3 ITEM 2 MEMORANDUM TO: FROM: MPO Bob Bini, Director for Transportation Planning DATE: September 18, 2017 SUBJECT: 2019 Twelve Year Program Update Public Comment Results Earlier this year, from March 6 to April 19, the State Transportation Commission solicited public comment on the 2019 Twelve Year Program Update. The public comment period included an online public meeting on March 21, attended by more than 250 people, and an online survey. The Honorable Ronald Drnevich, State Transportation Commission member from Dauphin County will be in attendance to present and discuss the public comment results for Lancaster County. A summary of results for Lancaster County is attached to the agenda.

4 Lancaster County Transportation Study A Closer Look at Your Region The State Transportation Commission s six-week public comment State Transportation Commission period for the 2019 Twelve Year Program (TYP) Update began in 2019 Twelve Year Program Update March and concluded in April During the comment period, the public had the opportunity to take an online survey and participate in an online public meeting. All public feedback received was analyzed to better understand public priorities and transportation trends. Transportation Issues Identified Statewide, survey participants mapped over 3,500 transportation concerns. 160 of these are located within the Lancaster County region. 76 Ephrata 222 During the mapping exercise, some discovered their concerns were already addressed by projects on the 2017 TYP. 7 ITEM 3A 1. Call to Order Commissioner Stuckey called the meeting to order at 12:01 p.m. 2. Updates and Announcements a. Major Projects State Road Interchange Mr. Berger reported that updates on the project have been provided to TTAC at their monthly meetings. The ongoing issue has been indemnification, but a tentative agreement has now been reached. PennDOT continues to develop the project design. The expected let date of February 2018 was dependent upon an agreement being reached by May, so this date may have to be pushed back. Mayor Gray asked for clarification as to who is seeking indemnification, to which Mr. Berger replied that it is Amtrak seeking indemnification from East Hempfield Township during and after construction. The state is not legally permitted to indemnify, so this is only possible because the bridge at the interchange is owned by the township. In any case, PennDOT will see the project through. Commissioner Stuckey inquired as to what the let date for the project may change to. Mr. Berger stated that the let date may not have to be pushed back from February 2018, but given the process it would be adjusted by one month or so. Mr. Keiser stated that PennDOT has various options for how to handle the process once the indemnification agreement is finalized. He commended the township for its efforts. Commissioner Stuckey expressed his appreciation for the hard work and dedication to this project. b. Transit Mr. Kilmer reported that bids were received for the Queen Street Station construction. Work will start during the week of July 10 th, and should be complete in approximately three months. The SCTA is also accepting proposals for the Transit Development Plan update. The update will focus on access to employment centers and connections between Lancaster County and Lebanon County. c. Federal Highway Administration There was no representative present. d. Bike/Pedestrian Advisory Committee Ms. Ahlskog deferred Item 4 to provide an update on BPAC. e. Transportation Authority Nothing to report. f. Commuter Services of PA Mr. Boyer reported that Commuter Services held its Earth Day promotion, which resulted in over 350 riders forgoing use of their vehicles. This took thousands of miles off of the roads. May was National Bike Month. The winner of the Bike Month raffle was a resident of Lancaster County. The board s 100 th meeting was held in May, and Mr. Boyer expressed his appreciation for Lancaster County s efforts to make this milestone possible. Commuter Services sat in on the Network Traffic Management and Analysis (TMA) Conference. PennDOT may use funding to do these kinds of things. 3. Minutes of April 24, 2017 Meeting (Action) There were no comments or suggested changes to the minutes.

