16 1. Welcome Wahroonga Public School P&C Association General Meeting 7pm, Wednesday 2nd March 2016 in the Staff room Kerri Cooley opened the meeting at 7:07pm. Previous Minutes - General Meeting held on 3rd February 2016 Minutes from the last meeting on 3rd February 2016 received as true and accurate reflection with the above amendment. Proposed HG, seconded JJ 4. Principal's Report TM provided his report (Appendix A). TM thanked all those who helped with the BBQ. It went very well and he was pleased with all the assistance. (a) Air-conditioning - Parents have written to the Minister before and the standard response is that the government does not provide it to schools unless they are in a hot area which is not relevant for our school. Therefore, it must be funded by the school community. Three quotes are needed for costing but it will probably be between $70,000 to $100,000 for all classrooms. However, the current power arrangements will not cover the new requirements. Electricians are coming to scope out an upgrade. TM hopes to cover a lot of the cost out of the school budget but maybe an air-conditioning drive will be required to raise the money as it is very difficult for children and staff on hot days. Only 3 out of 29 classrooms are air-conditioned. 1MV and 1MK need to be done as they are hot.

17 (b) Contributions - Parents are responding well with contributions. (c) ICAS - All children took these tests last year. This year it will be offered to those who are interested and capable. It can cause adverse effects for some children. The tests are not aligned with the curriculum and it is an international competition. It will be offered before school. This currently clashes with Band. TM is working to ensure that kids will not have to choose between the Band and the tests. (d) Teaching vacancy - A vacancy on the teaching staff will be advertised today. There is a two week window to apply. A panel will interview potential candidates including TM, VH (parent representative) and Chris Graham (teacher representative). The position will include a focus on public speaking, disability, sport and EL programs. (e) School Stream App - TM is continuing to push it and recommends others do as well. (f) Two documents were presented - Annual School Report (in draft form) - Schools must publish annual reports and it will be on the website when editing is finalised. It includes details about school programs and equity funding. School Plan (2015 to 2017) - Schools must have a plan which covers a three year cycle. Our plan is in its second year and is updated annually. It focuses on strategies and directions for the school. Our plan is focussed on three main things - 1. Students and 21st century learning 2. Teacher Quality and 3. Resilience and well-being practices. (g) Staff Development Days - There are two staff development days at the end of the year. They currently fall on Monday 19th and Tuesday 20th December. TM is planning on organising two evenings in Term 1 to replace the Tuesday. It will not affect the children. No opposition was expressed to this approach. (h) Dogs - A parent sent an to TM about dogs being on the school site. It stated that there has been an increase of dogs at drop off and pick up which increases the possibility of adverse incidents involving dogs. TM advised that he had contacted the legal team in the Department. The legislation allows a principal discretion on this issue on site. Conditions can be set by the principal. TM noted the previous principal encouraged dogs. TM stated that there were various options including leaving the status quo, banning dogs or imposing conditions on bringing dogs. The issue was discussed and various views submitted including: - if dogs are banned on site then they may be left out the front which can cause its own problems. - dog walking to school encouraged families to walk to school. - two dogs fought at the BBQ - a child was afraid of dogs but is not now as he has been exposed to dogs at school so it is a positive for this child to have dogs at school. - kids learn how to deal with dogs if they are around - some trainers could be brought in to teach children how to behave with dogs.

18 - it is the dog owner's responsibility to ensure their dogs are well behaved enough to come to school and to teach children how to approach dogs. - parents have a responsibility to teach their children how to behave around dogs. - it is more inclusive to include dogs as a community - it is a when and not an 'if' that something may occur therefore guidelines should be given to show how it should be done. - there is more likely to be an incident if the dog is left tied up outside. - dogs should maybe be kept away from other dogs and also from the kindy playground. - discussed liability if a dog bit someone. - dogs must be under the owner's control - problem dogs or owners should be able to be removed. - guide dogs are permitted TM cannot please everyone on this issue. TM will discuss this issue in the newsletter. (i) Reading and Writing - TM acknowledged that a teaching push is needed for reading and writing 5. Treasurer's Report DL tabled the Treasurer's Report (Appendix B). In addition, DL advised that: A. Monthly Accounts - The set of accounts for the next meeting will cover the month of February. All but approximately $8000 of music invoices have been collected which is great. The discount offer will be extended. B. Annual Audit - Changes of staff have held up finalisation of these accounts. C. Current Cash Position - Total cash is about $269,000. The true cash position is about $158,000 though as music program money needs to be paid out as music costs become payable. D. Positions Vacant - Next month at the AGM, all positions become vacant. DL is happy to hand over the Treasurer's position as he has done it for 3 years. If someone takes over, he will be Chair of the Band Committee. No experience is necessary for the Treasurer's position but a willingness to learn. Accounting experience is helpful but not essential and DL will help in handing over the role. There is a bookkeeper to help too. DL advised that the constitution may need altering if he was to continue in the role as the position needs to be vacated every 2 to 3 years usually. TM stated that notice is needed for this to occur. DL is happy to be band chairperson if someone will be Treasurer. 6. Band Report AS tabled the Band Report (Appendix C). In addition, AS discussed the following: The issue of there being no chairperson of the committee and if DL or someone is interested, it would be helpful. Wahroonga Band Festival - Nine bands have currently paid. The Band Committee considered the cost of insuring the instruments was worth continuing and the excess should not be increased from $150 as parents would then have to pay.

