Call to Order The meeting was called to order by Mayor Windschitl at 7:00 pm. 2.Pledge of Allegiance Mayor Windschitl acknowledged the 16 th anniversary of the 9/11 attacks. Councilmember Geisler commented she lived in Atlanta when the attacks took place, and recalled how quiet it was when all the airplanes were grounded. Mayor Windschitl commented Leo Rohlik and Joseph Storms, linemen with Chaska Utilities, are in Florida to help restore power to areas affected by Hurricane Irma. The Chaska Fire Chief, Tim Wiebe, and Scott Gerber, Chaska Firefighter, and Excelsior Fire Chief are also headed to the Florida Keys as part of the Minnesota All Hazard Management Team. Mayor Windschitl acknowledged the police officer that was killed in Wayzata. He encouraged residents to slow down and move over when they see emergency vehicles. 3. Roll Call Roll call was taken. Present: Councilmembers Boe, Geisler, Schulz, and Mayor Windschitl. Councilmember absent: Councilmember Rohe. Also Present: Matt Podhradsky, City Administrator; Matt Clark, City Engineer 4. Adopt the Agenda Motion by Councilmember Geisler, second by Councilmember Boe, to adopt the agenda as presented. 5. Visitor Presentation Allison Streich CDA Update Allison Streich, Deputy Director of the Carver County Community Development Agency (CDA), reported the CDA owns and manages 612 rental units which consists of 183 senior units, 230 multifamily units, and 199 subsidized units. Of these units, 25 are project based voucher units, with 15 of them designated for the homeless. Mayor Windschitl inquired how a unit is designated for a homeless resident. Ms. Streich explained for a person to qualify for a homeless unit, they must be homeless and meet income criteria. The Carver County CDA is a coordinated entry access point for single adults and youth. They can make a referral if someone has been into the agency or remove someone from the coordinated entry list. Ms. Streich highlighted the CDA s properties. These include Bluff Creek, Brickyard, Centennial Hill, Clover Ridge Drive Townhomes, Crossings at Town Centre, Lake Grace, Oak Grove Senior

2 PAGE 2 Residence, two duplexes on West First Street in Chaska, Waconia townhomes, Waybury, and Windstone. The Public Housing Program has 31 units in Waconia and an additional 50 homes scattered throughout Carver County. Ms. Streich reported the Carver County Land Trust also has 28 homes located throughout Carver County with homes currently in Chaska, Victoria, and Waconia. It was formerly the Chaska Land Trust. These homes are meant for people at or below 80 percent of the area median income, and the cost of the land is removed from the purchase of the home to make it affordable. They hope to expand this program in Waconia. Ms. Streich reported on the special programs offered by the CDA that are tenant based and funded through various means. She explained with tenant based rental assistance, the subsidy follows the tenant wherever they go in the County. This allows them to rent from a private landlord. Ms. Streich reported the Community Growth Partnership Initiatives Grant Program was created and funded by the CDA in January To date, they have awarded two planning grants and three redevelopment grants. Ms. Streich stated the CDA is a HUD certified housing counseling agency and offers home buyer classes, mortgage delinquency counseling, rental assistance counseling, and answers questions regarding home maintenance. Mayor Windschitl inquired if the counseling services are one on one or in a group setting. Ms. Streich responded all the counseling services are done one on one and free of charge. The Homes Stretch class is done in a group setting and does have a fee. City Administrator Podhradsky stated sometimes first-time home buyers are required to attend a class by the mortgage company, and the CDA provides this class. Ms. Streich stated the CDA is a point of entry for the Coordinated Entry process for homeless people in Carver County. It is HUD managed, is meant to be a centralized location for assessments, and its purpose is to connect the homeless with housing program resources. They received HUD approval to conduct background checks on homeless adults in order to help address barriers on the background check while they are on a waiting list to be referred to a program. Ms. Streich reported on the Open to Business program. It provides one on one business counseling to current and prospective entrepreneurs, it can link them to financing for a variety of business purposes, and is free of charge to all County residents and any business located in Carver County. City Administrator Podhradsky stated the Open to Business program is good for small businesses because it helps them develop a business plan and provides access to financing.

3 PAGE 3 Ms. Streich reported the CDA has also partnered with Carver County Environmental Services to provide County residents with low interest loans to make improvements to septic systems and wells. The Small Cities Development program is funded through the Department of Employment and Economic Development. It allows the CDA to write grant requests and administer programs for cities in Carver County. The City of Watertown was recently awarded a grant of $511,750 through this program. City Administrator Podhradsky commented there have been two grants through this program awarded in Chaska that allowed for improvements to homes. It is a revolving loan fund that is forgivable after 10 years. Mayor Windschitl inquired how the CDA determines which houses to buy. Ms. Streich responded they knew the owner of the the homes in Chaska and he was interested in selling. The homes in Waconia just happened to be available when they were looking. They just submitted an application for gap financing to build a 79-unit work force housing building in Waconia on land the CDA owns, and they are working on a senior affordable building in Victoria and other housing in Watertown. They plan to meet with the school districts of Norwood/Young America and Watertown/Mayer to discuss homelessness City and if they need to consider creating a similar program to Districts 112 and 110. City Administrator Podhradsky commented they have been working with the CDA to come up with a parking solution with the lot in back of the old Schneiderman s building. Ms. Streich stated they provided an affordable housing study and resources for each City as they prepare to update their Comprehensive Plans. They are working to get these studies available on their website. Councilmember Boe inquired how they happened to purchase a single-family home, similar to the homes of First Street in Chaska. Ms. Streich responded they were purchased in the late 1990s before she was at the CDA. The homes on First Street were purchased with funding from Minnesota Housing that was specific to traditional housing. Mayor Windschitl stated the Chaska Fire Department Open House is tonight until 8:00 pm. 6. Minutes Motion by Councilmember Boe, second by Councilmember Schulz to approve the minutes of the August 21, 2017 City Council meeting. 7. Consent Agenda Councilmember Boe inquired if the liquor license associated with item D is now a viable license.