8 ITEM 3A Mr. Graybill made a motion to approve the minutes as presented. This motion was seconded by Mr. Shaffer. The committee voted unanimously in favor of the motion, thereby approving the minutes. 4. BPAC Membership (Action) Ms. Ahlskog informed the committee that at its May 25 th meeting, BPAC voted to add two more members. These proposed new representatives on BPAC are George Tobler and Brenda Buescher. Both the committee and LCPC staff are familiar with these two candidates, and they believe that both can be great pedestrian representatives for the body. At its June 12 th meeting, TTAC supported the appointment of Mr. Tobler and Ms. Buescher. Commissioner Stuckey asked for clarification as to how long their terms would last. Ms. Ahlskog stated that the terms would expire at the end of 2017, and after this year the process of expanding and incorporating greater diversity will begin. 5. Enola Low Grade Trail Funding (Action) Ms. Ahlskog reported that Bart Township, in cooperation with other municipalities along the eastern portion of the trail, have submitted an application to the DCNR for funding. The Providence Township portion is complete, the bridge on US-222 is under construction, and the rest needs to be either completed or repaired. The DCNR funding application seeks $800 thousand, which is higher than the standard grant cap of $500 thousand. PennDOT has now released unused funds and allocated $1.2 million to this project, which will serve as the funding match for the DCNR application. As such, there is no longer a need to ask for a commitment of future TIP funds, as was planned, because this newly-acquired MAP-21 money serves as a secured match. Ms. Ahlskog then read the letter identified as Item 5B. Mr. Zimmerman asked for clarification as to whether this project would let in 2018, and whether the municipalities will financially contribute as well. Ms. Ahlskog stated that the municipalities will not be providing any monetary contributions, but they will be responsible for pre-construction labor and ongoing maintenance of their portions of the trail. Most of the funding used for the other portions of the trail came from the DCNR as well. Mayor Gray inquired as to what was discussed at the TTAC meeting regarding the TIP process. Mr. Lutz stated that TTAC discussed, in length, how to add projects to the TIP. He noted, however, that the committee agreed that there will always be opportunities such as this which do not fit within the constraints of the timetable or process. This trail will have significant economic benefits for both the county as a whole and the municipalities along this portion of the trail. A trail this length is a destination that will attract thousands of people to the county. That is why completing this portion of the Eastern Low Grade Trail is so important. Mayor Gray inquired as to whether the committee generally has a plan for how to handle additions such as this. Mr. Lutz stated that there is a plan for handling additions to the TIP, but action had to be taken immediately due to the nature and timing of DCNR funding. Mayor Lutz asked for clarification as to whether this would be setting a precedent for the process in the future. Mr. Lutz stated that this would not set a precedent. Action simply needs to be taken so that the opportunity to obtain DCNR funding is not missed. Ms. Ahlskog stated that the $1.2 million received from PennDOT is TAP money that was never allocated. When the project was submitted to the DCNR, it was deemed to be a top priority project for them. Mr. Lutz asked for clarification as to whether this will result in any projects being

9 ITEM 3A cancelled or losing funding. Ms. Ahlskog stated that no TA projects will be impacted by this. Commissioner Stuckey asked for clarification as to what action should be taken by the committee, to which Mr. Bini said that the committee simply needs to approve the submission of the letter to the DCNR announcing the acquisition of matching funds. Mayor Gray made a motion to approve submission of the letter announcing a matching funds commitment for the Eastern Low Grade Trail project. Mr. Zimmerman seconded this motion. The committee voted unanimously in favor of the motion, thereby approving submission of the letter to the DCNR. 6. TIP Modifications Ms. Raves summarized the administrative actions outlined in the attachment identified as Item 6A. Mr. Zimmerman asked for clarification regarding the term deep excavation. Mr. Berger stated that this refers to large stormwater and drainage pipes in PennDOT right of way. It is beyond the capability of the standard PennDOT maintenance department to access these kinds of pipes. Mr. Cowhey noted that this is the first time such work has been included on the TIP. Mr. Zimmerman then asked for clarification regarding the phasing of US-222 improvements. Mr. Berger stated that the improvements along the corridor will be broken down into four separate phases. The first phase will cost approximately $40 million, and the improvements as a whole will ultimately total $150 million or more. Ms. Wasong inquired regarding a project from two years prior, which called for a traffic light to be installed at the Columbia Avenue Race Avenue intersection. Instead of a light being installed, a brief study was produced. This study, however, did not contain any data. Lancaster Township has traffic data for this intersection, and it has been speculated that PennDOT is considering eliminating left turns this intersection. Is this project back on the TIP? Ms. Ahlskog stated that the project is listed as a safety improvement on the TIP, not specifically as a traffic light. Mr. Keiser suggested that Ms. Wasong send any data that the township has to PennDOT District 8-0, along with a written request of what they would like to see done. 7. Warwick Township 6 th Street Project Mr. Zimmerman reported that this multimodal project has been on the radar of the township since It will provide links to Ephrata and redistribute east-west traffic. The first phase will include the construction of roundabouts and infield development. No action needs to be taken by the committee. Mr. Bini noted that LCPC staff reviewed the project before the township submitted its application, and provided a letter of support. Mr. Lutz asked whether there is a larger, more visible map of the project that could be provided at the July TTAC meeting, and Mr. Zimmerman agreed to provide this. He noted that Manheim Township compressed the roundabout. As a whole, roundabouts have significant safety benefits, though there is a learning curve for American drivers. Europe has been using them prominently for over fifty years. Based on projected growth, there would likely need to be room in the roundabout for two lanes. Ms. Wasong inquired as to how roundabout designs have changed in recent years. Mr. Zimmerman stated that the entrance angle has been made less straight, and they have been changed in shape to be more oblong. Mayor Gray noted that the straight entrance angle caused many accidents. Mr. Keiser stated that PennDOT plans to add them in certain areas where they make the most sense, though multi-lane roundabouts will inevitably continue to cause problems due to the challenge of trucks and

