CALLTO ORDER Mayor RichCrispo called the regular meeting of the Newcastle City Council to order at 7:00 p.m. ROLLCALLANDATTENDANCE City Clerk Sara McMillonconducted roll call. The following Newcastle officials and staff were present: Council: Mayor Rich Crispo, Deputy Mayor Lisa Jensen and s Carol Simpson, Gordon Bisset, Steve Burl, Bill Erxleben and John Dulcich. Staff: City Manager Rob Wyman, City Attorney Dawn Reitan, Community Development Director Steve Roberge and City Clerk Sara McMi on. Other Officials: Parks Commission Chair Andrew Shelton and Arthur Sullivan, Program Manager for A Regional Coalition for Housing (ARCH). FLAGSALUTE Bisset led the flag salute. PRESENTATIONS Presentation by: Kevin Kiernan, Division Director, King County Department of Natural Resources and Parks, Solid Waste Division, on the King County solid waste system. Presentation by: Melinda Irvine, Newcastle Police Chief, on negotiations with KingCounty on an animal services contract. Newcastle's current interlocal agreement with King County expires at the end of this year. Be levue s Council has not yet decided if Bellevue will provide a subregional model. At next month's meeting, an interlocal agreement for animal services will be presented for consideration. PUBLICCOMMENTS Lorinda Ecklund, Haze/wood Community Association Requested traffic calming measures such as speed bumps for SE 74" and SE 75""Ṁotorists speed down the hill and do not stop at the intersection, she said. Children play in the area and it creates a dangerous situation. Mrs. Ecklundsaid she does not think sidewalks will assist. CITYCOUNCILREGULARMEETING May 15, 2012 Page 1 of 5
2 Sponsorships Mr. Stated Also requested traffic calming measures at SE 74" and SE Sarah Newman, Hazelwood Community Association 75" due to speeding and disregard for a stop sign at the location. People and children living in the area are fearful due to the safety hazard. Jim Denton, Newcastle Denton said he has requested in writing and in person that he be reimbursed for maintenance repairs at the former City Hall where Newcastle was a tenant. The City Manager has denied his request, Mr. Denton said. He presented an invoice in the amount of $97,000. COUNCILCOMMENTS Bill Erxleben Commended Peggy Price and the Newcastle Trails group for work on the May Creek trail. Portions of the trail may not be considered safe, he cautioned. Simpson that sidewalks are needed on SE 74" and SE 75" due to the presence of seniors and children in the area. Speed bumps may not be the right answer because they direct traffic to other streets, she said. Deputy Mayor Jensen Reported that King County Metro will be submitting a fiveyearplan to the King County Council in June and is asking for input from cities on what an ideal system would be. Mrs. Jensen said a USO Happy Hour event will be held Monday from 4 p.m. to 6 p.m. at the Golf Club at Newcastle. REPORTS Mayor Rich Crispo for Newcastle's Concerts in the Park should be adequate. Some organizations are contributing less than last year, but in general, sponsorships for City events are looking good. The theme for Newcastle Days this year will be related to the City's history. Mayor Crispo briefly discussed some of Newcastle's history. He also discussed a recent science fair at Newcastle Elementary. Finance Committee at noon. Dulcich said the Finance Committee will meet Wednesday, May 23, 2012, Economic and Community Development increase communication Erxleben said the committee is looking at ways to with business owners in local strip malls. The view at Lake Boren will soon be improved due to removal of invasive species. Members of the committee are discussing the City's Emergency Center Master Plan. Mr. Erxleben recommended the City request an annual report from the YMCA to assist in monitoring an agreement. Erxleben discussed revenue that the City should receive in the near future due to three substantial developments anticipated. He asked that City staff be prepared to discuss the impact ofthis revenue, how it relates to the City's expenses and what the implications are for the fiveyearforecast at a Budget Retreat scheduled for June. The Council agreed this should be a topic for discussion at the retreat. Simpson added that information to assist in economic development could be included on the City's website. 