Dr. Rabindra Kumar Shakya, Vice Chairman of National Planning Commission, Nepal Presentations by: Mr. Aynul Hasan, Officer-in-Charge, a.i., Macroeconomic Policy and Development Division, Promoting Inclusive Growth and Development in the Asia- Pacific LDCs: Progress, prospects and challenges Mr. Clovis Freire, Economic Affairs Officer, MPDD, ESCAP, Promoting Productive capacity development in the LDCs The main objective of this session is to discuss keys issues and priorities, and identify challenges and opportunities in promoting inclusive and sustainable development in the LDCs during the next decade as part of the implementation of the Istanbul Programme Action (IPoA). National policies of LDCs and international support measures to enable half the number of LDCs to meet the criteria for graduation by 2020 would require accelerated progress in achieving sustained, equitable and inclusive economic growth in LDCs by at least 7 per cent per year. Key drivers of inclusive and sustainable growth and development such as creation of productive capacity, infrastructure development, energy, and promotion of science, technology and innovation would be fully explored and benchmarked. The critical role of agriculture for employment generation and inclusive growth would be highlighted. The private sector s contribution in promoting growth, including through regional cooperation and South-South Cooperation, would be emphasized. This session will also focus on the key drivers in achieving human and social development in the Asia-Pacific LDCs, one of the criteria for graduation. A critical concern for the LDCs is to introduce deliberate changes in growth pattern and government policies such that economic growth becomes more inclusive allowing a more equal sharing of the benefits of growth. This session will also assess some of the important trends in the composition and direction of trade of Asia-Pacific LDCs in recent years. Discussions will focus on some of the policies and measures that will have to be pursued in increasing the share of least developed countries trade in global and regional trade with the aim of doubling the share of Asia-Pacific LDCs exports in global and regional exports by Forward looking medium- to long-term policy options that would be essential for the Asia-Pacific LDCs to meet the income threshold for graduating from their LDCs status would be discussed. 13:30 17:00 hrs Session 2: The LDC category and criteria Chair: Mr. Mohammad Shafiqul Azam, Additional Secretary, Economic Relations Division, Ministry of Finance, Bangladesh Presentations by: Ms. Ana Cortez, Secretary of the United Nations Committee for Development Policy, UN DESA, Introduction to LDC category. 3 Thursday, 5 December 2013 The main objective of this session is to cover the history of the LDC category and its main objectives, the role of the Committee for Development Policy (CDP), the intergovernmental process, as well as the role of other main stakeholders. It will also include a brief overview of main stages towards graduation from the category and provide information on and explaining the three LDC criteria; gross national income (GNI) per capita, human asset index (HAI) and economic vulnerability index (EVI), which are in total composed of 13 individual indicators. The presentation will discuss the methodology used for calculating the criteria as well as the individual indicators, using the participating ESCAP LDCs as illustration. The session will also address the rules for applying the criteria in the triennial reviews of the LDC list, focusing on the case of graduation. In order to be eligible for graduation, a country must pass thresholds for two of the three criteria. The graduation thresholds for HAI and EVI are established based on the scores of all LDCs and other low-income countries. Hence, eligibility for graduation does not only depend on development progress in the country, but also on the progress by peer countries. Coffee Break (15 minutes) 09:00 12:00 hrs Session 3: International Support Measures (ISM) for LDCs and the LDC Portal Chair: Ms. Noumea Simi, Assistant Chief Executive Officer, Aid Coordination & Debt Management, Ministry of Finance, Samoa Presentation by: Ms. Ana Cortez and Mr. Mathias Bruckner, UN DESA, The LDC Portal. The presentation will outline the international support measures available for LDCs, covering development assistance, international trade and general support measures. The presentation will also provide information on utilization of support measures from global and regional sources. The interactive training session will utilize the LDC Portal, an online knowledge base of LDC-specific support measures developed by UN DESA. The Portal includes detailed information on available support measures and on experiences made by countries with their utilization. The training will aim at building capacities to locate and gain information on potentially important support measures which may be underutilized due to information constraints. During the training session, participants will be using the portal to acquire additional information on these support measures, including smooth transition provisions, if any. Discussion will also touch on the potential impact of graduation on availability and utilization of the support. Participants will be invited to prepare in advance a list of support measures that they believe their country is making use of and they regard as important for advancing the development of their country and highlight their experience in using these measures. 5 Coordination & Debt Management, Ministry of Finance, Samoa (tbc) Ms. Saeeda Umar, Coordinator, National Implementation Unit for EIF and Aid for Trade, Ministry of Economic Development, Maldives The session will consider the graduation process in detail, from the first and second findings of eligibility for graduation by the CDP, the recommendation by the CDP, the endorsement and confirmations by ECOSOC and the GA, the actual graduation in accordance with the GA decision, to the eventual withdrawal of LDC-specific support measures. It will highlight the country s participation in this process. It will discuss the concept of smooth transition from the LDC category, and General Assembly resolutions 59/209 and 67/221. This session will also address existing phasing out provisions of LDC-specific support and the national smooth transition strategy that graduating countries are invited to develop and to implement as part of their overall development strategy. The participants will be also invited to identify possible impacts of graduation coming from the phasing out of LDC-specific support as well as to consider the likely benefits graduation can bring to their countries. This session will also present the experiences of several recently graduated countries (Cape Verde in 2007 and Maldives in 2011) as well as by the currently graduating country, Samoa. The presentation will cover national processes as well as impact on development assistance, general assistance and market access in international trade. Following up on the discussion of the previous session, this session will further elaborate and identify lessons learnt of these experiences for possible graduation of Asian LDCs in the future. Friday, 6 December :00 11:00 hrs Session 6: Looking to the next UN Development Agenda: Special Session on the post-2015 development agenda Chair: H.E. Mr. Tuon Thavrak, Secretary of State (Vice Minister), Ministry of Planning, Cambodia Presentation by: Mr. Syed Nuruzzaman, Chief, Countries with Special Needs Section, MPDD, ESCAP, and Ms. Yumiko Yamamoto, Programme Specialist, Asia-Pacific Regional Centre, UNDP Bangkok. Post-2015 development agenda: highlights and implications for the Asia- Pacific LDCs The United Nations Secretary General s 2013 annual report summarizes recent progress made towards achievement of the Millennium Development Goals (MDGs) and makes recommendations to advance consultations towards a Post-2015 development agenda. The report also states that the post-2015 agenda should be advanced in line with the decisions by the Member States in the 2012 Conference for Sustainable Development (Rio+20) and initiate discussions around sustainable development. The Rio+20 Conference has great promise as well as challenges for the LDCs and their commitment to sustainable development. This special session will present the highlights of the recent ESCAP/ADB/UNDP Regional MDGs Report 2012/2013 on the post development agenda, especially as they relate to the LDCs. Page 5 of 6
