1 CARLOW COUNTY COUNCIL POST OF WASTE WATER CARETAKER GRADE 5 PERMANENT POST Under the terms of a Service Level Agreement drawn up between Carlow County Council and Irish Water, Carlow County Council is responsible for the operation and maintenance of water and waste water infrastructure in County Carlow. The infrastructure, whose maintenance is the subject of this post, forms part of the above Service Level Agreement. QUALIFICATIONS & CONDITIONS OF EMPLOYMENT The post is whole-time and pensionable and are subject to the Local Government Superannuation Consolidation Scheme, 1998 and in this respect appropriate deductions will be made from wages. 1. CHARACTER Each applicant must be of good character. 2. AGE Candidates shall be under 65 years of age. Candidates who reach the age of 65 years prior to appointment will cease to be eligible for appointment on the result of that competition. 3. HEALTH Each candidate must be in good health and not suffering from any illness that would render him/her unsuitable or unable to hold the position. 4. QUALIFICATIONS, EXPERIENCE ETC. Each candidate must: (a) (b) (c) Have a satisfactory standard of education. Have satisfactory knowledge of construction and maintenance works and public works generally. Have satisfactory knowledge of Waste Water Operations and Facilities/Networks. (d) Hold a European communities model licence category B.
2 CARLOW COUNTY COUNCIL POST OF WASTE WATER CARETAKER GRADE 5 The person employed will be required to carry out the duties of the post of Waste Water Caretaker Grade 5 which include: the Operation and Maintenance of Waste Water Supply Networks, Treatment Works, Pump Stations, CSOs, Sludge Presses and all other associated equipment/facilities, under the direction of Carlow County Council and such further Duties and Instructions as may be issued from time to time by the Section Line Managers or his/her Agents. To be responsible for the Carlow County Waste Water Supply Network and all networks under the control of the Carlow County Council. Also included are any further extensions or additions to these schemes, as well as private or Group Schemes taken over by the Council in the Area. To be responsible for the proper maintenance and working of pumps, pipelines and fittings, including any new plant and fittings or extensions and improvement schemes that may be installed or carried out subsequently. To maintain Waste Water Works sites and any future extensions and improvements thereto, in a manner in keeping with local amenities. To keep sites free from weeds, nettles, etc., and to attend to and plant, as directed, shrubs and hedges. Interior and exterior of all pumping stations, filter houses and other building on the site of the works to be kept clean in so far as practical. To carry out all directions which may be given by the Section Line Managers, or his/her Agents, for the proper operation and maintenance of the Scheme. To report directly and immediately to the Line Managers or his/her Agents any defects, requirements, waste, abuse or adjustments that may require attention, or any other matter that may affect the scheme. To be available in the event of a blockage, plant/pump station failure or any other emergency that might affect the proper working of the scheme; to be available in order to execute the directions of the Line Managers or his/her Agents with regard to the manipulation of pumps, valves, meters etc., in order to restore the service To assist as directed by the Engineering and Technical staff in the carrying out of Network surveys (including out of hours for all of the above). To give adequate notice in the manner directed by the Line Managers or his/her Agents to all persons whose premises are connected to the Scheme in the event of any foreseeable interruption of the service concerned. To be thoroughly conversant with the working of the scheme and the precise location and proper functioning of its various parts and to carry out all instructions which the Line Manager or his/her Agents may issue to ensure the efficient working of the Scheme. To carry out any tests directed by the Line Manager or his/her Agents and to keep all necessary records in suitable logbooks, as may be required from time to time. These records shall be available for inspection by the Council s Engineering and Technical staff, statutory regulators or other nominated persons.
3 To submit, when requested, to the Line Managers or his/her Agents, any reports, returns or other information in connection with the Scheme or any extensions or proposed extensions thereof, or any connections or proposed connections thereto. To operate pumping and chemical dosing plants and equipment in accordance with the technical instructions and manuals provided at the Waterworks and such further instructions as may be given by the Line Managers or his/her Agents, to keep all plant and equipment in good condition and to attend to the Scheme at all times as may be required ensure compliance and to make routine tests and checks as may be required by the Line Manager or his/her Agents. To keep all relevant particulars and records of the time and rate of pumping, chemicals used, and quantities of water used, wastewater received and treated water discharged, to note any unusual fluctuations and to record daily the readings of all water, electricity and pressure meters or instruments, to complete and return whatever log sheets or reports are required by the Engineering and Technical staff or other nominated persons from time to time. To immediately report any damage, leakage or irregularity relating to any part of the network, treatment plants, pump station or associated works To inspect all new connections and fittings to ensure they are completed in accordance with the specification and requirements of the Council/Irish Water To report any unauthorised connections to supply or service mains To carry out daily routine chemical monitoring tests as required by the Line Manager or his/her Agents and to provide timely notice to the Engineering and Technical staff of the necessity to order chemical supplies. To attend in court [if required] and give evidence in cases. To keep a record of all new connections and extensions etc. to the mains To be thoroughly conversant with the terms of the waste water discharge licence of the Scheme. To report immediately to the Engineering and Technical staff or to Head Office, any breakdown or other malfunctioning of pumping plant and chemical dosing equipment. To report immediately to the Engineering and Technical staff or to Head Office any discharge that may present a danger to public health, the environment or that is contrary to the agglomeration licence. To co-operate in the use of technology and equipment in operation either at present or in the future including Mobile Phones, Lone Working Devices, computers and handheld devices for receiving and inputting data. To implement systems/procedures required by Irish Water agreed as part of The Service Level Agreement. To attend meeting and cooperate with inspections and audits carried out by Statutory Agencies To assist in the implementation of improvement to treatment facilities/networks under Irish Waters Capital Investment Plan or Minor Capital Program.