10 ITEM 3A their tendency to move outside of their lane. Mr. Cowhey asked for confirmation that roundabouts have a better through-put than traditional intersections, and Mr. Keiser confirmed this. Ms. Wasong noted that the roundabout at the intersection greatly reduced accidents. Mr. Keiser noted that the roundabout on US-322 has a great deal of community support from Derry Township. 8. Smart Growth Transportation Program Update Ms. Parcells reported that a SGT Program workshop was held on April 12 th at the Lancaster City Hall. That same day, NOI forms were also issued to municipalities. Eight NOI forms were received by the deadline of May 8 th, and the SGT Task Force met on June 1 st to review these submissions. She then summarized the eight projects, which were all deemed to meet the core criteria of the program. They can be found in the attachment identified as Item 8A. The seven municipalities that submitted a project are now invited to complete full applications by July 17 th. After applications are received and reviewed, interviews will be conducted in September. Recommendations will then be brought before the committee sometime in the fall. Mr. Lutz inquired as to the status of the Strasburg Township SGT project. Mr. Bini stated that the township was informed that they will be receiving a letter requesting the retraction of funds. However, they asked for an additional month to process all of the information they received, and have yet to provide a response. Mr. Bini said that he can contact them within a week. Ms. Parcells noted that the available funding for this program cycle ($3.5 million) includes the funding that would be retracted from Strasburg Township. Mr. Lutz then asked whether there are any other SGT projects currently experiencing delays or failing to make progress, to which Ms. Parcells stated that there are none with these problems. Mr. Zimmerman inquired as to approximately how long the submitted bike trails are. Ms. Parcells stated that they are approximately one mile long, and they will also include pedestrian walkways. They initially applied for the cycle of FY FHWA Regulations on Performance Measures Mr. Bini reported that there are new regulations pertaining to performance measures for pavement, bridges, and transportation reliability. Condition can be defined by structural data. These rules apply to interstates and interstate highways on the NHS. Staff will work with PennDOT to determine how to implement and set targets. Progress reports begin in October 2018, and the MPO will have six months after the state sets targets to either accept the target or adopt new ones. Most of the data required by these rules is already collected and measures, but the rules will ensure that performance will dictate how money is spend on roads. Mayor Lutz inquired as to whether there is discussion regarding how federal funding will change under the new administration. Mr. Bini stated that it will likely result in the use of more private funds, in addition to public funds. Mayor Gray noted that private partnerships often result in toll roads. Mr. Bini stated that a better source of revenue is needed than just the Highway Trust Fund, because current levels are not sufficient. Mr. Arey noted that due to their outreach, the Planning Partners have a better understanding of public opinion. Mayor Gray expressed hope that the major parties at the federal level can agree on the issue of transportation funding. 10. Information Items