3 Commission Salary and BenefitsCommittee Bisset reported that the committee is reviewing information on current salaries and benefits. Committee members have requested the Finance Director provide a five-year picture on total salaries and benefits and normalize it by dividing by the number of employees. This information should be ready in time for the Budget Retreat next month. Parks Commission Chair Andrew Shelton provided a summary of the last Parks Commission meeting. The schedule for the Concerts in the Park event has been set, and four musical performers have been confirmed for Newcastle Days. Volunteers are searching for an additional food vendor for Newcastle Days. Revised goals and policies for the Parks, Recreation and Open Space element of the Comprehensive Plan were finalized. The Commission voted to remove mini-parks from the City's level of service calculation. Next month the Parks Commission will hold a joint meeting with the Planning Commission. City Manager Rob Wyman 1. The City has received full payment on outstanding invoices from the lssaquah School District for storm water fees. Renton School District submitted an additional payment due to an error in calculating the amount of impervious surface on the elementary school site. 2. The owners of Mutual Materials have hired a broker to sell their property. The property should be put on the market in the next two weeks with an expected open offer period of approximately six weeks. 3. Bellevue will be postponing the culvert replacement project at the dip in Coal Creek Parkway until Trout fry were released into Lake Boren about two weeks ago. The Department of Fish and Wildlife unexpectedly released the fish due to an excess after stocking lakes in south King County and north Pierce County. 5. City staff have weeded and mulched the median on Coal Creek Parkway. Cigarette butts have ignited two separate minor fires on the median, but it will be sprinkled. 6. An open house and food drive will be taking place Tuesday, June 5, 2012, from 4 p.m. to 6 p.m. Staff will be available to give tours and collect food donations. 7. Staff will include information concerning anticipated revenue from two major developments in figures presented at the Budget Retreat. 8. A traffic control policy will be presented at the next City Council meeting. APPROVALOF FINALAGENDA MOTION: Deputy Mayor Lisa Jensen moved to approve the final agenda as presented. Buri seconded. 4 Resolution Special/Regular VOTE: 7 in favor, 0 against, 0 abstentions. Motion carried. CONSENTAGENDA MOTION: Steve Buri moved to approve the Consent Agenda. Deputy Mayor Jensen seconded. VOTE: 7 in favor, 0 against, 0 abstentions. Motion carried. As part of the Consent Calendar the Council approved: a) City Council Minutes Meeting May 1, 2012 b) AB Authorizing Contract for Pond Rehabilitation Project S-020 Resolution : A Resolution of the City Council of the City of Newcastle, Washington, awarding the contract to AGR Contracting, Inc., for the storm water pond no. 5 (Olympus Development) rehabilitation project (S-020), and authorizing the City Manager to execute the contract. GENERALBUSINESS AB AffordableHousing Code Ordinance Presentation by: Steve Roberge, Community DevelopmentDirector, on a proposed Ordinance amending the City's affordable housing regulations. Art Sullivan, Program Manager for A Regional Coalition for Housing, also was present to answer questions. Mr. Roberge stated the City has affordable housing targets required through countywide planning policies and the State Growth Management Act. The current proposed Ordinance consolidates and clarifies local regulations and enables the City to meet its targets. s expressed concern with possible unintended consequences of interfering in the marketplace. The Council discussed incentives versus mandatory requirements. Erxleben said he would like the City to have maximum regulatory flexibility to assist in development of the Mutual Materials property. A developer's agreement was viewed as a way to provide flexibility. City Attorney Dawn Reitan cautioned that developer's agreements must be consistent with existing City Code. Many cities have adopted a separate Ordinance containing all instances of when a developer's agreement can be pursued. Members of the Council requested further information on the following items: 1. What can be done through developer's agreements and what are the approaches taken by other cities? 2. Are affordable housing regulations a hindrance to the free market and development? 3. What is the City's current inventory of affordable housing? The Council by consensus postponed a decision on the Ordinance to allow for the presentation of additional information. Asked about next steps for traffic control on SE 74" and PLANNINGCALENDARREVIEW City Manager Wyman said a representative from King County Metro will attend the next City Council meeting. A traffic calming policy will also be presented. The Council debated the date for the Budget Retreat and the possibility of postponing the retreat. After discussion, s decided to retain the June 7" date. ADJOURNMENT 9:54 p.m. With no other business to come before the Council, the meeting was adjourned.
