1 SOUTH ASIA REGIONAL WORKSHOP ON THE REGULATORY ROLE OF PROMOTING CROSS BORDER ENERGY TRADE JUNE 2012 RUPOSHI BANGLA HOTEL DHAKA, BANGLADESH UNDER THE SOUTH ASIA REGIONAL ENERGY PARTNERSHIP PROGRAM (SAREPP) FUNDED BY THE U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT
2 Workshop Description The focus of the workshop is an overview of regulations and policies that support successful cross border electricity exchange. This two-day event for Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka will present existing regulatory practices that further cross border electricity exchange, strive to identify existing regulatory barriers to cross border trade and identify solutions to be made to overcome these barriers. This workshop will provide a venue for South Asian regulators to engage in policy and regulatory dialogue on cross border exchange between Bhutan-India, Nepal-India, Sri Lanka-India, Pakistan- Afghanistan and other possibilities. Decision makers will meet with their counterparts to discuss feasible next steps in adapting regulations to better support cross border electricity exchange projects. Delegates will identify regulatory hurdles facing the progression of the cross border projects and jointly strategize on ways to overcome the barriers. Additionally, through exposure to the regulatory practices of other regional cross border markets from outside South Asia, electricity executives and decision makers will be exposed to the benefits of cross border trade and given tools for structuring regulations that support functioning and successful regional power exchanges. Anticipated Outcomes Facilitate electricity regulatory capacity building among South Asian countries through information sharing Enhance the increasing integration of electricity systems and electricity trade in the South Asian region through the facilitation of harmonized policy, legislation and regulations for cross-border trading, focusing on terms and conditions for access to transmission capacity and cross-border tariffs. Identify policy and regulatory barriers to cross border energy sector investment and implementation, and potential solutions Improve understanding of each South Asian's country's current needs and interests in cross border trade Enhance economic, technical and policy skills of the delegates required to design and manage sustainable regulatory systems for cross border trade The USAID/SARI/Energy program promotes energy security in South Asia through three focus areas: (1) cross border energy trade, (2) energy market formation, and (3) regional clean energy development. Through these activities SARI/Energy facilitates more efficient regional energy resource utilization, works toward transparent and profitable energy practices, mitigates the environmental impacts of energy production, and increases regional access to energy. SARI/Energy countries include: Afghanistan, Pakistan, India, Nepal, Bhutan, Bangladesh, Sri Lanka and the Maldives.
