2 POST OF BUSINESS ADVISOR LOCAL ENTERPRISE OFFICE (GRADE VI) QUALIFICATIONS AND CONDITIONS OF EMPLOYEMENT 1. CHARACTER Candidates shall be of good character, and character referees shall be sought. 2. QUALIFYING AND RETIREMENT AGE If a candidate is an existing employee within the public service, and entered the public service prior to the 01/01/2004, the minimum retirement age is 60 and with a compulsory retirement age of 65 applies. If a candidate is an existing employee and entered the public service as a new entrant on or after 1/4/2004, the minimum retirement age is 65 and no compulsory retirement age applies. If a candidate enters the public service as a new entrant on or after 1/1/2013, the minimum retirement age is 66, which will increase to 67 in 2021 & 68 in (Refer also to item No. 7 of this document) 3. HEALTH Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Candidates will be required to satisfy medical requirements prior to appointment. 4. EDUCATION, TRAINING, EXPERIENCE ETC. Each candidate must, on the latest date for receipt of completed application forms; a) Be a serving employee in a local authority, health board, vocational education committee in the State, institute of technology, the General Medical Services (Payments) Board, St. James s Hospital Board, Beaumont Hospital Board, An Bord Altranais, the Local Government Computer Services Board, the Border, Midland and Western Regional Assembly or the Southern and Eastern Regional Assembly, and have satisfactory experience at a level not lower than that of Assistant Staff Officer; b) Have not less than two years satisfactory experience either in that post or at a level not lower than that of Clerical Officer in one of the organisations set out in paragraph (a) above; c) Have satisfactory experience in administrative procedures, including adequate practical experience in work of an executive nature, office organisation and control of staff OR (i) (ii) (iii) Hold a professional qualification at degree level (level 7 NFQ) or above in Business/Entrepreneurship or equivalent. Have significant experience of working in or working with small and micro businesses and be familiar with the broad range of supports and agencies available to support local businesses. Be computer literate and have good verbal and written communication skills and be comfortable speaking in public.
3 The Position: The dissolution of the previous City and County Enterprise Boards and the transfer of their functions to Enterprise Ireland led to the formation of the 31 Local Enterprise Offices (LEO s) countrywide in April The Local Enterprise Offices are funded by the Department of Jobs, Enterprise and Innovation and operate under a Service Level Agreement (SLA) between Enterprise Ireland and the Local Authorities and are a significant element in the enhanced role which local authorities now have in local economic development. The LEO s are the designated first-stop shop for new entrepreneurs and existing micro-enterprise and small business owners. The LEO s are the front door through which all information on State supports for small and micro-businesses can be accessed and through which financial and other supports can be provided to the business community. Each LEO works in partnership with a number of organisations, educational institutes, business support organisations, other enterprise development agencies such as Enterprise Ireland, Udaras Na Gaeltachta, Government Departments and Agencies both state and self-funded. The main functions of the office are the provision of: The ideal candidate should: The Ideal candidate should: Business Information and Advisory Services Enterprise Support Services Entrepreneurship Support Service Local Enterprise Development Services Have an excellent understanding of commercial business needs and proven experience in working in the business community and micro enterprises in particular. Have excellent communications skills and experience in client/customer engagement delivering customer service. Be able to act as a point of contact for clients; assessing and identifying development needs and advising on relevant supports, qualifying criteria and the application process. Have proven experience in event management and/or delivery of projects and special events, networking events or engagement with other agencies providing support to business. Have demonstrated experience in delivering projects/managing events including budget, delivery on tight deadlines, project management and reporting of outcomes and results. Have experience in the management and utilisation of new communications technologies (in particular digital marketing) and the ability to utilise social media communication and marketing opportunities for both LEO clients and the LEO itself. Have a strong capability to multi task, work to deadlines and deliver on targets and metrics as set out in the Enterprise Plan1 for the LEO Galway Regionally and Nationally. Be self-motivated with an ability to work on own initiative but within a dynamic small-team environment. Demonstrate a willingness to support the team in the delivery of and administration for the LEO unit as directed. Have a strong understanding of the needs of small and micro businesses and the role of the Local Enterprise Office, including knowledge of its supports, services and processes. Demonstrate a knowledge of start-up environment and available supports. Have the ability to motivate, empower and encourage staff under his/her control to achieve maximum performance
4 5. NATURE OF EMPLOYMENT Posts which may arise during the life-time of this panel may be whole time permanent or whole time temporary. For persons who are not already permanent local authority employees, employment is subject to a probationary period of one year and candidates shall cease to be employed at the end of this period unless the Chief Executive has certified that the service of such person is satisfactory. 6. SALARY The salary shall be Salary 45,849-52,294 plus long service increments and entry to the scale shall be determined having regard to Departmental Circulars. Travelling expenses are payable for expenses incurred in carrying out official duties. Holders of the post shall pay to the local authority any fees or other monies (other than their salary) payable to or received by them by virtue of their official duties, or in respect of services which they are required to perform by or under any enactment to perform. 7. SUPERANNUATION PRSI CLASS A Persons who become pensionable officers of a local authority for the first time on or after 1 January 2013 are assigned to Public Service Pensions (Single Scheme & Other Provisions) Act Therefore, the conditions of employment regarding retirement age and superannuation shall be as follows: The minimum retirement age is 66 in line with State Pension contributory age. This will increase to 67 in 2021 & 68 in Scheme members must retire at age 70. You are liable to pay the Class A rate of PRSI contribution. You are required in respect of superannuation to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable pay. PRSI CLASS A Persons who become pensionable employees of a local authority on or after 6th April, 1995, are liable to pay the Class A rate of PRSI contribution. In effect, this means that the superannuation benefits of these pensionable officers take account of the appropriate benefits payable under the Social Welfare Acts, i.e. Old-Age Pension. Class A PRSI members are required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). For Class A non new entrants as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 60 and the maximum retirement age is 65. For Class A new entrants as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 the minimum retirement age is 65 with no maximum retirement age. PRSI CLASS D Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution (i.e. those appointed prior to 6/4/95) are required in respect of their superannuation, to contribute to the local authority at the rate of 5% of their pensionable remuneration. This means that all of their pension benefits are paid directly by the local authority. For Class D officers the minimum retirement age is 60 and the maximum retirement age is 65. All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. Membership of the Superannuation scheme is compulsory.
