2 3 MARQUETTE COUNTY FORESTRY COMMISSION MEETING MINUTES March 2, CALL TO ORDER: The regular meeting of the Marquette County Forestry Commission was called to order by Senior Planner Thyra Karlstrom at 6:00 p.m. in preparation for the Election of Officers. 2. ROLL CALL: Commissioners present: Karen Alholm, Mike Touchinski, and Michael LaPointe. Staff member: Thyra Karlstrom. a. Election of Officers: Thyra Karlstrom requested nominations for the 2016 Chairman position. Commissioner LaPointe nominated Mike Touchinski as Chairman. Commissioner Alholm seconded. Commissioner Touchinski accepted the nomination. Commissioner Touchinski then requested nominations for the Vice Chairman position. Commissioner Alholm nominated Commissioner LaPointe. Commissioner Touchinski seconded. Commissioner LaPointe accepted the nomination. The motions carried unanimously and Mike Touchinski was appointed as Chairman and Michael LaPointe was appointed as Vice Chairman 3. APPROVAL OF MINUTES: A motion was made by Commissioner Alholm, seconded by Commissioner Touchinski, to approve the minutes of the January 13, 2016 regular meeting. Motion carried unanimously. 4. PUBLIC COMMENT: None 5. APPROVAL OF AGENDA: Commissioner Touchinski requested adding an item under Old Business 9a. to include a short discussion on PILT. Commissioner Alholm motioned, seconded by Commissioner LaPointe to approve the agenda as modified. Motion carried unanimously. 6. PUBLIC HEARINGS: None. 7. COMMUNICATIONS: None. 8. MONTHLY REPORTS: Commissioner Touchinski provided a brief overview of the monthly reports. After review, it was the consensus of the Commissioners to file the monthly reports. 9. OLD BUSINESS: a. PILT: Commissioner Touchinski informed of a meeting scheduled for 3/7/2016 that he and Thyra Karlstrom are slated to attend regarding PILT. Discussion ensued regarding the current system including the price per acre and money allocation. Commissioners Alholm and LaPointe requested they proceed as planned and report back on the outcome of the discussion. 10. NEW BUSINESS: a. Consulting Forester Work Program: Thyra Karlstrom prepared a memo outlining the proposed Consulting Forest Work Program for A motion was made by Commissioner Alholm, supported by Commissioner LaPointe to approve the proposed work plan. The motion carried unanimously. b. Forest Management Plan Update: Thyra Karlstrom presented a current map containing the new data being used to determine the upcoming Forest Management implementation schedule. Ms. Karlstrom explained the details of what was being presented on the map and relayed the intentions to add the areas slated for harvest in 0-5 years, to the current Forest Management Plan schedule. No motion was necessary 11. ANNOUNCEMENTS: Ms. Karlstrom spoke of the DNR Passport Grant being sought to fund repairs at Perkins Park. She also announced slight changes to the park and harbor fees and to the park rules and regulations. She requested these changes be mentioned at the upcoming Planning Commission meeting. Commissioner Touchinski agreed to relay the updates. 12. PUBLIC COMMENT: None. 13. Multiple stands are scheduled to be reforested in 2016 totaling 136 acres. Please refer to the included map for location and species type. The total area is 136 acres- 42 jack pine and the remaining 94 red pine. The consulting forester is evaluating the potential of planting some red pine in stand 48-4 adjacent to and north of the water body. This area is between lowlands and may be conducive to red pine generation. Please consider approving the proposed 2016 reforestation plan.
