1 Capital District Transportation Committee March 3, 2017 Amendments to the TIP At its March 1, 2017 and March 2, 2017 meetings, CDTC made the following amendments to the Transportation Improvement Program (TIP). 1. S223 ( ), Schenectady Pavement Preservation In October, 2016, the Planning Committee approved funding for safety improvements within the limits of this project. Shortly thereafter, the improvements were deemed ineligible for federal safety funds (HSIP). Since that time, there has been a change to the eligibility rules. So a variation of the previous scope was added to the TIP, this time as part of S223. After the project was added to the TIP, later in the same Planning Committee meeting (March 1), in order to help the other members with fiscal constraint issues, the City of Schenectady volunteered to defer all elements of the project in FFY to FFY Therefore, the funding table below reflects that update to the funding schedule in the City s amendment request. The additional elements of the scope are pedestrian signal improvements (ped. heads, poles, conduits, wires, etc.), signal controller and cabinet replacement, sidewalk, crosswalk and related curb improvements at all existing signalized intersections within the project area. Because the federal funding distributed at the state level does not count against CDTC s STP-Off budget estimates, it is denoted in the TIP as STPOffNY. The project is capped at the dollar amounts shown. The 20% local match will be 5% local and 15% toll credits. Since the bridge is not on the federal-aid system, normally the fund source would be STP-Off (for STP Off-System Bridge). Because the federal funding distributed at the state level does not count against CDTC s STP-Off budget estimates, it is denoted in the TIP as STPOffNY. The project is capped at the dollar amounts shown. The 20% local match will be 5% local and 15% toll credits. The schedule below is advanced one year from that which was approved by the Planning Committee. It is a project selection change requested by Saratoga County and approved by Region One. 3 Improvement Program) funding which was not allocated to Regions. The 20% local match will be provided by toll credits. Because the federal funding distributed at the State level does not count against CDTC s budget estimates, it is denoted in the TIP as Safe-100, which also reflects that the funding is 100% federal-aid, with no state or local funding for the match. Improvements can include high visibility crosswalk markings, enhancing signals with extended crossing times, countdown timers, leading pedestrian intervals (which help make pedestrians more visible to motorists by giving them a head start before traffic can turn onto the street), pavement markings, signs, pedestrian refuge islands and attentiongrabbing light beacons. The two below projects will be for pedestrian improvements on State roads. RG P Safe-100 $0.045M D Safe C Safe RG P Safe-100 $0.045M D Safe C Safe Fiscal Constraint Actions Because the CDTC TIP was over-programmed in year one ( ) and year three ( ), CDTC conducted a task to eliminate or drastically reduce the over-programming. As a result, actions were taken that deferred selected project elements from one federal fiscal year (FFY) to the next, which are documented below. Since the FFY is from October to September of the next year, a deferral means that the element cannot be obligated until October of the next year. It is not required to be a twelve-month year. The list below does not necessarily show full project funding, but rather, only elements that are deferred. Only the new FFY is shown, and it should be inferred that the FFY before the action is the previous FFY. Most of the individual schedule changes would not require Planning Committee action. But because in aggregate, these changes represent a major change to the TIP, both Planning Committee recommendation and Policy Board action were sought and received. As part of 3
4 the action, budget estimates were changed, moving $3M from each of year two and year three to year one of the TIP.