5 8. DUTIES AND RESPONSIBILITIES Reporting to the Head of Enterprise in the Local Enterprise Office, or such designated person as may be assigned from time to time, the Business Advisor will work as a member of a small dynamic team providing support and assistance to small and micro businesses. The primary role of the Business Advisor will be to support the Head of Enterprise in the delivery of services and operations in line with the SLA and in the achievement of the LEO s business goals. The role will involve significant client engagement at the individual and/or business level, and requires engagement with the wider business community and other business support agencies. The successful applicant will be required to carry out and manage their tasks, within the confines of the budget as approved by the Department of Enterprise, Jobs and Innovation and any other resources secured by the LEO. More specifically, the role and responsibilities of the Business Advisor encompass the following key areas: Provide one to one business advice and guidance to anyone thinking about starting a business or any existing business in Galway. Develop and manage the delivery of the Local Enterprise Office supports and programmes in line with the Enterprise Plan for Galway and other programmes as directed by the Department of Enterprise, Jobs and Innovation including procurement of services, service and budget management and ensuring full recording of outputs and deliverables in line with the Action Plan for Jobs. Manage, develop and grow the LEO client networks, including database, metrics, events and reporting. Scoping planning and execution of Client events to promote growth and development. Contribute to the development, management and delivery of LEO events, programmes and pilot programmes, both local (e.g. training, management development supports and networking), regional and national (e.g. enterprise supports and awards programmes) as directed. Manage the LEOs external contractors and ensure best practice in the procurement of the LEOs goods and services. Manage and deliver data on agreed KPIs, Customer Service activities and programmes and TO maintain systems to track and monitor same for input to GMIS. Develop and maintain the LEO Web Site and social media platforms to best practice standards. Contribute to the on-going awareness campaign of the LEO Galway. Research, develop, resource and delivery of new initiatives, events and programmes within the Local Enterprise Office in support of micro-enterprise and economic development in Galway. Engage in collaborative initiatives and EU programmes as required by the Head of Enterprise. Promote and implement innovation and continuous improvement in the processes and programmes of the Local Enterprise Office. Contribute to the delivery of national initiatives within the Local Enterprise Network as required. Other duties required to contribute to the successful management of the LEO services as may be assigned from time to time by the Head of Enterprise. 9. RESIDENCE Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 10. HOURS OF WORK The post entails a wide range of duties which require maximum flexibility and will be based on a 37 hour week, involving regular evening and weekend attendance, where necessary. Galway County Council operate a flexible working day with the earliest start time of 8.30 a.m. and a latest start time of a.m. and the earliest finishing time of 4.00 p.m. and the latest finishing time of p.m. Lunch break must be a minimum of 30 minutes and a maximum of 2 hours and must be taken between 12.30p.m. and 3.00p.m. Flexi Scheme available, on request.
