Financing the MDG Gaps in the Asia-Pacific Dr. Nagesh Kumar Chief Economist, ESCAP And Director, ESCAP Subregional Office for South and South-West Asia, New Delhi 1
2 Outline Closing the poverty gap: interactions between growth, inequalities and consumption Resource gap for other MDG goals: some cost estimates Augmenting domestic resources for MDG achievement Strengthening global partnership for closing the MDG gaps
The economic growth needed to close the income-poverty gap but is not sufficient condition 11 Asia-Pacific countries are likely to miss the income-poverty target:» Bangladesh, Cambodia, Georgia, India, Kyrgyzstan, Lao PDR, Mongolia, Nepal, Philippines, Sri Lanka and Uzbekistan. Growth and distribution» Generally growth is accompanied by a rise in inequality» For future poverty reduction it is vital to keep track not just of economic growth but also of inequality» In poorer countries growth that leads to increase in average household consumption will be more effective in poverty reduction 3
4 Rising incomes have been accompanied by varying rates of poverty reduction across countries
5 Growth of household consumption has not kept pace with growth of incomes
Scenarios of GDP growth required to reach the Poverty target 6 Average annual GDP growth rates, IMF forecasts (%) Scenario 1 Business as usual Year of achievement based on IMF forecasts Estimated annual GDP growth to reach MDG target by 2015 (%) Scenario 2 No change in inequality Year of achievement based on IMF forecasts Estimated annual GDP growth to reach MDG target by 2015 (%) Scenario 3 Additional 1% in average household consumption per capita Year of achievement based on IMF forecasts Estimated annual GDP growth to reach MDG target by 2015 (%) (1) (2) (3) (4) (5) (6) (7) Bangladesh Cambodia Georgia India Kyrgyzstan Lao People s Democratic Republic Mongolia Nepal Philippines Sri Lanka Uzbekistan
Policy lessons Among other policies Focus on job-creation Focus on rural development, agriculture, SMEs, micro-enterprises Strengthening social protection Enhancing financial inclusion
Estimated annual investment to meet the other MDGs (in bn US dollars) Year Cost of reaching the current projected values Cost to close the gaps Costs to close the gaps (Total cost to reach the targets) (1) (2) (3) = (1) + (2) Total Source: ESCAP calculations based on data from United Nations Statistics Division, Millennium Development Goals Indicators database, reference populations from World Population Prospects: the 2008 Revision (United Nations, 2007) and estimates of the United Nations Millennium Project (United Nations, ). Notes: 1- Estimates cover selected targets and do not include target of income poverty reduction ($1.25-a-day) or the environmental targets related to climate change. 2 - See Annex 1 for details.
Overall costs of meeting MDG targets may not seem daunting for the region as a whole. But for some of the poorest countries they represent a high % of their GDP Nepal Afghanistan Timor-Leste Myanmar Cambodia Lao PDR Bangladesh Papua New Guinea Pakistan Tajikistan India Bhutan Philippines Kyrgyzstan Uzbekistan Mongolia Indonesia China Maldives Malaysia Average annual cost to close the MDG Gap as % of GDP Average annual total cost to reach the MDGs as % of GDP
Funding MDG Gaps 10
A review of central government budgets in 23 economies suggests that Proportion of GDP spent on MDG priorities varies widely across countries expenditures on MDG priorities as % of GDP has increased since the Millennium Summit only in 6 countries; has remained stable or decreased in others % of GDP in TE2007 Change over TE2001 Increased Stable Decreased (at least 1percentage point) (+ / - 1 percentage point) (at least 1percentage point) < 1% China# Pakistan 1% to 3% India Indonesia# Myanmar# 3% to 5% Bangladesh# Philippines 5% to 10% Georgia Bhutan# Hong Kong, China# Nepal Kazakhstan Macao, China Russian Federation Republic of Korea Singapore Sri Lanka Thailand 10% to 20% Iran (Islamic Republic of) Australia Fiji* > 20% Maldives Japan# 11
Components of MDG expenditure vary across countries 12
Augmenting domestic resources for MDGs Exploitation of fiscal space fully for MDG spending Reorientation of budgets away from administration, fuel subsidies and debt servicing Raising revenue through innovative taxes Re-engineering tax policy to encourage employment generation rather than promoting capital investment 13
Strengthening the Global partnership ODA South-South economic assistance New Sources of Finance 14 New global sources of revenue for meeting MDGs Leading group on international levies Tax on financial transactions to moderate the volatility in the financial sector while generating billions of dollars of revenue Regional financial cooperation Developing a regional financial architecture for intermediating between region s growing foreign exchange reserves (nearly $ 6 trn.) and large unmet investment requirements
