1 - MINUTES - CHASKA CITY COUNCIL 1. Call to Order The meeting was called to order by Mayor Windschitl at 7:00 pm. 2.Pledge of Allegiance 3. Roll Call Roll call was taken. Present: Councilmembers Boe, Geisler, Rohe, Schulz, and Mayor Windschitl. Councilmember absent: None. Also Present: Matt Podhradsky, City Administrator; Kevin Ringwald, Community Development Director; Nate Kabat, Assistant City Administrator; and, Luke Melchert, City Attorney. 4. Adopt the Agenda Motion by Councilmember Boe, second by Councilmember Rohe, to adopt the agenda as presented. 5. Visitor Presentation Hurricane Irma Relief Work Experience Fire Chief Tim Wiebe and Electric Lineworkers LEO Rohlik and Jordan Storms Chaska Fire Chief Tim Wiebe and Fire Marshall Kevin Gravalin reported on the Hurricane Irma relief work they participated in. Fire Chief Wiebe provided a graphic that highlighted the Points of Distribution (PODs), and explained these areas served as distribution points for water, food and ice. There were seven PODs from Marathon to Key West, and his job was to inventory, order, and work alongside the Florida National Guard to distribute supplies to the residents of the Florida Keys. All the cell towers were down and he would have to drive about 30 minutes to provide a report on what was needed in his area. A lot of people did not have cars after the storm, so they walked and rode bikes to the PODs to get their supplies. Fire Chief Wiebe reported on the drive down to Florida they stayed on cots at fire stations in Birmingham, Alabama and also in Orlando. The lines at gas stations to get fuel were hours long and they secured fuel at the Homestead Air Force Base. Chief Gerber reported they fed about 50,000 people over the two weeks they were there. This was one of the most primitive deployments he has been part of with no water, sewer, electricity, or communications. This could happen in Chaska with an ice storm and it is important to have tools in place to be prepared. Fire Chief Wiebe distributed gifts to the City Council. He thanked them, City Administrator Podhradsky, and the Chaska Firefighters, for allowing them to help and stated he learned valuable lessons from this experience. Councilmember Geisler inquired where they stayed when they were in the Florida Keys.

2 PAGE 2 Fire Chief Wiebe responded they originally set up their tents in the grass of a condo complex. However, a maintenance worker at the complex informed them of a vacant condo unit and they ended up staying there. The Council thanked him for representing the City of Chaska well. Mayor Windschitl stated Minnesota has a good reputation in helping out at these types of events. Toby Saxon provided photos and thanked the Council for allowing them to participate in the restoration effort with Hurricane Irma. He reported Minnesota crews made it to Kissimmee on September 12 to aid in restoring power to Florida and the surrounding states. They were able to get customers in Kissimmee back up with electricity in two days and were then redirected to Lake Worth. The temperature was over 100 degrees with excessive humidity. Minnesota Municipal Power Agency (MMPA) received phones calls praising the work and professionalism of the crews from Minnesota and requested them the next time they have a storm. After working 11 consecutive 16-hour days, the Minnesota crews were released. Leo Rohlik, Lineworker, commented people were very supportive and thankful to have them there. Jordan Storms, Lineworker, commented it was a great experience. Mayor Windschitl presented a letter to the Lineworkers that he received from the Kissimmee Utility Authority Board thanking Chaska for the workers that were sent to help restore power. Sewer/Water Department Supervisor: Matt Haefner presenting a Hydrant Building Demonstration by employees Steve Munkelwitz and Dan Arnst Matt Haefner reported American Water Works Association has an annual conference that includes a competition of assembling a fire hydrant called Hydrant Hysteria. Steven Munkelwitz and Dan Arnst participated in this competition. In Rounds 1 and 2, they came in first with a time of one minute and 35 seconds, but lost in the competition finals due to a faulty o-ring. They have been invited out to the Annual Conference Event in Las Vegas where they will compete in the National Championship. Mr. Munkelwitz and Mr. Arnst demonstrated how to assemble a hydrant and did so with a time of one minute and 39 seconds. City Administrator Podhradsky commented he is proud to work with these types of dedicated people each day. WeCAB s Services Mary Hershberger Thun Mary Hershberger Thun, reported WeCAB is a non-profit, volunteer driving service for people who do not have access to transportation. They have a lot of riders and volunteer drivers