6 11. DRIVERS LICENCE The Holder of the Post shall hold a full driving licence for Class B vehicles free from endorsement/disqualification. When required to do so, holders of office shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the Local Authority. 12. RECRUITMENT AND SELECTION The appointment will be made on the result of an interview conducted by, or on behalf of Galway County Council. The Local Authority may decide, by reason of the number of persons seeking admission to the competition to carry out a shortlisting procedure. Candidates may be shortlisted on the basis of relevance and extent of their previous experience and these applicants only will be called for interview. 13. ACCEPTANCE OF OFFER OF EMPLOYMENT The Local Authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and if they fail to take up the appointments within such period or such longer period as the Local Authority in its absolute discretion may determine, the Local Authority shall not appoint them. 7 CODE OF PRACTICE ON RECRUITMENT AND SELECTION PROCEDURES GENERAL PRINCIPLES This Code of Practice sets out the commitment by Galway County Council to comply with standards of best practice and integrity in its recruitment and selection procedures. It also outlines the obligations and responsibilities of persons who apply for employment with the Council, as well as their rights. It is based on the general principles of fairness and consistency in approach to all candidates, through competency-based selection procedures which are conducted in an open and transparent manner. ADVERTISING The Council is committed to ensuring that vacancies are communicated openly to afford equality of opportunity. Advertising mechanisms are selected which offer value for money and are appropriate to the vacancy under consideration. In general, vacancies are normally advertised in the national and local newspaper s, as well as the Council s website at and the national website LEGISLATION The Council has regard to all relevant legislative requirements and considerations in its recruitment and selection processes, including; Official Languages Act in accordance with government policy and having regard to our county s cultural identity, the Council conducts optional oral Irish interviews as part of its recruitment process, which awards an additional 3% / 6% of marks attained at main interview, to candidates who demonstrate a reasonable / very good knowledge of the Irish language. The Council is committed to achieving its obligations under the Official Languages Act on a planned basis. Freedom Of Information all information received and processed by the Council is treated in confidence subject to the requirements of the Freedom of Information Act. WHAT ARE YOUR RESPONSIBILITIES? Full Completion of Application Form applications must be made on the official application form and all sections of the form must be fully completed. Submission Prior to the Closing Date the completed application form must be forwarded to reach Galway County Council in hard or electronic copy, not later than the closing time and date for receipt of applications. An application form sent by post should be posted in sufficient time to ensure delivery by the deadline. Allegations of loss or delay will not be considered unless supported by a Certificate of Postage.
8 Attendance at Interview candidates who do not attend at interview or tests as required, or who do not, when requested, furnish evidence in relation to their candidature, will have no further claim for consideration in the recruitment process for that vacancy. Integrity and Fairness this comprises four main issues: - Any attempt by a candidate, or by any person(s) acting on his/her instigation, directly or indirectly by means of written communication or otherwise, to canvass or otherwise influence in the candidate s favour, any member of staff of the County Council or person nominated by the Council to interview or examine applicants, will automatically disqualify the candidate for the position he/she is seeking. - Candidates must not knowingly provide false information on their application. - No other person may impersonate or represent a candidate at any stage of a selection process. - Candidates must not interfere with or compromise the process in any way. Any candidate found to carry out any of the above and who was/is a candidate in the recruitment process, may be disqualified as a candidate or if appointed, may forfeit the appointment. APPOINTMENT ON MERIT Eligibility specific requirements for posts may be set down by the appropriate Minister/Body, such as academic/professional qualifications, minimum amount and type of experience and/or knowledge, and in some cases, other factors such as health/fitness, security clearance considerations, etc. Candidates are advised as soon as possible after the closing date of the decision regarding their eligibility for the post. However, admission to a competition or invitation to interview is not to be taken as implying that the Council is satisfied that the candidate fulfils all requirements or is not disqualified by law from holding the position, and does not carry a guarantee that your application will receive further consideration. Therefore, the onus is on the candidate to ensure that they meet the eligibility requirements before attending for interview, as candidates attend for interview at their own expense. Shortlisting where a large number of persons apply for a post, the Council reserve the right to admit to the competition, only candidates who appear to be likely to possess a standard sufficient for appointment. The shortlisting process can take the form of:- - Shortlisting of candidates on the basis of information contained in their application form; - Other written, oral or practical tests appropriate to the position; - Preliminary interviews to reduce the number of candidates to a more manageable number for the final Interview Board or - Preliminary interviews to determine qualified candidates, after which a selected number of the qualified candidates are called back for final interview. Main Interview the Council is committed to a process of selection on merit, based on fair and open competition. The criteria for judging suitability and ranking will be related directly to the qualification, attributes and skills required to undertake the duties and responsibilities to the standard required in the post. Interview Board the Interview Board are selected and convened having regard to their training, experience and expertise in the particular functional area. Gender representation is also taken into consideration when constituting a board, subject to availability. Interview Board Members have regard to their responsibilities under Equality and Freedom of Information legislation in the conducting of interviews. Panel following completion of interviews, a panel may be formed, the duration of which is at the discretion of the Council. While a panel remains in force, offers of temporary or permanent employment may be made subject to confirmation of qualifications and satisfying
9 clauses in relation to health, character or other requirements of the particular post. Persons to whom an offer of employment is made must take up duty within 1 month from the date of offer, or such extended period as the Council may agree, otherwise, the Council may decide not to appoint them. YOUR RIGHT TO INFORMATION AND TO APPEAL The Council is committed to offering meaningful feedback to candidates who request it, and to dealing with such requests in a timely and efficient manner. A request for marks awarded at interview and comments made by the Interview Board, may be made in writing to the Freedom of Information Officer, under the Freedom of Information Act. The Council will consider appeals in relation to eligibility and shortlisting decisions. Such appeals must be made by candidates in writing within 5 working days of notification of the relevant decision.
