Some time may be spent discussing how to process permit applications with clean fill issues. Brownfields - Basic overview, importance of redevelopment, tools, and success stories Landfills: Case Study Case study of a landfill project, with emphasis on E&S control measures and overcoming challenges E&S Manual Brownfield Updates - This session will focus on BMPs typically used for Brownfield sites. Industry Perspective on Mitigation Banking Track 2 Speakers will answer selected questions on topics and issues that were discussed during the day. Also discussed will be future policy changes related to maintenance of stormwater BMPs, status of PennDOT s MS4 permit and an update on the P3 program. Linear Projects, Pipelines and ESCGPs for Pipelines A discussion of coordination of pipeline projects with multi-counties/ regional offices. The presentation will discuss ATV traffic/perpetual disturbances within the ROW. Additionally, there will also be a brief discussion about stream crossings and buffers. DGLVR 102 and DGLVR 105 These sessions will focus on key aspects of the 102 and 105 programs that present challenges when dealing with road projects. Real world case examples will be used to discuss application of regulatory requirements. Track 3 Speakers will answer selected questions on topics and issues that were discussed during the day. 4 DAY 2: WEDNESDAY, OCTOBER 7: One track is available during Day 2. Day 2 Chapter 102 Track Question Cards available at each session. Chapter 102 presenters will be addressing Registration 7:30-8:30 am 8:30-9:30 Program Updates 9:30-10:30 NOI Worksheet Workshop, Including PCSM Completeness Review 10:30-10:45 Central Lobby 10:45-12:00 NOI Worksheet Workshop - Continued 12:00-1:00 Atrium 1:00-2:00 Act 162 2:00-3:00 BMP Updates 3:00-3:15 3:15-4:15 NOT Compliance 4:15-4:45 Adjourn 4:45 pm Chapter 102 Program Updates - This session will address key updates in the 102 program over the last year. Materials and updates to the administrative program manual will also be made at this time. NOI Workshop, Including PCSM Completeness Review - A discussion of an accurately completed NOI. Additionally, there will be a walkthrough of a PSCM Completeness review for nondelegated district. This session will be hands on. Act This session will focus on Act 162 and the changes that it created in the riparian buffer requirements in Equivalency demonstrations and offsetting, waivers, and frequently asked questions will be addressed. Real-world case studies will be used as demonstration tools BMP Updates - This session will focus on ESPC BMPs and PCSM BMPs which were approved after the ESPC Manual and PCSM Manual was approved. Key changes to sediment basins currently in the ESPC Manual will be reviewed and the approval process for new BMPs will also be discussed. NOT Compliance Case study of a residential subdivision, with emphasis on the importance of NOT compliance and instrument filing, actions taken and lessons learned Chapter 102 Speakers will answer selected questions on topics and issues that were discussed during the day. PNDI Introduction and overview of the new PNDI tool, including feedback and discussion. Program clarification on the applicability of PNDI as it relates to the May 13, 2013 PNDI Policy Authorizing Third Party Impacts to Existing Commonwealth Built Flood Control Projects - Delegation Agreements Provides an overview of the history of the agreements; changes made from the existing agreements; and a review of the required output measures and responsibilities of the Districts and Department Regional Offices and Central Office. Administrative Manual This session will provide a brief overview of the organization of the Chapter 105 Administrative Manual Basic SLLA Operations Overview of procedures for submitting, reviewing, and processing Submerged Lands License Agreement applications as part of General Permit packages SLLA Transfers and Amendments This session will provide an overview and procedures for SLLA transfers and amendments 105 Compensatory Mitigation A broad update on the status of compensation banking projects, draft technical guidance and program development grant efforts will be provided. More detailed information will be presented concerning changes in review of banking project applications, impact types (direct vs. indirect), function based compensation examples, etc. Chapter 105 Speakers - Speakers will answer selected questions on topics and issues that were discussed during the day.