4 To attend meeting and inspections carried out by Irish Waters HSQE team and implement improvements in the agreed timeframes Carry out necessary inspections or provide required notifications in timeframes set out by the CER agreed under the SLA with Irish Water. Be familiar with The Irish Water customer handbook. Complete any training required that may arise from requirements under the service level agreement with Irish Water or the provision of new technology. The Council will provide a vehicle for official use for the person appointed, or will pay travelling expenses at the appropriate rate applicable if the person appointed is required to use their own vehicle. The option chosen will be at the Council s discretion. To deputise and provide cover for other caretakers in the Carlow County Council Wastewater Supply Schemes/Networks (including treatment plants), as directed by the Line Manager or his/her agents. All duties of this position shall be deemed part of the Caretaker s normal duties. All or any of the duties relating to this employment shall apply at the discretion of the Council. To carry out such other duties appropriate to the employment as may be assigned from time to time by the Local Authority. The Council reserves the right to add to or delete from the Scheme allocated to the Caretaker or to change the Scheme allocated to the Caretaker at its absolute discretion and without payment or any additional remuneration. The Caretaker will be required to keep detailed daily records of all networks, plant and general infrastructure under his/her care, as well as works carried out thereto. To comply with the Health, Safety and Welfare at Work Acts and relevant Health and Safety Statutory Instruments and codes of practise. To comply with the Councils Health and Safety management systems, complete and necessary documentation, risk assessments, inductions and attend all training required. To supervise staff, as required. To participate as required in the PMDS (Personal Management Development System) process.
5 CARLOW COUNTY COUNCIL POSITION OF WASTE WATER CARETAKER GRADE 5 PARTICULARS OF EMPLOYMENT 1. The employment is wholetime and subject to the provisions of the Local Government [Superannuation] Act, 1980 and the Local Government [Superannuation Revision] [Consolidation] Scheme, 1986, the Spouses and Children s Contributory Pension Scheme, 1986 and the Single Public Service Pension Scheme WEEKLY REMUNERATION: rates as at 1 st October Please note a weekend allowance is also payable. 3. The working week will be 39 hours per week over a 7 day liability (Monday to Sunday), with core attendance hours determined by the Line Manager and which may vary from week to week. Any overtime incurred outside of core hours must have prior agreement with the line manager, unless in the event of an emergency. The successful candidate will be required to adhere to current arrangements for the recording of time and attendance, i.e. by signing a site diary which must be available for inspection at all times, and to any other alternative time and attendance systems or policies which may be introduced in the future. 4. The successful candidate shall have successfully undertaken Manual Handling and SAFEPASS courses. Certificates or proof of successful completion of these courses to be submitted with completed application form. 6. The person appointed will be entitled to paid sick leave, in accordance with the revised Sick Leave Scheme, Annual Leave will be 25 days per annum, which will be taken in accordance with the Council s Annual Leave Policy. 8. The employment will be subject to the provisions such regulations as may be made from time to time by the Minister for Housing, Planning and Local Government. 9. This employment will be subject to part III of the Local Government (Superannuation) (Consolidation) Scheme 1998 and the Minimum Notice and Terms of Employment Act, The person appointed must hold a European Communities model licence category B. 11. The employment will initially be for a probationary period of twelve months and this may be extended at the discretion of the local authority. 12. The terms of the Minimum Notice and Terms of Employment Act 1973 and the Unfair Dismissals Acts, 1977 and 1993, will apply to this employment. 11. The person employed shall work under the general direction of the Water Services Line Manager or any officer designated by him/her.
6 12. The person employed will be required to live within a reasonable distance of the area for which they are assigned. 13. The successful candidate will be initially assigned to the WATER SERVICES SECTION of Carlow County Council. However, Carlow County Council reserves the right to assign the successful candidate to any other area as the need arises. 14. The Council will provide a vehicle for official use for the person appointed or will pay travelling expenses at the appropriate rate applicable if the person appointed is required to use their own vehicle. The option chosen will be at the Council s discretion. RECRUITMENT Selection shall be by means of an interview board set up for the purpose. Applicants shall be required to attend for interview at their own expense. The Council reserves the right to shortlist candidates for interview on the basis of information supplied by the candidate in response to the advertisement for the post.
