1 CITY OF PAPILLION MAYOR AND CITY COUNCIL REPORT August 1, 2017 AGENDA Subject: Type: Submitted By: Approve Appointment of Assistant Resolution Mayor David P Black City Administrator #R SYNOPSIS: It is my desire to appoint Amber Kummer as Assistant City Administrator. I respectfully request your approval of her appointment. Ms. Kummer has a Masters of Public Administration degree with a specialization in State and Local Government and a Bachelor of Arts degree, majoring in Political Science and History, both from University of South Dakota. Ms. Kummer is currently City Administrator/Clerk for City of Anthony, Kansas, where she has served for seven years. She stood out in Papillion s selection process for her experience managing a rapidly changing community, which includes city-owned utilities and an airport. In 2010, under Kummer s management, Anthony saw an unforeseen oil boom, doubling city s size from 2,500 residents to more than 5,000 in just a matter of months. The boom was followed by a subsequent bust in Kummer helped guide city to maximizing opportunities boom created while minimizing its negative impacts. FISCAL IMPACT: Band F Tier 1 Salary Range $86,445 - $100,005 Starting salary $90,000 RECOMMENDATION: Approve. BACKGROUND: Chapter 51-8 of Papillion Municipal Code states, Mayor may, by and with approval of a majority of City Council, appoint an Assistant City Administrator, who shall perform duties as prescribed by ordinance. 3 RESOLUTION NO. R A RESOLUTION TO PROVIDE FOR THE ESTABLISHMENT OF SALARY RANGES FOR MANAGEMENT/ EXEMPT PERSONNEL AND TO PROVIDE AN EFFECTIVE DATE THEREOF. WHEREAS, provisions of Management/ Exempt Compensation Program create classification bands of employees and establishes tiers within each salary range; and, WHEREAS, Code of City of Papillion, Chapter 69, Salaries and Compensation, Section 69-1 requires City Council to adopt a resolution setting forth names and classifications for each full time employee and also set compensation range for such employees; and, WHERAS, it is desire of Mayor and City Council to include position of Chief Water Superintendent, and change Staff Attorney job title to Assistant Attorney in Management Exempt Compensation Program; and, WHEREAS, this resolution shall supersede all previous resolutions. Oversee all of se departments and attend committee meetings to keep m informed and progressing forward. Major projects lead while at Anthony from 2010 to present include: re-wrote City s Personnel, Procurement, Safety, and Drug Testing Policies; oversaw updating of City s 20 year Strategic Plan; annexed several portions of land into city; oversaw over $2 million dollars worth of street repairs; oversaw completion of six state development grants; managed a $9 million dollar water treatment plant upgrade project; coordinated sustainable City growth while maximizing economic growth during a regional oil boom with City s population doubling during booming period; negotiated a new electric supplier contract for City; and oversaw numerous upgrades at Anthony Municipal Airport. Major projects currently working on: $2 million dollar Anthony Municipal Airport runway extension project; recodification of City s codes; $2 million dollar sewer lagoons improvement project (from discharging to non-discharging lagoons); and working on a roughly $5 million dollar power plant generation and 138-kV electric transmission line upgrade project. Project Director for Crooks, SD, Development Project September 2009 January 2010 Served as Project Leader that directed, planed, organized, coordinated and researched a developmental project for City of Crooks, SD. Worked with a small group of USD students to bring a developmental project to City. It was a growing community in need of economic development opportunities in order to expand.
