1 HIRSHABELLE STATE OF SOMALIA MINISTRY OF FINANCE CALL FOR APPLICATIONS Job Title: Treasurer Ministry: Ministry of Finance Department: Treasury Grade Level & Classification: Grade 7 Reporting to: Director General Salary: USD 803 Location: Jowhar, Somalia 1. Purpose of the position This position is the head of the Treasury Department and is a managerial position responsible for all financial management processes of the Hirshabelle State of Somalia (HSS), including revenue recording, budget release and commitment control, payment processing, cash management services, management of the financial management information systems (FMIS), preparing Government statutory statements for audit, and providing periodic financial management reports in relation to accounting for the actual budget and the necessary financial reporting to the HSS and citizens at large. Duties include working with other members of the senior Management of the Ministry of Finance to monitor and evaluate financial policies and strategies that impact the Hirshabelle State of Somalia (HSS). The Treasurer will also provide written regulations, expenditure procedures and guidelines on the processes to be followed by Ministries when seeking payments based on the approved budget and on other financial matters as set out in the Public Financial Management Decree. 2. Responsibilities and Duties The Director General is required to: Oversee performance and service delivery standards in the Treasury Department. This includes: o Ensuring that the public financial legislation financial management procedures and policies are adhered to in the performance of duties and in delivering services. Page 1

2 HIRSHABELLE STATE OF SOMALIA MINISTRY OF FINANCE o Managing staff and performance to ensure that staff are fully utilised to obtain optimal productivity; Work with the senior management of the HSS Ministry of Finance to monitor and evaluatefinancial policies and strategies that impact on the delivery of the Hirshabelle State of Somalia (HSS) services. 3 Be responsible for the custody, control and disposition of all government finances through putting in place effective financial systems, financial regulations and financial administration. Oversee the provision of financial management processes for the HSS. This includes: o Leading the Treasury team in monitoring of public financial management record keeping and reporting by Ministries and Departments in accordance with the public financial management legislation and the related policies and guidelines; o Monitoring the financial performance of Ministries and Departments with respect to ensuring that supplier payments are processed and managed in an efficient and cost effective manner; o Devising mechanisms to manage and monitor cash flows to ensure sufficient funds are available out of every appropriation to discharge any commitments payable during the financial year in which the commitment is made. Developing standard operating procedures with respect to cash management to ensure HSS s cash position is closely monitored and reported on; o Overseeing the accurate recording of receipts, payments and income and ensuring regular reconciliation of the bank account and reporting any defect in control of revenue, expenditure or property; o Ensuring proper control and access is maintained over the HSS s Financial Management Information System (FMIS); o Preparing Government s financial accounts for auditing purposes; o Controlling the HSS Consolidated Fund and ensure that no payment is made which has not been authorized in accordance with Hirshabelle State of Somalia (HSS) legislation and policies and no payment is made except for the purpose appropriated; o Developing standard operating procedures with respect to the control of expenditure to ensure HSS s creditors are paid in a timely manner Set accounting standards for Government and supervises their implementation. Prepare financial statements and financial management reports. Record and report to the [Council of Ministers] on expenditures and revenues of the Hirshabelle State of Somalia Consolidated Budget Provide impartial, accurate and timely advice to the Minister of Finance on financial policy matters. Supervise Treasury Department staff by: o Assigning work schedules and preparing job descriptions; o Monitoring progress; o Mentoring staff and promoting their professional development; o Appraising performance; o Identifying and recommending training for staff; and o Initiating disciplinary action Perform any other related duties as may be required Page 3

4 3. Qualifications and Experience Professional accountancy qualification (CA, ACCA, CIPFA, CPA or equivalent) - desirable 4. Knowledge An undergraduate degree in accountancy (BSc/BCom/BBA). - essential A Master s degree in financial management and accounting - desirable At least 5 years of experience managing a financial public sector department or institution at a senior level. Possess a sound knowledge of: The public financial management procedures and practices. Public service policy and formulation. Current public sector reforms and best practices in countries similar to Somalia. Accounting practices and procedures inclusive of cash management techniques. 5. Competencies Sound public financial management skill - essential Intermediate knowledge of accounting standards - essential Sound leadership and organisational development skills. - essential Computer literacy and familiarity with accounting software packages essential Must have excellent interpersonal skills. Must be able to make prudent financial and budgetary decisions as well as be proficient in managing financial data. Must possess good leadership and team building skills. Ability to motivate and mentor Treasury Department staff. Ability to communicate well both orally and in writing in English and Somali. Must be assertive and be able to easily identify, analyse and solve complex problems. Able to efficiently utilise human resources and management information systems to ensure maximum productivity. Ability to plan and organize work, including special assignments in order to meet deadlines. Must be able to develop strategic plans for the Treasury Department. Must have experience of managing cash resources. 6. Performance Criteria The incumbent is deemed to be performing his duties effectively when: Vendors are paid in a timely manner and in accordance with Governments payment terms Expenditure is monitored and system controls are in place to ensure Ministries and Departments spend within their appropriated levels and budgets Government statutory reports completed on schedule to meet audit requirements in accordance with the Finance and Audit Decrees/Acts Page 4

5 Public financial management legislation, rules, policies and guidelines are adhered to in the performance of duties. The Government s financial system is accurately managed and maintained to ensure timely and accurate data is available to users at all times Treasury Department staff effectively carry out their functions. Financial advice and information disseminated to Ministries and Departments is accurate, timely and concise. Reconciliations for all key areas are accurately prepared and carried out at least monthly and at the end of the financial year. 7.