4 PAGE 4 City Administrator Podhradsky responded the applicant had to be up to date with their utility bills and that has been taken care of. Public Assessment Hearing: Adopt Resolution No , Adopting the Assessment Roll for the Chaska Creek Boulevard Improvement Project City Administrator Podhradsky introduced the item to the Council. City Engineer Clark presented the item to the Council. Mayor Windschitl inquired if the P&F Development are also the owners. City Administrator Podhradsky responded Hy-Vee, P&F Development, and the Fry family all have ownership in that area. City Administrator Podhradsky thanked City Engineer Clark for his work in getting this ready so quickly. The infrastructure should be completed this year. There will be a blacktop surface on the northeast collector, but a temporary access will still be used at the Chaska Creek Center. As both sites have begun development, they have done the grading of the roads. City Engineer Clark stated the City has to provide an accessible gravel road this year with the Chaska Creek Center project, which is the business campus south of Engler. They hope to open next spring and will work with the City. There will be restriping on Engler this year and the project will be set up so they can open their doors while the City is finishing improvements in the street next spring.

5 PAGE 5 City Administrator Podhradsky stated the utilities will be completed this fall, and the road is secondary. City Engineer Clark stated they have set a maximum assessment for the overall project based on what is agreed. Next fall, the Council will see a reapportionment of assessments based on the total project cost. City Administrator Podhradsky commented this allows the construction process to keep moving without them worrying that they have not assessed enough. Mayor Windschitl opened the public hearing at 7:43 pm. Mayor Windschitl closed the public hearing at 7:44 pm. Motion by Councilmember Boe, second by Councilmember Geisler, to adopt Resolution No , Adopting the Special Assessment Roll for the Chaska Creek Boulevard Street and Utility Improvements. 9. Public Improvement Hearing: Adopt Resolution No , Ordering the NE Collector Improvement Project and Establishing the Public Assessment Hearing for October 2, 2017 City Administrator Podhradsky presented the item to the Council. City Engineer Clark commented the plans and advertising for bids were already approved by the Council, and the bids are being received on Thursday, September 14. They hope to have the assessment agreements in place to award the project on Monday, September 18. This year, the roadway will be up to a blacktop surface, with sidewalks and trails being worked on next spring. The only major utility that needs to happen is the City s trunk watermain and storm sewer. Councilmember Geisler inquired about financing for this project. City Administrator Podhradsky responded this project has utility bonds and street bonds. The street bonds are supported by assessments and are under three percent. The utility bonds are supported by revenue and have a higher interest rate, which would be at or a little higher than three percent. City Engineer Clark confirmed they have met with all the owners. Mayor Windschitl opened the public hearing at 7:50 pm. Mayor Windschitl closed the public hearing at 7:51 pm. Voting nay: None 11. Other Business A. City Administrator s Bi-Weekly Report received Councilmember Geisler Announced the last Farmer s Market will take place on Wednesday, September 13 at City Square Park. Wished Councilmember Boe a Happy Birthday with his birthday being on Friday, September 8. Wished her grandson Brady a Happy 10 th Birthday today. Inquired about the dog park location. City Administrator Podhradsky stated the Park Board moved their meeting to a different day, and they are doing a study on potential sites. Inquired if it was still a possibility Miracle Field would be in Chaska. They had hoped to have it at Veterans Park, but it did not fit. City Administrator Podhradsky stated the hope is to have it in the township on County Road 44. Half of the money is raised by the Rotary, and once the road is completed, it should be easy to raise the remaining money. It is the Rotary s intent to have the field in town, along with an adaptive playground. Councilmember Schulz Commented he hopes to get faster and stronger for the Boston Marathon. The running group in Chaska has been a great program over the last six years. His time was a qualifying time, but may not make the cut to allow him to run in Boston. Councilmember Boe Commented it was nice to see a good turnout at the Fire Department Open House. Announced the Second Street Grand Reopening will take place on September 22 from 10:00 am to 5:00 pm. An official ribbon cutting will take place at noon. City Administrator Podhradsky Reminded the Council to bring their ipads to the next meeting. Announced the Homecoming Parade will be moved to Purple Brick Road this year because of all the construction traffic downtown. Commented they received an CUP application for the brewery. It will be reviewed by the Planning Commission and City Council in October. City Engineer Clark Commented Center Point Energy has a closed southbound Highway 41 at Highway 5 for two to three weeks.

7 PAGE 7 Mayor Windschitl Congratulated the Chaska Cubs on making it to the State Tournament and stated they will be having a golf tournament on Monday, September 18. Inquired about Chaska Cares. City Administrator Podhradsky responded they raised $10,000 in sponsorships and $10,000 in golf. Inquired if the Park Board is reviewing renaming old Veteran s Park. City Administrator Podhradsky responded they have been getting ideas on names. Inquired about the Golf Experience. City Administrator Podhradsky explained the Golf Experience is golf between the Chaska Town Course and Hazeltine and the proceeds go toward public safety at major golf tournaments that take place in Chaska. The event was sold out and provides good exposure for the Town Course. Commented it is miserable dealing with Comcast, and inquired how they get another cable/internet service into the City. City Administrator Podhradsky stated they do not have an exclusive contract with Comcast. The challenge is the cost of infrastructure to make the service available in town. He pointed out that Nate Kabat s name is on the bill and encouraged people to call and complain if they are having issues with Comcast. 12.
