4 What are ESI funds about? Goal 1) Investment for growth and Jobs (96.33%): helping poorer regions to converge or catch up (<75% average GDP). Europe 2020, Smart, Sustainable, Inclusive development Goal 2) Cross border, Transnational, Interregional Territorial Cooperation (2.7%) A budget of nearly 455 billion for : Regional, Social, Cohesion ( 351.8billion) plus Rural Development & Maritime & Fisheries funds Three categories of region. 8 Future Cohesion - need for change 1. CP evaluation: Indicators of performance not comparable. Much added value but dispersion of funds, priorities for activities where regions lack relative strength, inward looking, little funding to transnational pooling of resources/expertise 2. Europe 2020/Innovation Union: Cohesion policy as key delivery mechanism, need to align SF and need for more knowledge-based investments and efficient national/regional innovation systems 3. Budget crisis: more efficient spending necessary, more concentration on competitiveness factors and building competitive advantage Regional

9 Regional Reinforcing effectiveness and performance Focus on results (what will actually change?) common + programme-specific indicators, reporting, monitoring & evaluation Performance framework for all programmes clear and measurable milestones and targets. And sanctions Performance reserve 6% of national allocations (by Member State, fund and category of region) Ex-ante conditionalities (pre- conditions) ensuring conditions for effective investment are in place Macro-economic conditionality (sound economic governance) alignment with the new economic governance

Like cohesion policy, an accompanying measure to the completion of the internal market 1992 (need to compensate the more handicaped regions - entitlement policy) No C 215/4 Official Journal of the European Communities Notice C(90) 1562/3 to the Member States, laying down guidelines for operational programmes which Member States are invited to establish in the framework of a Community initiative concerning border areas (Interreg) (90/C 215/04) Which has turned into a laboratory of the single market and a pilot in further European integration (investment policy) Regional 10

17 Interreg V-A Central Baltic focusing on 4 priorities: 1. Competitive economy 2. Sustainanble use of common resources 3. Well-connected region 4. Skilled & socially inclusive region Going for concrete results, among which: 150 new enterprises supported through training, advice, networking more visitors to supported sites of cultural and natural heritage Reduced inflow of nutrients, hazardous & toxins into the Baltic Sea Improved services in 15 small ports people participating in joint education and vocational training schemes 17 Regional

20 Regional Challenge: Despite sometimes 25 years of Interreg funding, border obstacles persist. What can be done? Examine issues at stake, identify good practices and engage in a general debate How? Concrete steps envisaged A study is being launched A public consultation will be open 21 Sept- 21 Dec for border citizens & businesses Stakeholders' meetings will be held End 2016 : Issues Paper paving the way ahead