11 ITEM 3A a. Complete Streets Workshop Recap Mr. Bini referred to Item 10A, which is a summary report of the Complete Streets Workshop held on May 25 th. This workshop got the attention of PennDOT, and they will be posting materials from the workshop on their website. b. Local Government Safety Seminar Mr. Bini informed the committee that this free seminar will be taking place on July 19 th. It will provide information useful for improving safety at low costs. c. Access the Keystone Mr. Bini reported that the Access the Keystone Lancaster County seminar was held on June 1 st. We will be receiving a feedback summary in the near future. d. Keller Avenue Site Mr. Bini reported that Deputy Secretary Toby Fauver, of PennDOT Central Office, will be at the July 10 th TTAC meeting to present on the Keller Avenue lot and the Mount Joy Train Station. The state has acquired between three and four acres of the lot, and it is still to be determined how to add parking and other amenities for the Amtrak station. Ms. Wasong asked whether a pedestrian bridge will be required, and Mr. Bini confirmed that one will be needed. The cooperation of Amtrak will be needed to install such a bridge. Other funds may be available for developing the lot. Mr. Cowhey stated that 3.6 of the 17 total acres available in the space were acquired from Amtrak. 11. 12 ITEM 5 MEMORANDUM TO: FROM: MPO Bob Bini, Director for Transportation Planning DATE: September 18, 2017 SUBJECT: Withdrawal of SGT Project Approval Strasburg Township In July 2017, LCPC wrote to Strasburg Township to communicate the MPO s instructions regarding its Smart Growth Transportation (SGT) funding for the PA741 Safety Enhancements Project. As of that date, the Township had not reported any progress on pre-construction activities, as required by the 2014 approval of funding. The advice to the Township was that they needed to report substantial progress on preconstruction activities by August 15, 2017, and confirm that they could maintain continuous progress. Absent that, the MPO would withdraw the funding at the September 25, 2017 MPO meeting. This month s TIP modifications include a TIP amendment to remove funding from the PA741 Safety Enhancements Project. Prior to this project being added to the TIP, the MPO approved this project as one of several projects in the 2014 SGT program. To effectuate the withdrawal of funding from the TIP, the Coordinating Committee should consider the following motion: Suggested motion: Based on the lack of adequate progress, as required by program guidelines for the Lancaster County Smart Growth Transportation Program, the Lancaster County Coordinating Committee withdraws approval of the Strasburg Township PA741 Safety Enhancements Project. Note: Strasburg Township was also notified in the July letter that as an alternative if the Township project did not move forward, the MPO would work with PennDOT to pursue completion of a safety audit of this portion of the PA 741 corridor as a means of assisting the Township in identifying needed safety improvements for future programming. That effort will now proceed.

13 ITEM 6 MEMORANDUM TO: FROM: MPO Bob Bini, Director for Transportation Planning DATE: September 18, 2017 SUBJECT: Transportation Improvement Program (TIP) Modifications Highway and Bridge TIP PennDOT will review the Highway and Bridge TIP modifications detailed in the following two attached files: Highway FFY TIP Modifications from June 13, 2017 to September 11, 2017 Transit FFY TIP Modifications The amendment detailed in the first attachment would remove the previously approved Federal funding for the Strasburg Township PA741 Safety Enhancements Project. To complete the MPO s process of withdrawing approval of the project, the MPO should consider the following motion: Suggested motion: The Lancaster County Transportation Coordinating Committee amends the Lancaster Highway and Bridge TIP to remove the funding previously approved for the PA741 Safety Enhancements Project. The second attachment summarizes the administrative modifications of funding for the following highway and bridge projects: Columbia Avenue Bridge in Lancaster Township, Eshelman s Run Bridge in Paradise Township, Pequea Valley Bridge over Pequea Creek in Paradise Township, Chester Rd. Left Turn Lane (222 Early Action Project) in Manheim Township, ITS Phases 1&2 CCTV Installation at multiple locations on Routes 30 and 283, Non-Motorized Transportation Study in LIMC municipalities, Comprehensive Bike Plan in Lancaster City, PA372 Bridge Replacement in Christiana Borough, and Farmersville Road Bridge in West Earl Township. No action is required on these administrative modifications.

