strategy Europe s strategy for smart, sustainable, inclusive growth 3 Growth priorities: Smart Growth: developing an economy based on knowledge and innovation Sustainable Growth: promoting a more resource efficient, greener and more competitive economy Inclusive Growth: fostering a high-employment economy delivering social and territorial cohesion

3 Territorial Agenda TA2020 Territorial Agenda TA2020 Towards an Inclusive, Smart and Sustainable Europe of Diverse Regions The TA2020 intends to combine the goals of the EU2020 growth strategy with the goals of territorial cohesion and balanced territorial development in EU It promotes spatial / territorial goals and concepts like polycentric development, regional access to networks, smart use of regional capital TA2020 adds a territorial dimension to the Europe 2020 strategy The relationship between the TA2020 and the Europe 2020 Strategy is seen to be mutual: Territorial policy wants to contribute to the achievement of the Europe 2020 Strategy goals and the implementation of the Europe 2020 Strategy shall contribute to territorial cohesion.

4 Five headline targets for EU2020 Five targets are defined on a European level and implemented on EU, MS and regional levels (using OMC): 1. Employment 75% of the year-olds to be employed 2. R&D 3% of the EU's GDP to be invested in R&D 3. Climate change / energy Greenhouse gas emissions 20% (or even 30%, if the conditions are right) lower than % of energy from renewable sources 20% increase in energy efficiency 4. Education Reducing the rate of early school leavers to below 10% At least 40% of year-olds completing third level education 5. Poverty / social exclusion At least 20 million fewer people in or at risk of poverty and social exclusion

10 Target values: a multilevel approach EU2020 Targets: EU wide ambitions Implementation depends on national (and regional) ambitions and potentials National potentials and ambitions: above & below this EU average How do they add up to EU targets? Regional potentials: Can all regions contribute to the same degree? How can national targets be decomposed into regional targets? What are realistic and efficient ambitions for regions? What are the effects regarding territorial cohesion and regional convergence in EU? Can lagging regions profit from the EU2020 Strategy? How can Cohesion Policy and Structural Funds (esp. ERDF, ESF) support the implementation of the EU2020 Strategy? What role for other EU policies (e.g. Horizon 2020)