3 PAGE 3 from Chaska and recently began service to several other Cities in the County. The have a parttime bookkeeper on staff and may possibly hire a director in the future. Chaska has been generous in the past and she requested the City provide them with the same grant as they have in the past. She acknowledged Julie Janke, who works for the City and has been very helpful with the program. Councilmember Rohe commented WeCAB is a great program and Southwest Transit is supportive of their efforts. There is a definite need in the community for this and they are doing a great job. Ms. Thun stated Southwest Transit knows they cannot provide all the services that are needed and have been very supportive of WeCAB. City Administrator Podhradsky reported $2,500 has been built into the 2018 budget to continue support for this program, and they plan to continue to carry it over annually. Ms. Thun commented they work hard to keep Carver County money in Carver County. The Council thanked Ms. Thun for her work in providing this service. Councilmember Geisler inquired if they transport people who need their walker or wheelchair. Ms. Thun responded they can take collapsible wheelchairs, walkers, and canes. Commissioner Boe commented he likes that there is a wide range of funding for this program. 6. Minutes Motion by Councilmember Geisler, second by Councilmember Schulz to approve the minutes of the October 16, 2017 City Council meeting. 7. Consent Agenda Motion by Councilmember Boe, second by Councilmember Geisler to approve Consent Agenda items a through d: A. Transfer of Outlot in Chevalle to Master Homeowner s Association Motion to Direct the City Attorney to prepare a deed from the City to the Chevalle Master Homeowner s Association for Outlot D, Chevalle 5 th Addition and authorize the Mayor and City Clerk to execute the deed for said transfer B. Sale of portion on Outlot in Chevalle to neighbor Motion to Approve the land sale portion of Outlot A, Chevalle 16 th Addition to the property owners of Lot 15, Block 4, Chevalle 16 th Addition (4039 San Vitero Point) for the amount of $410.00, Authorize the Mayor and City Clerk to execute the quit claim deed for said transfer; and Require that a combination form be filled with Carver County between this portion of the outlot and Lot 15, Block 4, Chevalle 16 th Addition.

Adopt Resolution No , Approving the 2017 Carver County Assessment Agreement Motion to adopt Resolution No , Supporting the 2018 County Assessment Agreement and Authorizing the Mayor and City Clerk/Administrator to sign the 2018 Assessment Agreement with Carver County. D. Adopt Resolution No , Authorizing the Application for Funding from the Minnesota Local Road Improvement Program Motion to adopt Resolution No , Authorizing the Application for Funding from the Minnesota Local Road Improvement Program. 8. Public Hearing: Adoption Resolution No , Adopting a revised/reduced assessment roll for the East Lake Townhouse Association Housing Improvement Area (HIA) City Administrator Podhradsky presented the item to the Council. Councilmember Boe commented the HIA program has been so helpful, and it is fabulous that it came in under budget and the money was given back. Assistant City Administrator Kabat stated everything in the development agreement was accomplished. There were extra dollars, so it was amended and allowed them to do all the garage doors in the association. After that, they still came in under budget and were assessed accordingly. The Council agreed it looked great. Mayor Windschitl opened the public hearing at 8:02 pm. Mayor Windschitl closed the public hearing at 8:03 pm. Motion by Councilmember Rohe, second by Councilmember Boe, to adopt Resolution No , Adopting a Revised/Reduced Housing Improvement Fee for East Lake Townhouse Association Housing Improvement Area (HIA). 9. Consideration of Providing Letter of Support for Carver County Brush and Yard Waste Dropoff Site Proposal City Administrator Podhradsky introduced the item to the Council. Marcus Zbinden, with Carver County Environmental Services, presented the item to the Council. In response to Mayor Windschitl, Councilmember Boe stated they will have dust control from Bavaria Road to Highway 41.

