The Authority ESMA is an independent EU Authority that was established on 1 January It works closely with the national competent authorities who are members of the European System of Financial Supervision and the other European Supervisory Authorities the European Banking Authority (EBA) responsible for banking and the European Insurance and Occupational Pensions Authority (EIOPA) responsible for insurance and occupational pensions. ESMA s mission is to enhance the protection of investors and promote stable and well-functioning financial markets in the European Union (EU). As an independent institution, ESMA achieves this aim by building a single rule book for EU financial markets and ensuring its consistent application across the EU. ESMA contributes to the regulation of financial services firms with a pan-european reach, either through direct supervision or through the active co-ordination of national supervisory activity. ESMA also contributes to the financial stability of the European Union, in the short, medium and longterm, through its contribution to the work of the European Systemic Risk Board, which identifies potential risks to the financial system and provides advice to diminish possible threats to the financial stability of the Union. ESMA is also responsible for coordinating actions of securities supervisors or adopting emergency measures when a crisis situation arises. 2 2. Job description The Accounting Officer is based within the Senior Management team of ESMA. The Senior Management team provides support to the Executive Director in the different areas like accounting, internal control and communication. The role of the Accounting Officer is to achieve the Authority s objectives as regards to the autonomous execution of its budget. Under supervision of the ESMA Executive Director, the jobholder acts as the Accounting Officer for the Authority, as defined in the Financial Regulation and is responsible for: Proper implementation of payments, collection of revenue and recovery of amounts established as being receivable; Preparation and presentation of accounts; Keeping the accounts; Implementing the accounting rules and methods to ensure high level of control and efficiency of the accounting/financial system; Laying down and validating the accounting systems; Treasury management. And in particular: Establishment of annual accounts and financial statements, working across the organisation to prepare year-end activities; Centralisation and verification of accounting information, including reconciliation of asset management, validation of financial and accounting systems, bank and accounts reconciliation; Preparing and presenting accounting information to ESMA management, the Management Board and the EC Accounting Officer; Collection and management of revenue across ESMA's funding sources (EU, NCAs and fees); Preparation for and participation in the budget discharge procedure and liaising with the EC services; Supporting budgetary planning exercise; Lead work of the deputy accountant and any other staff working directly in the accounting area; Work closely and collaboratively with all financial actors across ESMA and in particular with the relevant areas in the Operations Division - providing clear advice, guidance and support where necessary; Represent ESMA in cross Agency accounting network and with the European Commission Any other duty assigned by the ESMA Executive Director or requested by the Management Board. 3. Professional qualifications and other requirements A. Eligibility criteria To be considered eligible, candidates must satisfy all the eligibility criteria listed below, by the deadline for submitting applications: Have at least a level of education which corresponds to completed university studies of four years attested by a diploma 4, and after having obtained the diploma, 12 years of proven professional experience 5 4 Only qualifications that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said EU Member States shall be taken into consideration 5 Professional experience will be counted from the date on which the diploma was awarded. Only duly documented professional activity is taken into account. Any given period may be counted only once. In case of part time work, the professional experience will be counted pro-rata in line with the Page 2 of 5

3 OR Have at least a level of education which corresponds to completed university studies of three years attested by a diploma 6, and after obtained the diploma, 13 years of proven professional experience 7 ; Be a national of a Member State of the European Union or the EEA; Enjoy full rights as a citizen 8 ; Have fulfilled any obligations imposed by the applicable laws concerning military service; Produce the appropriate character references as to their suitability for the performance of their duties; Have thorough knowledge of one of the languages of the European Union and a satisfactory knowledge 9 of another language of the European Union to the extent necessary for the performance of the duties; Be physically fit to perform duties linked to the post 10. B. Selection criteria PRE-SCREENING PHASE Only eligible applications (CVs/motivation letters) which fulfil the above-mentioned criteria (part A - Eligibility criteria) will be assessed and scored against the requirements listed below (part B.1 - Essentials & B.2 - Advantageous). Please note that non-compliance with at least one of the Essential requirements (B.1) will result in the exclusion of the candidate from the selection process. Advantageous requirements (B.2) constitute additional assets and will not result in exclusion, if not fulfilled. The 8 candidates, who obtained the highest number of points within this evaluation and reached at least 65% of the maximum points, will be invited for interviews and written tests. B.1. Essential requirements a) The university degree required under part A must have been acquired in the field of Accounting, Economics, Finance or other professional training in Accounting giving a similar background demonstrating the ability to work in the function; b) Professional work experience of at least 6 years acquired in the accounting function; c) Excellent command of both written and oral English; workload stated by the applicant. Free-lance or self-employed applicants must provide either a practicing certificate (or equivalent), or a copy of the entry in the relevant trade register, or any other official document (for example a tax document) showing clearly the length of the relevant work experience. Compulsory military service or equivalent civilian service accomplished after the achieving the minimum qualification as stated in Eligibility Criteria shall be taken into account as professional experience, if the official documentation is provided. 6 Only qualifications that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said EU Member States shall be taken into consideration 7 See the footnote number 5 8 Prior to the appointment, the successful candidate will be asked to provide a police certificate confirming the absence of any criminal record 9 At least at the level of B2, according to the Common European Framework of Reference for Languages Before the appointment, the successful candidate shall be examined in a medical centre indicated by ESMA in order to confirm that the requirements of Article 12(2) (d) of the CEOS of EU are met Page 3 of 5

Advantageous requirements d) Post graduate qualification or a certification in accounting; e) Work experience in the accounting function within EU institutions or agencies; f) Work experience or background in auditing/risk management; g) Work experience in leading and supporting the introduction of relevant processes and procedures; h) General knowledge on financial markets acquired by training or work experience; i) Motivation for applying for the advertised position. INTERVIEWS & WRITTEN TESTS PHASE Candidates invited for interviews and written tests will be assessed against all 11 selection criteria (part B1 & B2 & B3). B.3. Supplementary requirements j) Excellent organisational and analytical skills, with an ability to prioritise, work under pressure and handle large volume of work in an efficient and timely manner; k) Personal integrity; l) Strong team player who is motivated and dynamic; m) Strong communication skills (oral and written) to present information effectively to a variety of audiences. Summary of conditions of employment 14 Salaries are exempted from national tax, instead a EU Tax at source is paid; Annual leave entitlement of two days per calendar month plus additional days for age, grade, distance from the place of origin and in addition on average 17 ESMA holidays per year; General and applicable professional training plus professional development opportunities; EU Pension after 10 years of service; EU Join Sickness and Insurance Scheme (JSIS), accident and occupational disease coverage, unemployment and invalidity allowance and insurance.