19 Recorder enrolments are currently at 56 but enquiries are still coming in and AS expects it to be in the 60s. 7. Events and Fundraising Report KW tabled first ever Report from The Bush School Social Committee (Appendix D). The committee will meet on Thursday mornings in the week prior to the monthly P&C meetings. TM will give guidance on how to form the committee and the protocols to follow. TM discussed the importance of interactions and relations at all levels of the school community. 8. Correspondence None 9. General Business Access to Computers at Lunchtime - Two times per week, the children can access computers with Year 5/6 computer monitors. The level of teacher supervision was raised as a child was able to access online games and create an account. TM to discuss with Mr Tomlins. Recognition of Nick Fiennes - Discussed giving certificates for lifelong membership of P&C or awards for contributions to the P&C. IV to investigate any available awards. Lunchtime Clubs - Artify will begin in Term 2 to provide another interest for children to participate in during lunchtimes. TM also mentioned other possible clubs including drama club and remote control club. Lachlan Carson - He will be attending school next week. It is a huge milestone for him. It will be mentioned in the newsletter. There will be a lot of learning for his class 6TB and the school about being accepting and welcoming to those with disabilities. 20 P&C Principal s Report Term 1 Week AIR CONDITIONING: I will be working within the confines of our school budget to gradually air condition the school. Work has stalled as power upgrades are required. It is not comfortable on extreme heat days, but staff members take much caution always ensuring the health and wellbeing of their students. Water bottles are kept on desks, fans are run, blinds closed and lights off as appropriate. Currently 3 of our 29 classrooms are air conditioned. CONTRIBUTIONS: Parents have responded well to the school contribution notices. A change this year is removing the ICAS competitions from the generic fees. This will now be optional and administered before school, reflecting the difficulty of the competition and its non-alignment with school curriculum. TEACHER ADVERTISEMENT: An advertisement has today been released to fill the position vacated by Alissa Wilcock. A three person selection panel will consider applicants. The panel is made up of Kris Graham (teacher rep), Vanessa Hodgkinson (parent rep) and me. Depending who is successful, the teacher may take up duty next term or next year. Some of our internal teachers on temporary contracts will no doubt apply. SCHOOL STREAM APP: I have been pushing this application and will continue to do so. Used properly this is a terrific community engagement tool. Please spread the word. ANNUAL SCHOOL REPORT: The Annual Report has been finalised and will be linked to the school website this week. It reports on how the school has utilised its equity funding and on progress towards our stated targets in the school plan. While some progress has been made, we have not yet delivered on our objectives in writing. This will require additional attention. SCHOOL PLAN: The 2016 iteration of our school plan is complete and exciting. Key features include high level professional learning for staff members, the roll-out of a new finance management system, improved consistent student wellbeing practices and a continued focus on improving writing outcomes. SCHOOL DEVELOPMENT DAY DECEMBER 20: Students final day of 2016 will be Friday 16 th December, with staff due to attend two school development days on Monday 19 th and Tuesday 20 th December. I have taken the first steps to reschedule the Tuesday SDD so that staff members are not required to attend. Instead of a full day at school, teachers will spend 3 additional hours on the evening of 16 th March and 3 additional hours on the evening of 1 st June at school engaged in high level professional learning. These sessions will focus on student wellbeing and STEM education. I seek any feedback or concerns from parents at this meeting about this proposed change. I will be on site on Tuesday 20 th December. DOGS ON SCHOOL SITE: from parent as follows: Since the beginning of the 2016 school year I have noticed a significant increase in the number of dogs on the school grounds during drop off and pick up times especially. These dogs are mainly on leads, however the possible injury this could cause one of the students or a visitor to the school and also the exposure this could place on the school is a concern to myself and many parents. Young children are still understanding the boundaries with dogs and while owners feel their dog is friendly this has proven not always to be the case. Some of these dogs are barking at each other and behaving in a hostile manner and scaring the younger children. As you know having dogs on the school grounds is against school policy but also in contravention of NSW Legislation. As a concerned parent it would be appreciated if you could address this matter in the next newsletter. I thank you in advance for your understanding in this matter and prompt attention to this sensitive situation. My legal advice indicates that as principal I have the discretion to either allow or prohibit dogs on the school site. The Companion Animals Act supports my decision if I choose to ban them. I would like the P&C forum s views so that I can make an informed decision. It is a long standing practice of the school to allow dogs on site, so I am reticent to change.

27 INDEPENDENT AUDIT REPORT TO THE MEMBERS OF WAHROONGA PUBLIC SCHOOL P&C ASSOCIATION INC Scope We have audited the attached statement of income and expenditure of Wahroonga Public School P&C Association Inc for the financial year ended 30 November The statement has been prepared for distribution to members for the purpose of fulfilling the financial reporting requirements of the Association under its constitution. We disclaim any assumption of responsibility for any reliance on this report, or on the statement to which it relates, to any person other than the members, or for any purpose other than that for which it was prepared. Our audit has been conducted in accordance with Australian Auditing Standards and our procedures included examination of evidence supporting the amounts and other disclosures in the statement on a test basis. We believe the audit evidence we have obtained is sufficient and appropriate as a basis to form our opinion. The audit opinion expressed in this report has been formed on the above basis. Qualifications As is common for organisations of this type, it is not practical for Wahroonga Public School P&C Association Inc to maintain an effective system of internal control over all of its income until the initial entry in the accounting records. Accordingly, our audit in relation to income was limited to amounts recorded. Audit Opinion In our opinion, except for the effects of such adjustments, if any, as might have been determined to be necessary had the limitations discussed in the qualification paragraph not existed, the statement of income and expenditure presents fairly the financial position of Wahroonga Public School P&C Association Inc as at 30 November 2015 and the results of its operations for the year then ended.