5 PAGE 5 City Administrator Podhradsky stated the residents have not been assessed for six or seven years. The City plans to continue its two calcium chloride treatments for dust control and the County will provide two additional applications per year. Councilmember Rohe inquired how often the wood chipper runs and who actually approves this proposal. Mr. Zbinden responded the wood chipper will run three to five days once a year. City Administrator Podhradsky stated the City of Victoria will need to approve this since it is located in that City. Mayor Windschitl inquired if people will be able to drop off debris from trimmed trees. Mr. Zbinden responded they will be able to drop off any type of wood waste. Councilmember Boe stated this will make it easier to drop things off and the lines will be shorter. Mayor Windschitl commented they will still only be open two days, and with limited hours, people rush to get there at the same time. Councilmember Boe advised due to his job with the County, he will recuse himself from the vote. Councilmember Geisler inquired about noise pollution for the people who live near the site. Mr. Zbinden responded there will be pickup trucks and residential vehicles during business hours. The wood chipping will take place during the winter and the noise will be limited to three to five days per year. Councilmember Rohe commented it would be so different if the road was paved and adding additional cars each week will cause dust even if the roads are treated. Councilmember Schulz expressed concern that the road may not hold up with the additional traffic. Mr. Zbinden pointed out this site is seasonal and traffic will be significantly lower in the winter months. Councilmember Rohe expressed concern that people also see the Arboretum as not having any commercial use on that property. He commented Chanhassen and Victoria will support this location because it does not impact their residents like will impact Chaska residents. Councilmember Geisler inquired if there are any other sites that would be located in a more rural area.

6 PAGE 6 Mr. Zbinden responded the potential site on Stoughton Avenue in Chaska has poor access and is small. The other potential site is in Chanhassen next to their public works building, but has not yet been purchased. The cost to operate that site would be higher because they would not be able to store debris there. The Arboretum currently has a wood chip site off 82 nd Street on the south side of the property. That property is for sale and they are planning on moving that site to the proposed location in the future, regardless if this proposal passes. City Administrator Podhradsky explained the site the Arboretum has now is much closer to the residents than the proposed site is. This site is located on the north side of the road and the Arboretum s site is on the south side of the road, which is adjacent to Chaska residents. Mayor Windschitl stated the newer chippers are quieter. Councilmember Rohe stated he is more concerned with the increased traffic on the unpaved road. Councilmember Boe commented it has been discussed that approval of this could make the improvements on 82 nd Street happen sooner. Councilmember Rohe inquired if the road improvements could be done before this opened. City Administrator Podhradsky responded the City has a large piece of that road that has not been identified as a high priority. Councilmember Schulz commented the packet was lacking information regarding where this site was located. City Administrator suggested the Council table this item so staff can provide additional information and give the Council time to visit the site. They can then discuss it further at the next Council meeting on Monday, November 6. Mayor Windschitl inquired if the chipping will happen further in on the property. Mr. Zbinden provided a map and pointed out where the chipping will take place. There is a buffer of deciduous trees and they plan to add an additional 40 conifers to provide an additional buffer. Councilmember Boe inquired if a traffic count was ever done on the road. City Administrator Podhradsky responded the City has not done a traffic study, but the Public Works Department may have done some type of traffic analysis. He will also check to see if the County has done any traffic counts in that area.

