3 We Are the GBNRTC (Greater Buffalo-Niagara Regional Transportation Council) The GBNRTC was designated as a Metropolitan Planning Organization (MPO) for Erie and Niagara Counties by the Governor of New York A Cooperative Association of Area Governments and Agencies The metropolitan planning process is a collaborative effort guided by federal transportation legislation known as Fixing America's Surface Transportation Act (FAST Act) The GBNRTC is focused on establishing a comprehensive, coordinated, and continuing transportation planning process for the metropolitan area of Erie and Niagara County

8 What Is The TIP? A 5-year capital plan which schedules federal funds for transportation projects in Erie and Niagara Counties Carries out the region s transportation vision within the constraints of available funding not a wish list Details the TIP development process, financial information and funding programs Status of projects on the previous ( ) TIP Project listings including highway, transit, and other transportation improvements scheduled for implementation between FFY 2017 to FFY 2021
9 Regional Vision Promote smart growth through transportation investment in priority development areas and areas with existing infrastructure Foster regional economic competiveness through targeted transportation investment Create an environmentally healthy, resilient region Promote safe, equitable regional service for all residents
10 TIP Development Process Review of current federal, state and regional guidelines and objectives Identify and prioritize any project that had been moved off of previous TIP(s) and make sure they are fully funded Consideration of other long and short-term regional planning efforts Needs identification and assessment involving a review of data sources, visualization techniques, and priority rankings Maintain fiscal constraint by keeping program in compliance with defined funding targets Develop final project listing Public and Interagency Review Recommend projects for the TIP Policy Committee Approval and submission to NYSDOT and FHWA

13 Core Funding Estimates Roads and Bridges Total planning targets for all of Region 5 are $93.103M However, some disclaimers: 5% of all federal funds are reserved for emergencies and NYSDOT Commissioner Initiatives 25% of expected National Highway Performance Program funds and Surface Transportation Program Off-System Bridge funds for statewide distribution on a competitive basis 50% of HSIP (safety) funds for statewide solicitation(s) $77.7M must be spent on preventative/corrective maintenance projects
14 Core Funding Estimates Roads and Bridges These actions reduce regional targets and result in further reductions to local programs Statewide competition for these funds does offer an opportunity to increase regional funding and to advance new projects considered critical to the state s overall transportation system The NY State Consolidated Local Street and Highway Improvement Program (CHIPS) and PAVE NY programs total approximately $20.3M per year and is not included in regional planning targets. These funds may be used for local match (typically 20% of total project cost)
15 Opportunity for Comment Federal legislation directs MPO s to provide opportunities for participation by interested parties - TIP programming is an ongoing and open process Our regional programming of transportation projects presents an opportunity for the public to become aware of major project changes and future projects Appropriate federal, state and local agencies responsible for land use management, natural resources, environmental protection, conservation and historic preservation in the development of transportation plans and programs are also given an opportunity to review and comment on the Draft TIP (26) Each project will eventually undergo its own specific review to ascertain the true nature and extent of potential environmental impacts. This may include a NEPA/SEQR review and public comment period

26 TIP Project Successes Underway NFTA Projects Under or Anticipated Construction in 2016 LRRT Midlife Rebuild and Bus Acquisitions Rebuild of 6 railcars Purchase of 24 big CNG busses (replacements) Purchase of 10 small CNG busses (replacements) CNG Station Construction of infrastructure to operate CNG fueled transit buses and para-transit vehicles from the Frontier Bus Garage Alternatives Analysis Tier 3 evaluation and identification of a locally preferred alternative is scheduled to be completed in early 2016 Transit Options Canalside/Cobblestone Project next steps include development of operational plans, ridership estimation, and cost evaluation with a locally preferred alternative and draft report by early 2016
27 Why Do We Do This? The MPO, in cooperation with the State(s) and any affected public transportation operator(s), shall develop a TIP for the metropolitan planning area. The TIP shall cover a period of no less than four years, be updated at least every four years, and be approved by the MPO and the Governor.