14 ITEM 6 Transit TIP PennDOT will also review the administrative Transit TIP modifications detailed in the attachment named Transit TIP Admin Actions for Aug and Sept 2017 that summarizes the modifications of funding for the following transit projects: Preventive Maintenance in 2017, Queen Street Station Upgrade, ADA Paratransit Service, Purchase of buses, Purchase of paratransit vans, Security upgrade at Lancaster Operations Center, Transit Development Plan Update, and Solar Panel Installation at Lancaster Operations Center. These TIP modifications are administrative and presented for information only. No Committee action is required.

22 ITEM 7 MEMORANDUM TO: FROM: MPO Bob Bini, Director for Transportation Planning DATE: September 18, 2017 SUBJECT: 283/230 Corridor Study Update On February 17, 2017, PennDOT approved the Lancaster MPO s request for Supplemental Planning Funds to conduct a Routes 283 and 230 Corridor Study to evaluate land use and transportation issues in the study area. Over the past two months, LCPC solicited proposals for a qualified consultant to conduct the study. With the County Commissioners approval on August 23, 2017, LCPC retained Whitman, Requardt & Associates, LLP of Baltimore, MD to undertake the study. They will manage the study from their York, PA office, and the project is expected to be completed by year s end. The project is a cooperative effort among LCPC, the Economic Development Company of Lancaster County (EDC), the Lancaster Farmland Trust, and the eight municipalities along the Routes 283 and 230 corridors. They are East and West Donegal, East and West Hempfield, Mt. Joy and Rapho Townships, and Elizabethtown and Mt. Joy Boroughs. Two meetings were held with the managers of the municipalities to gain their input as the project was being formulated. A project advisory committee has now been formed to provide input into the study. The committee has representation from five business interests in the study area, Mt. Joy Municipal Authority, Elizabethtown School District, South Central Transit Authority, Lancaster Farmland Trust, and LCPC and EDC staff. This committee will meet three times during development of the project, in October, November, and December. In addition, the consultant will conduct a public survey of land use and transportation issues in the study area. Regular reports will be provided to the MPO Coordinating and Technical Committees, and the Lancaster County Planning Commission as the project develops.

23 ITEM 8 MEMORANDUM TO: FROM: MPO Bob Bini, Director for Transportation Planning DATE: September 18, 2017 SUBJECT: TIP Problem Submission Process At the TIP Update Subcommittee (TIPUS) meeting held on August 21, 2017, the subcommittee discussed how frequently municipalities are asked to identify transportation problems for consideration in the development of the Metropolitan Planning Organization s (MPO s) Transportation Improvement Program (TIP). Current practice is to solicit problem submissions every four years in conjunction with development of the MPO s Long Range Transportation Plan (LRTP) during the regular update cycle established by the Federal Metropolitan Planning and Programming Regulations for MPOs of Lancaster s size. For the LRTP adopted in 2016, projects were solicited in This would mean that the next solicitation will occur in 2018/2019 during the next LRTP update cycle. Problem submissions received would be considered for addition to the LRTP and TIP scheduled for adoption in The subcommittee asked whether or not consideration could be given to soliciting projects more frequently to coincide with the two-year TIP update cycle. The rationale for the current arrangement lies in the Federal planning regulations that require projects included in the TIP to be consistent with the approved metropolitan transportation plan to ensure that the TIP reflects the MPO s investment priorities established by the plan. This requirement is reinforced in the June 2016 Memorandum of Understanding (MOU) between PennDOT, the MPO, and South Central Transit Authority that governs procedures for Transportation Improvement Program Modifications. The MOU, adopted along with the current LRTP, provides that TIP modifications must be consistent with the MPO s LRTP. Soliciting projects on a two-year cycle, would likely necessitate adoption of an updated LRTP, a new conformity analysis, and reevaluation of fiscal constraint each time the TIP is adopted to include new projects resulting from the municipal problem submissions. With that said, reexamination of our current practice presents an improvement opportunity. LCPC will review the relationship of problem submissions to the LRTP with FHWA and PennDOT, and assess options that could provide a more interactive and ongoing process for soliciting projects from our municipalities. PennDOT Connects provides a mechanism for discussion among PennDOT, municipal officials and LCPC on a transportation problem and related community issues prior to the point where a problem becomes a project. This might result in a higher success rate for moving problem submissions to the LRTP and TIP during the regular update cycle.