7 PAGE 7 Mr. Zbinden provided a rendering and pointed out where the brush pile will be, where the chipping will be done, and where 82 nd Street was located. He stated the site can be redesigned to have the brush pile and chipper located in a different area. Councilmember Rohe commented the site is located right across from a residential area. He is not concerned with the wood chipper, but is concerned with the traffic on 82 nd Street. Mayor Windschitl agreed. City Administrator requested Mr. Zbinden go to the site and mark where the proposed entrance will be located. Mr. Zbinden commented he met with Public Works, and they stated the added traffic would be accommodated by what is currently out there. City Administrator Podhradsky commented this road can accommodate 180 more cars. He summarized the Council s concern that with this proposed site, the road is unimproved and the rural feel of the area will change. Motion by Councilmember Geisler, second by Councilmember Schulz, to table this item to the next City Council meeting on November 6, City Administrator Podhradsky stated they will work with Mr. Zbinden to get a map of the site, current traffic numbers, and request they mark the entrance of the site itself. Mr. Zbinden stated he will mark the entrance to the site tomorrow. Councilmember Rohe requested they notify the residents in that area that this item will be addressed at the next City Council meeting. Mayor Windschitl advised Councilmember Boe recused himself from the vote. 10. Accept Proposal from HKGi for Master Planning and Concept Design services for the City Square West project. City Administrator Podhradsky introduced the item to the Council. Community Development Director Ringwald presented the item to the Council. City Administrator Podhradsky stated they had discussed having the Institutional Members from the downtown area be part of the Task Force. Mayor Windschitl commented Guardian Angels may be a good to include as a Task Force participant.

8 PAGE 8 City Administrator Podhradsky stated there is an advantage to having potential redevelopment on sites like the bus barn garage site and area by Guardian Angels. Having a larger area to work with may be part of the solution. Mayor Windschitl inquired if 12 people on the Task Force was too many. Community Development Director Ringwald responded they typically have 10 to 15, a lot of people do not show up, and they want to make sure they have enough people to stay engaged. City Administrator Podhradsky stated they have $50,000 in the 2017 budget for this project and have built in that same amount into the 2018 budget. One of the reasons they went through the RFP process was to make sure they did not miss anything. The proposed company was the one of the few companies that had private sector development experience on their team and they can work with them to get cost estimates and opportunities for funding sources. It is going to be a difficult project because the Library is tax exempt and that takes away the tax increment tool. It is good they have Southwest Transit as part of it because it allows them to look at additional funding options. Community Development Director Ringwald commented Meyer, Scherer and Rockcastle Architects (MSR) is well-known for library design and architecture. They also brought in Walker Parking Consultants to help them think about different types of parking and to be able to cost it out effectively. City Administrator Podhradsky stated MSR did the Chanhassen Library, but it is very different because it is a mixed-use site. They have also been working with the water tables and soil conditions, completed a survey of the site, and completed investigations on the conditions of the buildings. They need to go into this open minded and determine what will drive people into downtown. Councilmember Schulz stated it needs to be a similar concept as Fireman s Park where it brings people there for multiple reasons. City Administrator Podhradsky suggested they discuss who should be part of the Task Force at the next City Council meeting. He commented it is very good to have Paul Paige from LHB committed to this project Community Development Director Ringwald pointed out they had four really good proposals presented, and HKGi stood out. Motion by Councilmember Boe, second by Councilmember Schulz, to accept the proposal from HKGi for Master Planning and Concept Design services for the City Square West project.

Voting aye: Councilmembers Geisler, Boe, Rohe, Schulz, and Mayor Windschitl. Voting nay: None 12. Other Business A. City Administrator s Biweekly Report - Received Councilmember Schulz Congratulated the Chaska Hawks football team on their great season. Councilmember Boe Commented the fall clean up took place last weekend and there was a good turnout. Councilmember Geisler Encouraged people to light up their neighborhoods and be careful on the roads Tuesday night with all the trick or treaters. Mayor Windschitl Commented the Halloween Party at Veterans Park was successful. This event was partnered with Carver County Parks and the City of Carver. Wished everyone a Happy Halloween. 13. Adjourn Motion by Councilmember Schulz, second by Councilmember Geisler to adjourn the meeting at 8:47 pm.
