2 Requested City Council Action Authorize distribution of the DRAFT 2040 Comprehensive Plan Update to affected jurisdictions for review City Council will have time to consider other amendments to the DRAFT Plan in the future Based on additional Council discussion Amendments to other documents related to the Plan Comments from affected jurisdictions and/or Metropolitan Council Next step in the planning process is to get the DRAFT Plan out for review Goal is to meet the submittal deadline of December 31, /04/2018 DRAFT 2040 COMPREHENSIVE PLAN UDPATE - CITY COUNCIL PUBLIC HEARING 2
3 What is a Comprehensive Plan? Framework and vision for the next 20 years Identifies goals and policies for the physical development of the City Manages forecasted population, household and employment forecasts Ensures compatibility with regional plans Guides all stakeholders in making land use decisions Provides a legal basis for zoning and other ordinances 06/04/2018 DRAFT 2040 COMPREHENSIVE PLAN UDPATE - CITY COUNCIL PUBLIC HEARING 3
4 Why Update the Comprehensive Plan? The current plan was adopted in 2011 State Statute requires all Metro area communities update their comprehensive plans every 10 years Opportunity to reprioritize goals & policies for the next 20 years while engaging the community Basis for intergovernmental coordination Updated plan must be submitted to the Met Council for review by the end of /04/2018 DRAFT 2040 COMPREHENSIVE PLAN UDPATE - CITY COUNCIL PUBLIC HEARING 4
5 Comprehensive Planning Process City solicited proposals to provide planning assistance for portions of the Plan Bolton & Menk was hired Public process formally began in Spring 2017 Public engagement process included: 2 open houses (spring 2017/2018) Project website, including meeting materials Paper and online surveys Attendance at community events Public hearings before the PC and CC DRAFT elements reviewed by the PC and CC 06/04/2018 DRAFT 2040 COMPREHENSIVE PLAN UDPATE - CITY COUNCIL PUBLIC HEARING 5
