2 1. Background to Role of Road Safety Inspector The EU Directive 2008/96/EC on Road Infrastructure Safety Management (RISM), which is reflected in Irish law in S.I. 472 of 2011, was implemented in Ireland in There are five main requirements of this Directive: 1. Network Safety ranking and collision cluster analysis (TII s HD 15 standard ) 2. Temporary traffic management (TII s HD 16 standard) 3. Road Safety Inspection ( TII s HD17 standard) 4. Road safety impact assessment (TII s HD 18 standard) 5. Road Safety Audit (TII s HD 19 standard) (These standards are available at Road Safety Inspection (RSI) is a new safety procedure that was introduced by Transport Infrastructure Ireland (TII) to comply with the EU Directive on Road Infrastructure Safety Management (EU RISM). The RSI process is described in DMRB TII AM-STY (HD17). The primary purpose of RSIs is to identify issues along the road network that relate to road safety. RSI is a proactive approach to improving the safety of the existing national road network. The first round of Road Safety Inspections (RSIs) on the entire national road network is nearing completion, and the implementation phase has started with an RSI pilot in Wexford County Council to implement priorities 1 to 5 of the recommendations in the RSI reports. 2. Role and Responsibilities The key areas of responsibility for the Road Safety Engineer (Executive Engineer) are: Liaise with TII Road Safety Section, local authorities, and TII Regional Road Safety Engineers to ensure timely development of road safety schemes arising from the road safety inspection reports. 2

3 Oversee and monitor the implementation of the road safety inspection recommendations in the Northwest Border Region ( which includes but may not be limited to: Donegal, Sligo, Leitrim, Longford, Westmeath, Cavan, Meath, Monaghan and Louth ). Review the recommendations from the Road Safety Inspection reports with the local authority staff, and assist the local authority in developing solutions for treatment. Assist the local authority in preparing feasibility reports to obtain approval from TII for the final designs. Assist in the preparation of design briefs for local authorities. Assist in the preparation of design briefs for engagement of consultants from TII road safety frameworks. Recommend grant allocations for road safety inspection schemes for approval. Prepare quarterly feedback reports on progress in all the schemes to TII Road Safety Section. Monitor the delivery of the road safety inspection programme and report as required, ensuring that reports are consistently of a high degree of accuracy, quality and reliability. Work collaboratively with team members in TII Road Safety Section, the TII Regional Road Safety Engineering Team and with other TII divisions. Assist in monitoring expenditure of road safety inspection allocations Liaise with external stakeholders e.g. An Garda Síochána, LA s, RSA and DTTAS etc. Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade. 3

Duties The duties of the office are to give the local authority, under the direction and supervision of the appropriate officer, such technical and ancillary services of an advisory, supervisory or executive nature as may be required by it in the exercise and performance of any of its powers, functions and duties, including the duty of assisting the appropriate officer in the supervision of such services and, when required to do so, to perform the duty of acting for a higher rank during the absence of such officer of higher rank. The holder of the office may be assigned to work in all appropriate areas in the course of their employment. 4. Qualifications (a) Character: Candidates shall be of good character. (b) Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates will be required to undergo a medical examination carried out by the Council s Occupational Health Doctor prior to appointment. (c) Education, Experience On the latest date for receipt of completed application forms, candidates for the post must: (a) (b) (c) (d) (e) Hold an honours degree (Level 8 in the National Framework of Qualifications) or equivalent professional qualification, in engineering; Have not less than 5 years satisfactory experience in a similar role. Candidates must satisfy the Local Authority that they have adequate experience and ability of a type that would render them suitable to perform satisfactorily the duties of the office; Possess a high standard of technical training and experience; Have a high standard of analytical skills and IT proficiency. Have a full clean Class B driving licence and have access to his/her own vehicle. 4

5 The following experience, skills and attributes would also be beneficial: An understanding of the EU Road Infrastructure Safety Management Directive, especially as it applies to road safety inspections. Have obtained a Certificate of Competence in Road Safety Audit. An interest in career development in the area of Road Safety. A capacity for effective engagement with a range of stakeholders, including local authorities, framework consultants, and engineering service providers. A track record of involvement in the design and/or delivery of infrastructure projects. A good understanding of project governance, project and contract management. The ability to be an effective team player. A strong commitment to road safety and public safety. Experience in road safety engineering. A high standard in reporting, writing and preparing presentations of a technical nature. Comfortable with working on large volumes of data. A working knowledge of spatial tools and spreadsheets. Finance and budgetary experience and skills. 5. Particulars of the Post (a) General Donegal County Council proposes to create a panel of qualified candidates for the position of Road Safety Engineer (Executive Engineer), from which it will fill the post. (b) Probation Successful candidates shall be required to be on probation for an initial period, as determined by the Council. (c) Remuneration Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. 5

6 The current payscale is 48,209 minimum to 67,014 maximum per annum (Executive Engineer pay-scale, as per Circular EL 10/2017). (d) Base The base for the Road Safety Engineer post shall be the Donegal National Roads Office, Drumlonagher, Donegal Town, or any such place as determined by Donegal County Council. The role of Executive Engineer will involve some travel, with some trips involving overnight stays and associated costs covered by the appropriate allowances. (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (g) Working Hours The successful candidate s normal hours of work will be 37 hours per week. The Council reserves the right to alter the hours of work from time to time. (h) Superannuation Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 5%. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to 6

7 contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). (i) Retirement Age New Entrants to the Public Service on or after 1st January 2013 have a compulsory retirement age of 70 years under the provisions of the Public Service Pensions (Single Scheme & Other Provisions Act 2012). New entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 do not have a mandatory retirement age. Any candidate who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, 2004, is subject to a compulsory retirement age of 65 years. [Circulars S.4/2017 and S.7/2017 outline interim arrangements regarding the retention of certain Local Authority employees beyond their compulsory retirement age of 65 until they reach the age of eligibility for the Contributory State Pension (age 66 at present, rising to age 67 on 1 January 2021 and to age 68 on 1 January 2028).] 6. Recruitment Process A. Short-Listing Candidates may be short-listed for interview on the basis of information supplied. In the event of a short-listing exercise being required, an Expert Panel will convene to examine and assess the application forms against a set of pre-determined criteria, based on the requirements of the job. It is therefore in your own interest to provide a detailed and accurate account of your qualifications and experience on the application form. 7

8 Where it is considered that it would be reasonable not to admit all candidates to the interview, by reason of the number of applications received and the standard of knowledge, training or experience in general of the candidates, only persons likely to attain at the interview a standard sufficient for selection and recommendation for appointment shall be called for interview. B. Right to Information and Review: The Council is committed to offering feedback and information to candidates. Any candidate who wishes to do so may request to have a decision or the process reviewed. Any such request must be submitted in writing, stating the grounds of the request and this must be submitted to the HR Dept, Three Rivers Centre, Lifford, Co. Donegal within five working days of the date of notification of a relevant decision. C. Confidentiality: Subject to the provisions of the Freedom of Information Act 2014, applications will be treated in strict confidence. D. Other Appointments to the Council are subject to satisfactory checks with regard to references, qualifications, medical examinations, and Garda Vetting, as applicable. E. Canvassing Will Disqualify Any attempt by a candidate (or by any persons acting on their behalf) to canvass or otherwise influence any officer of the Council (or persons nominated by it to interview or examine applicants) in the candidate s favour, either directly or indirectly, by means of written communication or otherwise, will automatically disqualify the applicant for consideration for the position. 8
