3 SALES TAX MEASURE BACKGROUND In 2013, the Town Council placed a ½ cent sales tax measure on the ballot to improve the Town s lack of reserves and fund capital improvement projects On November 5, 2013, Corte Madera voters approved the ½ cent Measure B by 68% Took effect on April 1, 2014 and expires on April 1, 2020 Expenditures are reviewed annually by the Sales Tax Citizens Oversight Committee. 4 EXISTING SALES TAX MEASURE B FACTS Regional shopping centers and auto dealerships provide the economic engine for sales tax revenue in Corte Madera. ($9 million annually) Shoppers from all over Marin, Sonoma and other counties come for the unique experience and diverse amenities This is not a new tax: Measure B runs between (but could be replaced by Measure F) Measure B provides about 12% of Town revenue Corte Madera leads the County in per capita sales tax revenue

6 Citizen s Oversight Committee Summary from January 30, 2018 meeting The 8.75% sales tax rate, Town receives 1% ($6.5M) and 0.5% (2.5M) from Measure B and CA receives 6.25%, (County measures also total 1%) The half-cent Measure B is a direct allocation to the Town and is the only locally controlled revenue source ($2.5M per year) Interested in Senior and Youth Programs and Disaster Preparedness Expressed interest in accelerated capital project delivery State and federal resources have been decreasing over time, 146 newly approved sales tax measures were approved by CA cities since 2013

7 Citizen s Oversight Committee Summary Disaster Preparedness Details $1.7 million is currently set aside for unforeseen events $100,000 is currently available for brush removal and creating defensible space Town is developing evacuation routes and emergency response plans for all types of disasters (earthquake, brush fire, flooding, etc.) Full-time Fire Marshall was hired last fall to increase fire prevention and enforce local ordinances Neighborhood Response Group (NRG) coordinator hire last summer and supports 2,000 households ($20,000) and another $30,000 in training and equipment Evaluating implementation of an early warning alert system

8 Measure F Ballot Language Ballot Language for June, Shall Corte Madera (1) eliminate the special drainage property tax ($98 per residential unit or per 1,000 commercial square feet) AND (2) extend the existing 1/2 sales tax at a 3/4 rate until ended by voters, providing $3,500,000 annually for unrestricted general revenue purposes (for example, flood/sea level rise/disaster preparedness, fire prevention, street repair, improved traffic flow, safety improvements, 911 response, and senior/youth programs) subject to annual audits and a citizens oversight committee?

11 Relationship Between the Capital Improvement Program (CIP) and the Sales Tax Renewal Public Works Department Goals for the CIP and Measure B or new Measure F: 1. Safety of the Public (walking, biking, driving, and diminish floods, fires, etc.) 2. Create a stable, long-term revenue stream for Town improvements 3. Anticipate maintenance needs, prolong useful life of assets, replace as needed 4. Make the Town of Corte Madera a model for how to fund/implement Public Works transportation improvements and flood control systems 5. Increase revenue to meet Town s current and future infrastructure needs 6. Repeal special drainage tax $98 per unit per year 7. Fortify the Town, build in resiliency, proactive preparation

12 Flood Control: Capital Improvement Program Categories, eligble uses of Sales Tax Revenue Curb, gutter and sidewalk improvements ($1,000,000-$3,000,000) Drainage repairs and improvements ($3,000,000-$6,000,000) Town Facilities, Public Works, Planning/Building work space: Improve costumer relations and project delivery, return Fire House to CMFD ($2,000,000-$3,000,000) Streets and Potholes/ Safe Routes to School: Pavement maintenance improvements throughout Town ($1,000,000-$3,000,000)

13 Flood Control Corte Madera is vulnerable to flooding with over 32% of the Town s homes being within the FEMA 100-year flood zone. While the Madera Gardens and Mariner Cove neighborhoods are the areas at most immediate risk of flooding, the higher elevation areas of Town will find access by emergency services and residents severely hampered by such flooding. 14 Flood Control A Defining Corte Madera Concern Since the 1982 floods, the Town invested in over $20,000,000 in flood control infrastructure to prevent flooding. That infrastructure consists of: 1. Storm Drain System: 47 Linear miles 2. Canals: 6,550 Linear feet 3. Levees: 10,400 Linear feet 4. Pump Stations: Gate Stations: Retention Basins: 6 7. Detention Basins: 1

15 Flood Control A Defining Corte Madera Concern A 2007 flood control study evaluated the Town s current system and provided the following recommendations and cost estimates: 1. $800,000; in annual maintenance to maintain the current system 2. $18,000,000; in capital improvements & enhancements to current system to include 4-5 additional pump stations 3. $20,000,000; in new levee improvements on the north and east sides of Town

19 Is Measure F Sales Tax Revenue the Best Long-term Town CIP source? Flood control and Transportation infrastructure are expensive to maintain, up to $50 million by 2030 State and federal revenue sources are shrinking Growing importance for locally-controlled sales taxes revenue in California: 146 new measures adopted since 2013

20 Considerations regarding ¾ versus ½ cent renewal : 1. Regional shoppers fund most of CM sales tax, not locals 2. Revenue will erode over the next years: Brick/mortar sales falling, personal auto sales/ownership will decrease, and inflation 3. Expensive infrastructure needs: A complex and aging flood control system, A transportation system in need of repair and modernization 4. Marin County comparison of sales tax rates, population, average annual revenue and revenue per capita 5. At a ¾ cent Measure F rate, Town can afford to sunset flood tax in 2018 saving money for every home/business owner in CM
